About Us
The National Skill Development Corporation India (NSDC) is a one of its kind, Public
Private Partnership in India. It aims to promote skill development by catalyzing creation
of large, quality, for-profit vocational institutions. It provides funding to build scalable,
for-profit vocational training initiatives. Its mandate is also to enable support systems
such as quality assurance, information systems and train the trainer academies either
directly or through partnerships.
Vision
The NSDC was set up as part of a national skill development mission to fulfill the growing need in India for skilled
manpower across sectors and narrow the existing gap between the demand and supply of skills. The Finance Minister
announced the formation of the National Skill Development Corporation (NSDC) in his Budget Speech (2008-09):
"...There is a compelling need to launch a world class skill development program in Mission mode that will address the
challenge of imparting the skills required by a growing economy. Both the structure and the leadership of the Mission
must be such that the program can be scaled up quickly to cover the whole country."
Mission Statement
• Upgrade skills to international standards through significant industry involvement and develop necessary
frameworks for standards, curriculum and quality assurance
• Enhance, support and coordinate private sector initiatives for skill development through appropriate Public-Private
Partnership (PPP) models; strive for significant operational and financial involvement from the private sector
• Focus on underprivileged sections of society and backward regions of the country thereby enabling a move out of
poverty; similarly, focus significantly on the unorganized or informal sector workforce.
• Play the role of a "market-maker" by bringing financing, particularly in sectors where market mechanisms are
ineffective or missing
• Prioritize initiatives that can have a multiplier or catalytic effect as opposed to one-off impact

Guiding Principles for partners
 Update details of enrollments/trainings on a Real-time basis on SDMS.
 The data provided should be complete, accurate and valid.
 Submit quarterly utilization certificates (UC) every quarter by the 15th of next month.
 Highlight concerns and issues to NSDC over Quarterly conference calls.
 Provide other information like details of trainings done under other state or central government
funded schemes.
 Provide other important information related to NSDC project which is required by any of our
stakeholders.

Internal Audit System
Partners should appoint third party internal auditor to provide higher level of assurance regarding the
validity of operations of their activities.

Procurement process
Partners should have a formal process for procurement in order to stabilize the systems and processes
in the organization.
Partners should have documented policies and plans in every facet of the functioning of the
organization as part of good corporate governance.
3.
Insurance of assets
Partners should ensure adequate insurance cover of the assets of the organization.
4.
Fixed Asset Register
Fixed Assets register should be maintained depicting full details of the assets either in soft or hard
copy which is verified by the management.
5.
Physical Verification of
Assets
Partners should undertake periodic physical verification of assets and document the finding of the
verification procedure. The physical verification should provide the details of the assets regarding their
location and existence and state of them like, obsolete, condemned etc.
6.
Statutory compliances
Partners need to ensure depositing their statutory dues and securing necessary compliance in timely
manner. The capacity of finance & accounting staff should be build through proper training to avoid
any legal complications.

Partners are required to create charge on assets in favor of NSDC by filing Form 8 with ROC.

Fund utilization as

Fund utilization should be as per the business plan proposed in the agreement. Any deviation from plan
utilization of funds should be avoided. In case of any digression, the same should be immediately
reported to NSDC or permission of NSDC be sought.
11.
Investment of
unutilized funds
Unutilized funds should be invested only in FDs and no incorporate deposits should be allowed.

• Honesty & transparency in communications about project/ association with NSDC
• Consistency in mentions about status of NSDC
• Consistency in usage of NSDC logo on certificates handed over to trainees
• Observe brand guidelines for partners

• Not make premature announcements to media or on company communication going out to
external stakeholders about impending linkage with NSDC till advised by NSDC
• In case of media coming to know in advance about proposed deal with NSDC, direct them to
NSDC
• Be factual in communication with media/stakeholders about the kind of deal entered into
with NSDC
Consistency in mentions of NSDC – NSDC view
• Don’t say that NSDC is Government of India undertaking but state that NSDC is a Public
Private Partnership promoted by the Union Ministry of Finance, with 49% equity held by the
Government of India
• Say that NSDC is a not-for-profit company set up by the Ministry of Finance under Section 25
of the Companies Act with the mandate to skill 150 million people by 2022 in 20 focus
sectors and the unorganized segment

Public Relations: Some media related Dos and Don’ts
We are aware that most of you would already have your PR agencies to support your initiatives but it is always
important to keep certain Media related Dos and Don’t in mind while interacting with them with regard to the National
Skill Development Program
Some Dos:
•
We request that any communication around the Skills Mission and the National Skill Development Corporation be
notified to the Communications team, in advance if possible
•
Please notify and forward relevant information requests or commitments to our Public Relations partner (Ogilvy
PR) or NSDC Corporate Communications
•
We recommend that before any media engagement, we mutually decide upon the key messages that you want to
deliver with the PR Team, and ensure that you create opportunities to deliver them
•
Request our communications team for an updated factsheet before you plan your media engagements
Some Don'ts:
•
Please avoid extensive one-to-one discussions of anything controversial with the media. This will get reported in
detail and detract from the main focus. You can always notify us in case of any queries or information that you
need to get back with to a journalist
•
Don't make commitments to send general information. Indian media love soliciting "general information." Please
ask them to be specific about info requests.
•
Don’t let false charges, facts or figures offered by a reporter stand uncorrected.
•
Remember no information shared with media is “off the record”
•
Do not get provoked
•
Do not overlap your answers with the reporter’s question – Begin your answer when the reporter in finished.
•
Do not repeat a journalist’s negative statement or slurs: Frame your reply as a positive statement.
