I/ Strategic plan « Pôle emploi 2020 » :
reconsidering the diagnosis* process
Pôle emploi’s new strategic plan implement some evolutions regarding profiling
process :
Profiling model in use at Pôle emploi is still based on caseworkers
assessment (even if they have access to helping tools)
§  Choice regarding segmentation only depends on counsellors appraisal
§  Statistical tool was used during the 2000’s, but has been abandoned in 2007
§  Tools are currently used only as a support for counsellors
Ø  Entirely automate registration and application for benefit before the first
interview in order to spare more time for the diagnosis and profiling process
Ø  Evolution of the first face to face interview, now entirely dedicated to profiling
process and building IAP
Ø  Implementation of new tools for agents to facilitate profiling process and to
identify personal specific needs
* we prefer to talk about “diagnosis” more than “profiling” because it refers to a
much larger process than just orientate jobseeker toward the good pathway support

II /“Jobseeker new journey” (Nouveau parcours du demandeur
d’emploi) : spare more time for profiling and support

§  Allow counsellors to offer a more personalised array of services

reassignment of jobseeker to adequate pathway (follow-up or
reinforced accompaniment) if needed
§  New modes for reception, personalized services delivered by
appointments
§  Spare more time for face to face interviews (+29% in 2016)
§  Implementation of a more customized support modality of
jobseekers: goal is to support twice as many jobseekers under
intensive mode by end of 2017 and reach target figure of 460 000

Implemented in 2015-2016 instead of former « Entretien d’inscription et diagnostic »
q  Takes place within the first three weeks after registration
q  Is entirely dedicated to diagnosis and profiling
q  Segmentation purpose : Based on that conclusions jobseeker is
oriented toward one of the streams available that will determine
support modality(see next slide)
q  Contains three areas of investigation :
Ø  Exploring jobseeker profile
Ø  Defining jobseeker career project
Ø  See if its project and profile match local job market environment
q  Concluded with the definition of the jobseeker IAP

V / Other tools at the disposal of counsellor :
In the second part of the “Entretien de situation”, after the profiling process,
counsellor have several tools to check if jobseeker profile match local
environment and to build IAP
Ø  « Information sur le marché du travail » (Information on labour market) :
A statistical tool providing information on local labour market to the counselor :
§  To check if jobseeker profile and expectations match job environment
§  To orientate him in his job search
§  To identify if there are any needs for trainings or any private outsourced support
Ø  « Système de rapprochement des offres » (Help for matching) :
A matching tool based on French national classification :
§  To compare job offers that correspond to jobseeker profile created thanks to information given
during the first interview
§  To orientate him toward eventual geographic mobility
Ø  « Veille économique locale » (Local economic observation)
A local labour market information portal to :
§  Dedicated to search for hidden labour market information
§  Information on creation / destruction of companies, employers that hire, new HR director…

Toward the future : development of a selfhelp tool to use before the first interview
q  Self help profiling tool for jobseeker (planned for 2017):
This tool is design so jobseekers can fill in information about
themselves before the first interview. It is planned for 2017 and
will allow :
- to pre-select the job support pathway among the four
available, based on jobseekers’ needs
- to allow Pôle emploi to assign a referent adviser to the
jobseeker even before the first interview
- to ensure a better understanding of the tailored support
given by Pôle emploi
