ROMATOM – AN ACTIVE LEADER OF NUCLEAR ENERGY IN ROMANIA Eastern Regional Congress of European Geography Students 2016 ”Energy Challenges and Transitions” Murghiol, Tulcea County, April 12-16 2016 1 oLate 60s oCanadian CANDU reactors oFirst, there were 4 reactors, then only 2 remaining oCernavoda City, on the Danube River - Nuclear fission - Smaller greenhouse gas emissions than conventional sources of energy production based on coal, oil and gas 2 “PRO-NUCLEAR” CIVIL SOCIETY • In Romania, civil society has two different opinions regarding the nuclear energy. • There are three important societies supporting the nuclear energy here: – Romanian Radioprotection Society (1990) – SRRp, afiliated to the International Radioprotection Association (IRPA) – Romanian Nuclear Energy Association (1990) – AREN, afiliated to The European Nuclear Society (ENS) – Romanian Atomic Forum (2001) - ROMATOM, founder of the European Atomic Forum, FORATOM • …And some other institutions promoting the nuclear energy, seen as a sustainable solution to achieve the proper development of Romanian energy. 3 Romanian Atomic Forum ROMATOM (1/2) Birth Initiative of Romanian Nuclear Energy. First activities 10 January 2001 Non-governmental and non-governmental organization 4 Romanian Atomic Forum ROMATOM – Statute (1/2) MEMBERS: – – – – Electrical and thermic energy producers through nuclear processes Service and goods providers from the nuclear energy in Romania Research Institutes from the nuclear energy and nuclear physics system Professional, technical and scientific associations, organized according to the Romanian actual law. What Romatom promotes? - Thermal and nuclear energy production through nuclear processes - Providing nuclear energy products at a high quality - Nuclear research and energy - Undistructive aims of promoting nuclear energy national program - Coordination of all the activities resulted from the participation of ROMATOM to the national nuclear actions program. 5 Romanian Atomic Forum ROMATOM – Activities (1/3) Nuclear program approved by the General Assembly Participation at the visits of the European Parliament members for promoting the construction of the 3rd and 4th reactors. Management of the Working Groups from Romatom: - Nuclear Program of Romania - Environment quality management in nuclear industry - Management of radioactive wastes Leaflets about the advantages of nuclear energy in the context of sustainable development and national security concept. Sponsorship and support for the professors and students participating in the international congress about energy. Lobby activities with the European institutions for the nuclear energy development in Romania. Lobby in all the international environment and energy policy meetings, to proove the credible alternative in the context of the new european energy strategies. 6 Implementation of the program for the national quality and transparency of nuclear energy production Active participation through its working groups Management systems for environmental protection against the nuclear wastes Active militant for the implementation of the Integrated Systems of modern concepts dictated by the actual economical and environmental requirements 7 Radioactive wastes management The reference terms were adopted in 2013 by the members of the directory council, this involving: • Modification of OUG 11/2003 with OG 31/2006, concerning the burned nuclear fuel management and radioactive wastes deposits. • Participation at the PHARE Seminars on technical assistance program. 8 Long term strategy of ROMATOM (1/4) 1. Emphasizing the role of nuclear energy in the sustainable development context 2. Maintaining the nuclear energy on the “Positive list” of energetical technologies which militate against the emissions contributing to the climate changes and pollution 3. Management of radioactive wastes 3. Supporting the national nuclear research program 4. Keeping the pace with the actual plan to finalize the contruction of the 3rd and 4th Nuclear Central of Cernavoda 5. ROMATOM considers that there are enough reasons to sustain the nuclear energy on the list of “non-harming” technologies from the point of view of environment protection. 6. Expressing the “nuclear point of view” at the Climate Change Convention organized by ONY – UNFCC. 9 Long term strategy of ROMATOM (2/4) 10. Romania acts as an open country to the “pro-nuclear” option, these efforts targeting the sustainable energy conception. 11. Nuclear energy is seen by some of the “energy actors” and representatives of Romanian civil society as an important source for energy production, as well as a weapon in the fight of the climate change problems. 11. Increasing its contribution for “clean energy”, through the reduction of emissions from the conventional thermo-electrical plants. 13. Keeping an affordable level of Romanian’s dependence on primary energetical resources (40%) 10 Strategia pe termen lung si mediu (4/4) 13. 11 When European lights are12switche 50% of the electricity comes from nu Thank you ! • Contact: email: [email protected] • www.romatom.org.ro 13
