BACKGROUND The Ministry of Rural Development (MoRD), Government of India, is implementing a placement linked skill development program called the DDU-GKY - Deen Dayal Upadhyaya Grameen Kaushalya Yojana (erstwhile known as the Aajeevika Skills Program). The vision of DDU-GKY is “Empowering the Rural Poor Youth into Economically Independent and Globally Relevant Workforce”. DDU-GKY aims to achieve this vision with an inclusive agenda, standard-led delivery focused on industry requirements and its outreach that makes skills acquisition aspirational amongst the rural poor, thereby helping to create an empowered and productive workforce. DDU-GKY is unique in its focus and approach to skilling. It is the only national level program that is fully focused on youth from poor rural families to ensure that the majority of the potential demographic dividend which resides in the villages of the country are equipped with skills to participate in economic growth of the country. In its design and mandate, DDU-GKY gives gives priority to disadvantaged groups such as the SC/ ST/ women/ minorities and people with disability (PWD), victims of human trafficking and particularly vulnerable tribal groups (PVTGs) and other such vulnerable groups. DDU-GKY has many “firsts” to its credit. It is the first program to launch “Roshni” which is a placement linked skill training program aimed at rural youth in left-wing extremist (LWE) districts of the country. Similarly, DDUGKY is a pioneer in launching “Himayat” aimed at providing skills and employment to the youth of Jammu and Kashmir. Both of these programs have been highly appreciated by all stakeholders and have now become the norm for providing productive alternatives in conflict areas. DDU-GKY also has been a pioneer in setting the very first standards for infrastructure and processes for skill delivery in the country, supported by a quality framework that puts self-regulation at the heart of its quality policy. In its objective to benchmark skills to global standards, DDU-GKY has also been the first mover to introduce information technology supported by tablets for every trainee, soft-skills and English language delivery. DDU-GKY is implemented through a 3 tier structure with MORD at the apex as the policy making, facilitation and coordination agency; the State Skill Missions (SSMs) / State Rural Livelihood Missions (SRLMs) as the state level nodal implementation support agencies and external organizations (Corporates, Societies, NGOs, Private Skill Training providers) as Project Implementation Agencies (PIAs) who serve as the skill and placement providers under the program. The DDU-GKY guidelines provide additional information on the program. The guidelines can be accessed under the resource section of DDU-GKY website at http://www.ddugky.gov.in. DDU-GKY now intends to hire a Monitoring & Evaluation Specialist for supporting the project authority in the monitoring and evaluation activities of the DDU-GKY program. The M&E Specialist is responsible for guiding the overall M&E strategy and implementation of related activities within the project and via partners, plus providing timely and relevant information to project stakeholders. This entails close communication with all involved in M&E design and coordination: core project and partner M&E staff; representatives from the steering committee or similar unit; representatives from primary stakeholder groups; and the project director, external consultants and field staff when appropriate, plus members of external M&E-related missions. 2. SCOPE OF M&E ACTIVITIES Critical tasks for the M&E Specialist are setting up the M&E system and ensuring it is implemented effectively by the key stakeholders, namely the primary stakeholders and implementing partners. This is undertaken through the joint development of a shared M&E system that is based on existing formal and informal mechanisms and systems among key stakeholders. This needs to be supported by facilitating stakeholders to value, have appropriate capacities for and undertake their own M&E activities, and to link these into an overall assessment of project progress and needed actions. 3. RESPONSIBILITIES & TASKS Overall Develop the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops. Guide the process for identifying and designing the key indicators for each component, to record and report physical progress against the target. Also steer the process for designing the format of such progress reports. Clarify the core information needs of central project management, funding agencies and the cooperating institution. With the implementing partners, review their existing approaches and management information systems and agree on any required changes, support and resources. Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. Monthly Deliverables Work closely with the MIS team to prepare, or guide the preparation of, monthly reports of project implementation across DDU-GKY. Review reports, analyse them and identify the causes of potential bottlenecks in project implementation. Organise and conduct fortnightly/monthly briefing meetings of top officials in DDU-GKY. Facilitate and guide the construction of a monthly DDU-GKY handbook. Organise and conduct monthly reviews of key stakeholders and implementing partners, including state rural livelihood missions and technical support agencies, or at a periodicity indicated by COO (Skills). Guide the follow-up actions from the reviews. 4. SCHEDULE AND LOCATION OF WORK The M&E Specialist shall be appointed Full-Time (on contract) for a period of one year and shall be based out of DDU-GKY, MoRD offices in Delhi. Some travel to states and other project locations may be required. 5. REPORTING AND REVIEW The M& E Specialist shall report directly to: COO (Skills), DDU-GKY Thapar House, 124 Janpath New Delhi, INDIA. Or to any other person assigned by COO, DDU-GKY. 6. APPLICANT’S QUALIFICATIONS AND EXPERIENCE (MINIMUM REQUIREMENTS) The successful candidate will have, at the minimum, following qualifications: Post Graduate in economics/statistics from reputed institution with minimum 5 years of experience (or) PhD in economics/statistics with two (2) or more years of research/consulting experience Strong written and oral communication skills. Self-driven with high capacity for autonomous work with the ability to be a team player Ability to work under pressure and tight deadlines. The candidate shall have integrity, strong work ethic and high sense of personal commitment. Past experience with M&E and/or Skill sector shall be given preference 7. CONFIDENTIALITY STATEMENT All data and information received from DDU-GKY for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to DDU-GKY. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of DDU-GKY. 8. TERMINATION Both parties will have the right to terminate this contract with one month’s notice. In addition, DDU-GKY will have the right to terminate this contract based on the performance of the consultant or upon the expiration of the contract period unless renewed in a mutually agreed manner. DDU-GKY will have the right to issue notice to candidates if there is a delay of more than 15 days in submission of any deliverable and to terminate the contract if there is a delay of 30 days in submission of any deliverable. 9.
