It aims to promote skill development by catalyzing creation of large, quality, for-profit vocational institutions. It provides funding to build scalable, for-profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. Vision The NSDC was set up as part of a national skill development mission to fulfill the growing need in India for skilled manpower across sectors and narrow the existing gap between the demand and supply of skills. The Finance Minister announced the formation of the National Skill Development Corporation (NSDC) in his Budget Speech (2008-09): "...There is a compelling need to launch a world class skill development program in Mission mode that will address the challenge of imparting the skills required by a growing economy. Both the structure and the leadership of the Mission must be such that the program can be scaled up quickly to cover the whole country." The data provided should be complete, accurate and valid. Submit quarterly utilization certificates (UC) every quarter by the 15th of next month. Highlight concerns and issues to NSDC over Quarterly conference calls. Provide other information like details of trainings done under other state or central government funded schemes. Provide other important information related to NSDC project which is required by any of our stakeholders. Monitoring Policy Good Governance Practices S. No. Item Description 1. Internal Audit System Partners should appoint third party internal auditor to provide higher level of assurance regarding the validity of operations of their activities. 2. Procurement process Partners should have a formal process for procurement in order to stabilize the systems and processes in the organization. Partners should have documented policies and plans in every facet of the functioning of the organization as part of good corporate governance. 3. Insurance of assets Partners should ensure adequate insurance cover of the assets of the organization. 4. Fixed Asset Register Fixed Assets register should be maintained depicting full details of the assets either in soft or hard copy which is verified by the management. 5. Physical Verification of Assets Partners should undertake periodic physical verification of assets and document the finding of the verification procedure. The physical verification should provide the details of the assets regarding their location and existence and state of them like, obsolete, condemned etc. 6. Statutory compliances Partners need to ensure depositing their statutory dues and securing necessary compliance in timely manner. The capacity of finance & accounting staff should be build through proper training to avoid any legal complications. Monitoring Policy Good Governance Practices S. No. Item Description 7. Booking of income/ expenses Partners should ensure that all incomes and expenses are correctly and timely booked. 8. Charge on assets in favor of NSDC Partners are required to create charge on assets in favor of NSDC by filing Form 8 with ROC. 9. Related Party transactions Partners should ensure that all the related party transaction are reported and are at arm’s length basis with full disclosure. 10. Fund utilization as agreed in agreement Fund utilization should be as per the business plan proposed in the agreement. Any deviation from plan utilization of funds should be avoided. In case of any digression, the same should be immediately reported to NSDC or permission of NSDC be sought. 11. Investment of unutilized funds Unutilized funds should be invested only in FDs and no incorporate deposits should be allowed. Monitoring Policy Compliance to the Training & Placement Criteria Training Placement Post-placement Candidates completing a training program are deemed to be trained only after their certification is done either by training partner or any other certifying agency. • Training providers are advised to keep required proof of placement duly countersigned by the Employer and the candidate. • Trainees are deemed placed if :- Training Partners are advised to conduct post placement counseling as well as tracking. a) Trainees successfully complete the course but want to pursue further studies b) Trainees successfully complete the course but desire to start his/her own Business c) Trainees successfully complete the course and are selected in their Job Interview but decline to join Skill Development Management System (SDMS) The SDMS Portal allows our partners to reports their progress to us on a regular basis. This will get reported in detail and detract from the main focus. You can always notify us in case of any queries or information that you need to get back with to a journalist • Don't make commitments to send general information. Indian media love soliciting "general information."
