Key qualifications:
Eric Laitat is a forest engineer and holds a PhD in environmental policy. He has over 30 years
of professional experience in environment in over 40 countries worldwide (see
201611141529). He works both in French and English, in teams and networks in
multicultural contexts, with international donors, public sector, education, NGOs and
economic operators. Its key expertises concentrate on pilot projects, result oriented
strategic actions, project planning for better environmental management focused on
energy efficiency and climate adaptation/mitigation, technical assistance, capacity
building, awareness raising and reduction of the ecological footprint.
He was elected five times as chair of Action COST E21 (December 1999 - October 2004) – a
network of 140 research institutions from 20 countries (see 201307130803) – and was
mandated as ‘delegate’ to International negotiations on sustainable development,
biodiversity and climate change, in order to determine the potential of forests for
atmospheric carbon sequestration implemented under the Kyoto Protocol.
Eric Laitat is skilled in project management. He lead over 20 years research projects in
academia for environmental protection on competitive bids (> € 500,000 of annual budget)
and did evaluation of LIFE+ Environment project over 10 years (see 201305290752-FR).
This represents in-depth analysis of over 450 project proposals, submitted to DG Environment
of the European Commission by administrations, associations and industry, which were duly
reported on both technical / financial feasibility and environmental added value taking into
account qualitative and quantitative award criteria.
He is now freelancer since over 15 years. His scientific background, his experience in the EC
and its work with international donors (see e.g. under section 13. Professional experience:
Agreco, Tunisia, 08.10-11.10, Egis-Eau, Tunisia, 10.13-06.14 et AESA, Morocco, 03.15-12.15,
CCM-CG, Algéria, 07-17-…) the World Bank (see 20140807), FAO, GEF, AFD (see
201209070269), give him a mastery of logical framework and project cycle management.
Since 2001, his family project consist in design and management of holiday resorts in a
pedagogical pilot farm for an awareness raising to the environment and lower ecological
footprint, conservation of biological diversity, organic farming, wastewater treatment and
low-energy construction in a ancient farm building dating back 1751 (presently a building at
15 kWatt/m2). This holiday resort is dedicated to eco- and green tourism in Wallonia (http:
/www.energite.be). The facility was rewarded three times with labels and distinctions in
sustainability, construction (Confédération Construction Wallonne) and energy (Energy
Awards and Piment de la Région Wallonne).
Eric Laitat has a very good knowledge of the institutional and administrative context of the
European Commission as a Detached National Expert at DG Joint Research Centre, in
international climate negotiations, guidelines, trends and practices in sustainable
development, environmental management and energy policies, in particular energy
efficiency in buildings and industry. He worked in Belgium, Europe, Tunisia, Morocco,
Algeria and Djibouti (see MWH Global 20160502000), but also in less developed countries
such as Mali, Burkina Faso and Senegal.
Its main areas of expertise are pilot programmes/projects, strategic actions frameworks
and planning, participatory projects with the civil society, for development and better
environmental management. The projects concentrate on: Reduced ecological footprint,
technical assistance, capacity building, awareness raising, pollution control (water, air,
soil), waste management and sanitation, energy and climate, building and eco buildings,
ecoconstruction, architecture, urban- and spatial planning, coastal zone management are at

stake. Several sensitive and rare ecosystems were also tackled such as coastal oasis in
Gabes, the complex ecosystem of Bizerte in Tunisia and a vegetable farm zone involving 80
farmers in a desert and torrid climate in Djibouti.
Finally, Eric LAITAT's professional experience at the service of the Administrations represents
more than 5,000 pages of minutes, reports and reports to support the decision for the
European Commission, the Federal Public Service and the Walloon Region (Belgian

Preparation of the Multi Annual Work plan 2001-2006 of DG Joint
Research Centre, covering topics such as climate change, climate,

Scientific support to the JRC in Inter Directorates meetings dealing

Advisory mission on energy efficient buildings to the Confédération
Construction, the representative employers' umbrella organization of

Contribution to the design and acceptance of the Regional Decree on
energy performance of buildings (transposing the EU Directive on
energy efficient buildings reported here above).

Development and implementation of a bottom-up strategy on the
construction market in the Walloon Region by setting up a Regional
cluster of companies (150 companies and 300 members) promoting
sustainable construction and anticipating low energy construction
standards. The strategic objectives of this cluster adopted the
performance levels required by the new PEB Directive of 18 May
2010, as of December 2007.

Work was organized with the members according to five axes:
Innovation (R & D), Pilot projects, Labelling-Certification,
Training and Communication.

This pioneering work (real scale, large size) was valued later on in
various institutional and inter-institutional support projects, in the field
of eco-construction in Tunisia, Morocco and Djibouti.

Author of the twinning fiche (PEV-UP3A) on eco-construction to the
benefit of the Tunisian Ministry for Equipment, Housing and Urban
Planning (In French: Ministère de l’Équipement, de l’Habitat et de
l’Aménagement du Territoire - MEHAT) including capacity building,
innovation- and demonstration projects, national labelling – see
below, review of existing jurisdiction and administrative procedures,
technical and legal leverages required to promote greener
building in Tunisia – UGP3A: € 1.3 Mi (Jan 2012 - Mar 2013).


administrative procedures on building standards, the architecture
of the ADME database, energy audits and diagnostics of buildings

Support to the administration in the ecodesign of a pilot bioclimatic
building, which is innovative in the Djiboutian context and used as
demonstration centre for renewable energy and vegetable farming
using treated waste water in a hot desert climate (80 farmers in an
irrigated perimeter), as part of an integrated development program of
the EU (World Alliance Against Climate Change, In French: Alliance
Mondiale contre le Changement du Climat - AMCC).
Support to the Djiboutian Agency to capitalise on the results of the

To ensure the acceptance of the decree on energy performance of buildings and to
initiate the transition towards sustainable construction and low energy buildings (see
201307140955), to present the activities of the Core group ‘Energy and sustainable
construction’ at the Confédération Construction Wallonne (CCW), to identify key actors and
pilot projects.
To begin transition towards sustainable construction and low energy buildings, talks
and visits in local Chambers of construction.
To prepare business outlook for the CCW: ECOSOC - ILL, 82 measures of the climate plan,
CSRW, 'Buildings and Climate change' of UNEP, Report PREBAT 'International
Comparison Building-Energy' Business Clustering, comparison and labels international
certificates.
