Executive Summary
In February 2009 the Department of Health published a new strategy for people
living with dementia ‘Living well with dementia: A National Strategy’. Objective 14 of
the National Dementia Strategy tasks Local Authorities and Primary Care Trusts to
work together to develop local joint commissioning strategies. This report presents
the North Lancashire Dementia Commissioning Strategy, set out at Appendix 'A', for
approval.
This is deemed to be a Key Decision and is included on the Forward Plan.
Recommendation
The Cabinet Member for Adult and Community Services is recommended to
approve the North Lancashire Dementia Commissioning Strategy.
Background and Advice
In February 2009 the Department of Health published a new strategy for people
living with dementia ‘Living well with dementia: A National Strategy’. The new
strategy emphasised the importance of earlier diagnosis and intervention, as well the
need for a higher quality of care. The national strategy was developed following
extensive public consultation which included people with dementia and their carers
and involved those working in health, social care and voluntary sectors. It has three
broad aims which are set out below:

Significantly improve knowledge about dementia and remove the stigma that
still surrounds it. The challenge of removing common misconceptions is
crucial to help people overcome the problems of dementia, to prevent crises
and to improve the quality of life of all involved.

Ensure that people with dementia are properly diagnosed. Currently only a
third of people with dementia receive a formal diagnosis or have contact with
specialist services at any time in their illness.

Develop a range of services for people with dementia and their carers, which
fully meets their changing needs over time.
The strategy also identifies 17 key objectives which when implemented should result
in significant improvements in the quality of services provided to people with
dementia. Objective 14 of the National Dementia Strategy tasks Local Authorities
and Primary Care Trusts to work together to develop local joint commissioning
strategies, to determine the services needed for people with dementia and their
carers, and how best to meet these needs.
In response to the national strategy, the North Lancashire Dementia Commissioning
Strategy (NLDCS), set out at Appendix 'A', has been developed jointly by Lancashire
County Council and NHS North Lancashire, working closely with local partners and
stakeholders.
The purpose of the NLDCS is to:

Provide a strategic framework within which local dementia services can be
delivered and address health inequalities relating to dementia.

Provide the strategic direction for health and social care commissioners in the
planning, development, implementation and monitoring of services for people
with dementia and their families.

Provide the context through which the commissioning decisions will be
prioritised and actioned for dementia services.
The NLDCS seeks to reflect both the National Dementia Strategy and the needs and
aspirations of people with dementia and their carers living in North Lancashire and
builds on the, previously published, Lancashire Multi-Agency Dementia Outcomes
Framework. This report presents the NLDCS for approval.
Consultations
The NLDCS was developed through a consultative approach with representatives
from Lancashire County Council (LCC), NHS North Lancashire (NHS-NL),
Lancashire Care NHS Foundation Trust (LCFT), third sector organisations, voluntary
organisations and carers of people with dementia.
To develop the strategy a process called Integrated Care and Support Pathway
Planning was used with support from the Care Services Efficiency Delivery (CSED)
Programme at the Department of Health (DH). These provided a structured
approach, examples of good practice and help to identify gaps and service
improvements, alongside efficiencies across health and social care services. The
DH provided an advisor to guide the groups through the CSED process, including
five multi-agency/multi-disciplinary structured workshops which included people with
dementia and their carers.
In addition, a number of individual consultations were undertaken to inform the
development of the strategy including discussions with Modern Matrons, Public
Health, Everybody's Business Implementation Team members, Consultant

-3Psychiatrists, NHS North Lancashire Information and Governance, Lancashire Care
Foundation Trust Information, Lancashire County Council Commissioning and
Finance, Rapid Response Service, Royal Lancaster Infirmary A&E department and
Mental Health Liaison Service.
The strategy was also circulated to all stakeholders and workshop participants in
draft form. The comments and feedback were collated and incorporated into the
final version of the strategy.
Implications:
This item has the following implications, as indicated:
Risk management
Delivery of the national dementia strategy is a key requirement upon Local
Authorities and Health partners. The key mechanism for this is through the
development and implementation of local Joint Dementia Commissioning Strategies.
Financial
The strategy will largely be taken forward by the partners within existing resources.
Where implementation requires new service developments, this will be subject to the
availability of the necessary financial resources.
Personnel
Any staffing implications as a consequence of the implementation of the strategy will
be subject to further reports and consultation.

considered in accordance with the Public Notice of Forward Plans
