Why know more about Chinese Energy Policies?



Anything that constantly affects 20% of the entire humanity's daily lives is
bounded to be important. That's why unemployment in the US is important to
a manufacturer in Mexico and the manager of a shipping company in India.
Energy has been and will continue be the major source of conflicts in
international relations; an essential part of global economy, and with added
importance because of concerns over sustainability and the environment
It mainly concerns itself with PRC's energy policies, which could be domestic
or foreign, and covers a wide range of topics.
Domestic:
- State-Province Relationship
- Environmental Protection
- State-owned Enterprises
- Development of Shale gas
Just to name a few....
Foreign:
- South China Sea conflicts
- Petro-politics, Energy Security
- Competitions over Green industries
- Global warming
How does Chinese Energy Policy Relates to you



Arguably the most ponderous topic amongst all Decal class, I would say any
topic you see on the front page of the New York Times or the Economists
could be somehow connected to China's energy policies
How China's energy policy might effect your tuition fees:
1.Tuition hikes/ Less financial aid
2.Californian Budget Crisis.
3.Global Financial Meltdown and Economic Recession.
4. Loose lending practices in US Sub-prime mortgage market.
5. More USD from Chinese exports are converted into T-Bills.
6. The Central Bank of China let RMB depreciate against the dollar.
7. China imports most of its crude uses, its inflation rate falls.
8. Excess production oil capacity, world crude price falls.
9. Most world commodities (Oil, gas, timber, etc) are traded in USD.
Might seem tenuous on paper, but that's just how the world works!!
What will we learn from the class?

By the end of the semester, I hope you can answer these questions:
- Why is the CCP trying so hard to promote green technology and
manufacturing in China? What are the policies? Are they effective? What are
the other countries response to that?
- How will China's energy profile change in the next decade? What are the
trends? Will there be a heavier reliance on coal? Will Shale gas, Nuclear,
renewable or oil play a larger role? Will there be more electric cars? How will
the CCP structure the transportation system?
- How does energy security play into CCP's considerations over China's
relationship with oil producing countries like Angola and Iran? And with other
oil consuming countries like US and Japan? How will sea lanes and
pipelines be a concern? How aggressive is China when it comes to buying
up foreign natural resources?

About me

Majoring in Philosophy, Political Science and Economics, 5th year

First time teaching a Decal, treating it more like a research project

Born and raised in Hong Kong, went to a government school

Fluent in Cantonese Chinese, less so in Mandarin (major weakness)

Last semester here in Cal, and stressed because I want a job



Career Goals: move to Beijing/Shanghai after graduating, gain some
experience and polish my Mandarin, then come back and get a master
degree.
Not your typical international student from China
Joined two fraternities,
one social (a mistake), and one professional (there's rush even right after!)
Hobbies and interests: Soccer, Guitar, BJJ and Chess . My favorites team is
Chelsea and as for my favorite musician, John Mayer ( favorite songs:
Gravity, Why Georgia)

Administration - Enrollment

The class is not your fun and games DeCal, with two implications:
1. It's intellectually demanding and readings are essential if you want to
learn. If you take this class, I assume you too are interested in the topic.
2. There won't be too many people taking the class.

To enroll, come to the next class (next Monday 5-7, same room)

Make sure you sign in. Priority will be given to students who came to both.

I will give you the CCN for the class and your individual CEC thru email.

We have some issues with the course bspace site, it will be up ASAP.


Administration - Grades

There are only two grades that you can get from this class, P/NP.

Two ways that you can fail this class:
1. Not doing the individual presentation.
2. More than two unexcused absences.


I will personally do whatever possible to make you pass the class, just talk to
me if you have any difficulties in passing the class. We are here to help each
other to learn. This class should not make you anymore stressed in anyway.
Otherwise, let's have a fun and a fruitful semester together!
Individual Presentation

Topic of your choice:
- anything related to Chinese Energy Policy
- must not recycle class material
- It should enhance our understanding in Chinese Energy Policy

Examples:
- How is your Berkeley tuition related to Chinese Energy Policy?
- Why is Bolivian politics important to the global electric car industry?
- An overview of Indian Energy Policies
- An overview of the Kyoto Protocol

Format:
- Seven to Ten minutes, base on powerpoint.
- Please submit your topic of interests now, with your contact info
- Presentations will start next week.
- Be prepare for questions.
