Associate Director Programme & Change Management Office – RIS PCMO
To support the Associate Director of RIS PCMO to provide Governance, Programme and Project Management
control across the RIS Change Portfolios and internal change initiatives; and to transform the way the Change
Management team operate to achieve and maintain the required PCMO maturity level.
To be part of the team that enables and facilitates the increase in likelihood of successful delivery of Portfolios
of Projects to time, quality and cost in RIS Change Management. By providing support across Portfolios and
with wider stakeholders within IFDS; for one or more Portfolios/Programmes to:

Own delivery metrics and identify opportunities to enhance metrics to improve decision making
across the end to end delivery cycle including post live reporting

Carry out ad hoc analysis of metrics as required; providing insights/trends and recommendations

Run Quality Gate Reviews, Lessons Learned and Post Implementation Reviews (PIRs)

Develop, drive and implement continuous improvement plans to achieve realisation of benefits; lead
change initiatives as required

Provide coaching, mentoring and training on PMO controls, Enterprise Change Framework and
Project Management practices department-wide

Troubleshoot and resolve complex risks and issues as required

Review and validate content of Enterprise Change Framework artefacts recommending changes as
required

Ensure consistency of governance, reporting and control disciplines across RIS Change Management

Lead workshops and meetings to drive required outcomes

Carry out stakeholder management across Portfolio and wider stakeholders within IFDS

Lead change initiatives and carry out ad hoc tasks as required

Manage team PSO(s) as required, ensuring they follow control discipline requirements when
providing support across Portfolio/Programme(s) and across RIS PCMO

Deputise for Associate Director of RIS PCMO as required from time to time

Key responsibilities include, but are not limited to:
1.
Delivery Governance:
Improve the likelihood of successful delivery of Portfolios of Projects to time, quality and cost in RIS
Business Change.

Develop and implement plans with Portfolio/Programme Managers to ensure that projects outside
delivery governance are brought back and maintained in governance

Ensure completion of; review and validation of content for required Enterprise Change Framework
artefacts, to enable Projects to remain within governance; developing corrective action plans with
Portfolio/Programme/Project Managers as appropriate

Review Quality Assurance reports and audit points to assure compliance to governance and
Enterprise change standards

Run post-implementation reviews (PIRs) from capture of lessons learnt to finalising documentation
to complete Project closure to the required standards; assuring availability and dissemination across
RIS Change Management

Develop and maintain PCMO KPIs and implement plans to reduce the risk of project slippage and
cost overruns

Financial Governance:

Maintain high levels of commercial awareness to support Portfolio/Programme Managers in tightly
managing financial aspects of the Portfolio/Programme and Projects

Work with Portfolio/Programme Managers to reduce risk of cost overruns; monitoring financial
aspects so that corrective actions can be taken if required to bring Projects into financial governance

Support Associate Director of RIS PCMO to maintain the view of resource demand and supply across
RIS Change Management. Ownership of the Central Resource Tool and Resource Governance
process

Support Associate Director of RIS PCMO to ensure Portfolio/Programme financial forecasts are
carried out consistently and accurately

Reporting:

Manage the completion of Governance Meeting Packs; ensuring consistency across RIS Change
Management and the packs are signed off by Associate Director PCMO and the Change Director

Ensure reporting across Portfolio/Programme is accurate, timely and insightful to enable the
Portfolio/Programme Manager to make key decisions facilitating alignment of Projects to RIS
Change Management and Portfolio/Programme strategy
4.
RAID Management:

Lead Risk and Issue workshops to ensure risks and issues are identified early and actively managed
to closure

Set up and run project planning workshops to ensure that resulting Project plans are robust and
dependencies are clearly understood and agreed across Portfolios/Programmes and RIS Change
Management

Maintain an overview of dependencies and changes across Portfolio/Programme and RIS Change
Management to enable effective decision making
5.
Quality Assurance:

Work with Enterprise Change as needed to maintain consistency of approach, governance,
documentation and execution of activities to ensure alignment of methodology and control
disciplines

Integrate agreed Enterprise Change process changes; escalating areas out of alignment that may
impact the likelihood of successful delivery of the Portfolio/Programmes to time, cost and quality

Support Portfolio/Programme Managers to ensure that required governance processes including the
Enterprise Change Framework are implemented by Project Management and followed throughout
the Portfolio/Programme

Review and validate changes to governance/methodology, generated both internally and externally,
such as from PCMO Specialists; ensure successful integration and implementation into RIS Change
Management as required

Continuous Improvement:

Work with Portfolio/Programme Managers to increase the likelihood of successful delivery of the
Portfolio/Programme by driving and implementing a set of control disciplines in the following across
all PCMO Specialists and PSOs;

- Planning & Dependency Management

Carry out specific duties for the agreed set of control disciplines;
Define, agree and implement control discipline processes and procedures across RIS PCMO and
work with Portfolio/Programme/Project Managers to ensure they are embedded
Drive and implement continuous improvement plan(s) to meet agreed maturity levels and maintain
across RIS Change Management.

Experience of working in the Financial Services Industry

