The RAMP will include dewatering within the trench and recovery well excavations to facilitate the installation of piping for future operation as a distribution system for soil and groundwater treatment. Limited LNAPL recovery and temporary storage is anticipated during dewatering activities. Refer to the Bureau of Waste Site Clean-up Transmittal Form “Release Abatement Measure” (BWSC #106), which supports the filing of this report, included as Appendix 1. P.O. 473 Falmouth, MA 02541 508-457-1788 2.0 PROPERTY DESCRIPTION The property is used for commercial purposes consisting of a gasoline dispensing facility and convenience store (Xtra Mart), automobile repair (Courtesy Motors), moped rentals (Adventure/Thrifty Moped Rentals) and a garage/warehouse, which has been used for moped storage. The property is within a densely developed commercial zone known as Five Corners, Vineyard Haven, MA. Topography at the Site and surrounding area is generally level. The parcel is largely paved asphalt with limited areas of exposed soil and gravel covering. Municipal water and sewer service is provided to the Property from the water mains on Beach Road and Lagoon Pond Road. The former on-site septic system was removed in 2007. Stormwater catch basins are located along Beach Road and Lagoon Pond Road. According to the Tisbury Department of Public Works, the catch basins are connected at approximately two feet (2') below grade and discharge to Vineyard Haven Harbor. No other engineered drainage systems were observed on-site, including: floor drains, pits, lagoons, or drainage swales. Overhead utility lines (telephone, cable, electricity) enter the Property from Beach Road. RAMP 19 Beach Rd., Tisbury, MA RTN 4-19998 April 14, 2009 Page 2 of 10 Refer to the Property Locus shown on the USGS Topographic Map of Vineyard Haven, MA included as Figure 1. 3.0 PROPOSED RAM PLAN 3.1 Objectives The objective of RAM Plan is to excavate soil within the waste oil release area to facilitate the installation of piping for future operation as a distribution system for soil and groundwater treatment.. 3.2 Soil Excavation M&D proposes the excavation and off-site disposal of approximately 50 - 100 cubic yards of petroleum contaminated soil (PCS) from the waste oil release area. The PCS will be excavated from three (3) trenches and three (3) recovery wells within the release area. The trench excavations are estimated to be 4' bg and the recovery well excavations are estimated to be 6'-8‘ bg. Excavation protocols include working in segments with trench boxes to protect against excessive disturbance of soil or migration of groundwater. Specifically, one trench will be excavated at a time to ensure limited soil and dewatering to maintain control of site conditions. The plan to excavate one trench at a time is based upon the constraints of the work zone and to accommodate the operations of the adjacent businesses (limit business down time). The excavated soil will be segregated and stockpiled based upon physical observation and field screening results. Assessment of soil will be conducted during the excavation using a calibrated OVM. Excavated soil determined to be acceptable for re-use on-site will be replaced as backfill. The soil deemed unacceptable for re-use on-site will be loaded into poly-lined 20 cubic yard roll-offs. The roll-offs will be transported off-site to an approved facility - Integrated Solid Waste Management Facility in Bourne, MA or Aggregate Industries in Stoughton, MA, ) dependant upon the confirmatory lab results of the excavated soil - via an Bill of Lading (BOL). Soil assessment will also be conducted post-excavation. Soil samples from the excavation boundaries will be submitted to a certified lab for analyses via landfill re-use and asphalt-batching recycling criterion. 3.3 Groundwater Dewatering and LNAPL Recovery Dewatering of contaminated groundwater encountered during the trenching and recovery well excavations will be directed to an on-site 1,000 gallon poly tank. The volume of groundwater to be evacuated from the excavation is unknown, but will be limited by excavation protocols that will include working in segments to protect against excessive disturbance or migration of groundwater. The trenching and recovery well installation will also include trench boxes to reduce the volume of water to be handled during excavation. M&D anticipates encountering LNAPL during the dewatering, which will consequently be directed to the onsite frac tank. Any LNAPL recovered during dewatering and temporarily stored in the frac tank will either be transferred to a DOT-approved storage vessel or vacuumed from the frac tank and transported off-site using a Uniform Hazardous Waste Manifest (UHWM) and disposed of at an approved facility. M&D proposes to re-inject the contaminated groundwater (temporarily stored in the on-site frac tank) back into the trench or recovery well from which it was evacuated during excavation-dewatering activities. The RAMP 19 Beach Rd., Tisbury, MA RTN 4-19998 April 14, 2009 Page 3 of 10 re-injection will be conducted via gravity feed to the specific trench and/or recovery well subsequent to the placement of the piping and backfill to grade. In no case will contaminated water with higher concentrations be returned to an area with lower concentrations. The first trench excavation is proposed to be within the lower concentration area of the waster oil release. The injection piping in trenches (T1, T2 and T3) and recovery wells (RW1, RW2 and RW3) will be installed within the release area - at the upgradient edge, within the middle, and immediately adjacent to MW105 (estimated to be the source area). Refer to the Property Layout showing Conservative Estimate of Waste Oil Site Boundaries, Excerpt of Plan prepared from CEA’s Site Layout with Groundwater Contours, dated 6/23/08, included as Figure 2. 4.0 SCHEDULE OF IMPLEMENTATION The excavation and dewatering activities proposed for the installation of the piping distribution system for future soil and groundwater treatment is scheduled to be initiated on Saturday, April 18, 2009 and conducted on the following weekend of April 25, 2009. This schedule of installation is proposed to limit the interruption of the business operation of the three businesses in the immediate work zone - XtraMart Gas Station, Courtesy Motors auto repair and Thrifty Moped rental - based upon the very restrictive accessibility, as well as to complete disruptive field activities prior to the upcoming tourist season that starts in mid-April to early May. 5.0 REMEDIATION WASTE The estimated volume of soil to be excavated from the trenching and recovery wells is approximately 50 cubic yards (cy) and not anticipated to exceed 100 cy. The contaminated soil will be transported off-site in 20 cy containers via an approved Bill of Lading (BOL) to either the Integrated Solid Waste Management facility in Bourne, MA or to Aggregate Industries in Stoughton, MA based upon confirmatory laboratory results of excavated soil. If necessary, contaminated groundwater will be evacuated from the excavations using a submersible pump and temporarily stored on-site in a 1,000 gallon poly tank. The contaminated groundwater will be re-injected (temporarily stored in the on-site poly tank) back into the trench or recovery well from which it was evacuated during excavation-dewatering activities. The re-injection will be conducted via gravity feed to the specific trench and/or recovery well subsequent to the placement of the piping and backfill to grade. The temporarily stored contaminated groundwater will not require handling as a remediation waste. In no case will contaminated water with higher concentrations be returned to an area with lower concentrations. The first trench excavation is proposed to be within the lower concentration area of the waster oil release. LNAPL that is evacuated during excavation and dewatering activities will also be directed to and temporarily stored in the frac tank on-site. The LNAPL will be siphoned from the frac tank and transported off-site either in D.O.T.-approved drums or via a vac truck, if warranted. Recovered LNAPL will be transported offsite to an approved facility via a uniform hazardous waste manifest (UHWM). The LNAPL storage vessels may be re-used on site for future LNAPL recovery. RAMP 19 Beach Rd., Tisbury, MA RTN 4-19998 April 14, 2009 Page 4 of 10 Other intangible remediation wastes which may be generated (e.g. bailers, sampling gloves, etc.) are not anticipated to be of adverse impact to the environment and will be containerized and disposed of as solid waste. 6.0 FEDERAL, STATE, AND LOCAL PERMITS No permits are required for the activities associated with this RAMP.
