Termatofe reference referencës Terms Aplication starting: March 17, 2015 Deadline: March 25, 2015 Send your aplication at: [email protected] Terms of reference for policy paper The Center of Excellence of the Albanian Ministry of Foreign Affairs is seeking to engage a consultant to carry out research and author a 10 page paper on the topic “Third actors in the Balkans and Energy Security”. The policy paper will form part of a larger dossier on the relations among Albania, the Western Balkans countries, and the EU. Specifically the consultant is expected to address these issues: I. ENERGY SECTOR IN THE WESTERN BALKANS 1. Overview of the energy sector in the Western Balkans1 A short overview of the main energy sources and structure of Western Balkans2 countries, except Albania which will be analyzed separately. - Bosnia and Herzegovina; Croatia; Kosovo; Macedonia; Montenegro; Serbia. 2. The energy community Non EU Western Balkans countries are members of the Energy Community which has as its objective the implementation of the ‘Acquis Communautaire’ on energy. A short description of main features of the Energy Community and main obligations to its members will be provided under this paragraph. 3. Third actors in the Western Balkans II. Major foreign companies operating in the energy sector; Strategic implications and bilateral relations. ENERGY SECTOR IN ALBANIA Overview of the energy sector in Albania. Main Energy sources - Petroleum and Gas; Hydro energy; Renewable energy; Other. 2. Energy Market - Electricity network; Gas Network; Renewable energy; Energy needs covered by own sources and by imported energy. 3. The TAP project III. Short description of the project and its current status; Strategic importance of the TAP project; Strategic importance of Albania in the Energy market of the region. SHUT DOWN OF THE SOUTH STREAM PROJECT AND CONSEQUENCES FOR EASTERN EUROPE 1. Overview of the South Stream Project; - Current status and last developments; 2. Strategic importance of the South Stream; 3. Consequences of the shut down for Southeast Europe. IV. V. ISSUES OF ENERGY SECURITY Current issues on Energy Security; Findings of the EU Commissions from the Stress Test Report. CONCLUSIONS AND RECOMMENDATIONS The selected consultant must have the following experience: Graduate research experience; Experience in writing academic and policy papers; Experience in collecting and analyzing data; Competency in using a variety of methodological tools and research instruments. Materials (to be delivered): The policy paper will be produced for the Albanian MFA. Wider dissemination is possible, upon approval and in compliance with conditions set by the Albanian MFA. The paper shall be written in English and should not exceed 10 pages: font: Times New Roman; size: 11. Its content will be finalized in consultation with the Albanian MFA. The work performed by the consultant is estimated at 20 working days. The Albanian MFA shall pay 1.000 USD for this consultancy. The researcher will be supported by the MFA staff, including diplomatic and consular staff currently serving in Albania’s missions abroad.
