 Schedules 2 – 8 are the Tender Declarations – these are Pass/Fail schedules and form Stage
Two of the Assessment and Evaluation strategy described in the Procedure & Instructions CC01

Tender Questions and forms Stage Three of the Assessment and Evaluation strategy described

The Council reserves the right to request further information as necessary to complete a fair
assessment of any responses given. Suppliers may be excluded if any response given is not
satisfactory or if no response is received to a request for further information.

Having examined the Concession Document for the performance of the Service, we offer to
carry out the said Service in conformity, without qualification, therewith for the sum/sums
described in this Concession Documents.
I/We agree that the insertion by me/us of any conditions qualifying this Tender or any
unauthorised alteration to any of the Tender documents shall not affect the Contract and
may cause the Tender to be rejected.
I/We agree that this Tender shall remain open to be accepted or not by Somerset County
Council (the Council) and shall not be withdrawn for a period of 6 months from the
deadline for the receipt of Tenders.
Unless and until a formal Contract is prepared and executed, this Tender, together with the
Council’s acceptance thereof in writing, shall constitute a binding Contract between the

Schedule 8 – Certificate of Compliance for Insurance

It is hereby certified that the Supplier is insured against any liability loss claim proceedings
and costs whatsoever and whether arising under common law or statute:

in respect of personal injury to or death of any person whomsoever whether
employed by the Supplier or otherwise; and

in respect of any loss or damage whatsoever to any property real or personal
including any property belonging to or in the control of the Supplier; and arising out
of or in the course or caused by the execution of the Contract.
It is further certified that the Supplier has in place, or can commit to obtain prior to
commencement of the contract, the minimum levels of insurance (the Required Insurances
as set out in Schedule 2 – Contract for the Provision of Service):
 Commercial motor insurance providing unlimited cover for personal injury and
death and cover to the value of £5,000,000 for damage to third party property.
 Employer’s (Compulsory) Liability Insurance = with a limit of indemnity of not less
than £5,000,000 in relation to any one claim, act or occurrence or series of claims,
act or occurrences.
 Public Liability Insurance = with a limit of indemnity of not less than £5,000,000 in
relation to any one claim, act or occurrence or series of claims, acts or occurrences.
It is further certified that the policies that meet the requirements set out herein bear
endorsement indemnifying Somerset County Council as Principal.

Instructions
In order to demonstrate how the Service is proposed to be delivered the following
schedule is to be completed and returned with the Tender submission.
Tenders must demonstrate that they meet the minimum requirements of the Specification
to be considered for Award of the Contract.
Tenders that do not meet all of the minimum requirements will fail Stage Three of the
assessment and evaluation process.
Tenders will score more highly where they demonstrate a level of Service that exceeds the
