Background to DAF

Originally established in 2001 to allow for unclaimed
funds in credit institutions to be returned to owners, or
utilised to tackle social and economic disadvantage

‘Dormant’ defined as 15 years since last customer
initiated transaction

Over €150m distributed under the Fund since 2001
Background to DAF
The Dormant Accounts Amendment Act 2012
provides for the distribution of funds for the
purposes of programmes or projects to assist:
- the personal and social development of persons
who are economically or socially disadvantaged;
- the educational development of persons who
are educationally disadvantaged or
- persons with a disability (within meaning of the
Equal Status Act 2000).


Measure 4: Pre-activation supports
for Female refugees




Focus is on the provision of pre-activation supports for
female Refugees, and female family members of
Refugees.
Promotion of access to, and participation in, education,
training, employment and self-employment
Measure is targeted at females 16 years and over
Measure may also support female parent, child or civil
partner of an individual who has been granted refugees
status in Ireland

Call is open to comm/vol and not-for-profit
organisations with a track record of working with
Refugees
Applicant body must be a legal entity
Min grant available of €50,000 and max €100,000
12 month timeframe
Project start date/end date between 1st Dec 2017 and
31st Dec 2018
What type of costs are eligible?









Staffing and recruitment costs for project workers
Small scale equipment linked to project worker
Venue/room hire
Training costs
Tutor /facilitator costs
Course materials
Mentoring costs
Participation costs (transport/childcare)
Indirect overhead costs for comm/vol orgs at 5% of
direct project costs
Selection Criteria




Meeting the measure criteria (40%)
Evidence of need for the proposal (20%)
Value for money (20%)
Capacity of the organisation (20%)

Applicants must have a clear track record of working
directly with refugees
A clear understanding of the gender specific needs of
female refugees
Evidence of a specific cohort of female refugees have
been identified for engagement by the project
Project must be realistic and achievable within 12 mths
Project consistent with the additionality principle of
DAF
Project must demonstrate an impact on employability
Selection Process


Stage 1: Eligibility
Complete online application form and attach relevant
docs by 3pm on Wednesday 26th July
Demonstrate track record working with refugees
Demonstrate the application is focused on female
refugees and/or female family members of refugees
Only applications that meet eligibility criteria will move
to Stage 2.
Stage 2 is a full appraisal against the selection criteria
Measure level outputs and
outcomes

Applications are expected to contribute to at
least one of the outputs and outcomes listed
for the measure on page 12 of the guidelines
