After 15 years as the primary construction contractor
on the complex Owens Lake
Dust Mitigation Project,
Barnard Construction has
been replaced as the massive
project enters its final phases.
The Los Angeles
Department of Water and
Power announced recently
that international construction and engineering firm
OHL USA has won the contract to build Phase 9/10 of
the Owens Lake Project. OHL
USA submitted the winning
bid for the work, which has a
price tag of about $239 million dollars.
Barnard, based in
Bozeman, Mont., has been
working on the lake since
2000, and the company and
its employees have become a
well known and respected
part of the Lone Pine community. The firm has successfully bid, won and completed
contracts for seven separate
dust control and construction
projects on the lake, with a
total value of more than $400
million.
OHL USA is a relative newcomer to the California construction scene, having established an office in Irvine in
2013. However, Obrascón
Huarte Lain was founded in
Spain in 1911, and has grown
into a sprawling international
firm since. OHL Group ranks
31st among international
contractors, and ranks eighth
among Latin American builders, its website states. It

House fire in Big Pine
Big Pine firefighters responded to a fire call at 5:14 p.m. Wednesday at 520 Cornell in
Big Pine for the report of a chimney fire that had spread to the attic of the house. Big
Pine Fire Chief Damon Carrington said approximately one-third of the attic was damaged by the fire, portions of the ceiling inside the house fell and firefighters had to vent
the roof to prevent the fire from spreading. Carrington said that no injuries resulted
from the fire. Assisting Big Pine was one engine from Bishop with seven personnel, and
a CalFire engine with four personnel stood by in Big Pine to cover medical calls.
Carrington noted that the three smoke alarms inside the house did not have batteries
and he urges everyone to make certain they have functioning smoke alarms.

Inyo Hospital are locked and
adorned with notices letting
anyone who goes there where
the nearest medical facility is
­– Bishop, Mammoth or
Ridgecrest.
Richard P. Fedchenko, who
was elected president by the
two other members of the
newly appointed board of
directors for the Southern
Inyo Healthcare District, said
Thursday that the clinic
remains open but because the
district remains in limbo for
now, uncertainty of area residents and district employees
abounds.
“People are concerned
about the future and their
jobs,” Fedchenko said.
Fedchenko, Jaque Hickman
and Mark Lacey where
appointed as the board of
directors quorum on Tuesday
by the Inyo County Board of
Supervisors and the three
held their first meeting on
Wednesday.
Hickman is the vice president of the board.
Fedchenko said on
Thursday that the board is
planning another emergency
meeting on Saturday. It was
tentatively scheduled for 10
a.m. but a venue that could
house the amount of people
expected to attend hadn’t
been determined as of press
time Thursday.
Fedchenko, whose background includes being a
research physicist, entrepreneur, business consultant,
professor and vice president
of strategy for 3D Systems,
also was appointed by his fellow board members to provide day-to-day administrative direction.
Thursday was his first day
on the job.

Shirley Marie
Bourelle
1931 - 2015
On the evening of Nov. 26,
2015, Shirley Marie Bourelle
peacefully passed away in
her sleep surrounded by her
family in her home in Bishop,
Calif. She was 84 years old.
Shirley was born on Feb. 2,
1931, in Dayton, Ohio, to
Myrtle and Russell May. She
was the second of four children and the second daughter born.
While growing up in
Dayton and Celina, Ohio,
Shirley would meet and eventually marry the love of her
life, Robert Richard “Dick”
Bourelle, on Nov. 8, 1947.
Three and a half years later
in 1951 daughter, Rebecca
“Becky” was born and a year
later in 1952 son Michael
“Mike” was born. In 1959,
Shirley and Dick moved with
their young family to
Lynwood, Calif. In 1960, son
Brian and in 1969, son Steven
were added to the crew. After
many years of family camping and fishing trips to the
Sierra, Shirley, Dick and son
Steven moved to Bishop,
Calif., in 1986. Shirley worked
at Jack’s for many years and
became a favorite of locals
and tourists alike. In her time
off, you could often find
Shirley fishing and camping
around the Owen’s Valley
with her family. Every summer, Shirley and Dick would
pack up their trailer and head
up to Mono Village where
they would spend countless
weekends and holidays in
the place they loved most.
After retiring from Jack’s,
Shirley decided she was not
quite ready or cutout for the
retirement life and went to
work at Dwayne’s Friendly
Pharmacy where she once
again became a favorite of
locals and tourists. After
finally retiring in 2011,
Shirley became active in the
First
United
Methodist
Church as a Sunday school
teacher and a clerk at
Overflow Blessings. She was
also active in the NIH
Auxiliary.
Shirley was preceded in
death by the love of her life,
Dick
Bourelle,
parents,
Russell and Myrtle May,
brother Bob May, and greatgrandson Jacob Boyer. Shirley
is survived by sister, Martha,
brother, Russell “Uncle Vic,”
sisters-in-law, Jeanne, Jeanne,
and Nina Sue, daughter
Rebecca
“Becky,”
sons,
Michael “Mike” and wife,
Barbara, Brian and wife,
Panda, and Steven and wife,
Lynne, son (nephew) Norm
“Pat” and wife, Linda, grandchildren, Krista, Laura, Brian
Jr., Natalie, Emily, Jeremy,
Casey and Tommie as well as
13 great-grandchildren, many
nieces and nephews, extended family, many, many
friends and her beloved kitty,
Cassidy.
To many, Shirley will be
remembered as the sweet
little lady with the silver hair
who loved her Dodgers and
would do whatever she could
for someone in need, friend
or stranger. She was a loving
wife, devoted mother, doting
grandma, great-grandma and
a strong woman. She will be
missed by all who knew her.
We can take comfort in knowing that she is now pain free
and with the love of her life,
Dick, for all eternity.
A celebration of life for
Shirley has been set for
Saturday Jan. 16, 2016, 1
p.m. at the First United
Methodist Church in Bishop
with a reception to follow in
the Great Hall. Donations can
be made in Shirley’s name to

Buntic
1921 - 2015
Eva-Brigitte Buntic, 94, resident of Sterling Heights, Bishop,
Calif., born in Germany on May
16, 1921, passed away peaceably surrounded by friends and
family on Dec. 27, 2015, in
Inyo Hospital. Prior to Bishop
she resided in Mammoth Lakes
after moving from Illinois with
her husband, Robert, in 1976.
Survivors include daughter,
Birgid Buntic, of Raleigh, N.C.,
son Robert Buntic and daughter-in-law Karen, of Mount
Prospect, Ill. She was preceded
in death by husband, Robert
Buntic, and sister Sigrid
Rutstein of Deerfield, Ill.
She enjoyed the friends she
made working many years with
the U.S. Forest Service. She was
commended for excellence
numerous times by the USFS. It
was an important part of her
life.
The family would like to
especially thank the Schneider
family, with special thanks to
her friend Barbara (BJ)
Schneider, for their loving
friendship and support of Eva
through the years. Eva made
many friends in the area as
well as maintaining relationships with those in her birth
country. She will be missed by
many.
Memorial services are not
planned. Since Eva had a special place in her heart for animals of all sorts (especially
dogs!) the family requests that
memorial donations be sent to

Bishop reports water savings to state

reported to the state that it
used 20.6 percent less
water during the period
from June to November in
2015 than used the same
months in 2013, according
to the city’s Public Works
Department.
The state requires this
report to see if the city met
the state’s 25 percent water
conservation mandate.
Although water use in
Bishop was more than 60
million gallons less for the

Command goes into action
The first alert came into Storm Watch Central Command at about 1
p.m. in the afternoon. The caller’s voice contained a mix of confusion
and fear.
“Snow, we’ve got snow, it is snowing hard, big
wet flakes, and snow is sticking on the ground,
it’s not melting.”
Central Command tried to calm the caller:
“Nothing out of the ordinary, forecasts called for
snow in Mammoth and a 50 percent chance of
rain in the Owens Valley. What is your location?”
“Bishop.”
“Bishop???”
“Yes, Bishop.”
“Bishop???”

white out, it’s covering the ground, it’s a real snow storm.”

heard about the storm and is asking if the order has gone out to ‘shelter In place’ to survive the storm?”

these tips to make traveling
to and from school as safe
and healthy as possible:
Tips for parents
• Whether children walk,
bike, ride the bus, or travel by
car, parents should talk with
them about safely getting to
and from school.
• Parents of children who
walk or bike should make
sure they take the safest
routes to school.
• Small children should be
able to recite their name,
address and phone number
as well as the names of their
parents.
• Parents should insure
that school records accurately
reflect current contact information.
• Help reduce traffic congestion around schools and
improve health by encouraging your children to walk,
bike, bus, or car pool to school
if they can.

square miles of Owens Lake
playa and LADWP will have
reduced PM10 dust emissions
from the lakebed by 99 percent. The effort is scheduled to
be completed by December 31,
2017. Upon completion of
Phase 9/10, the city of Los
Angeles’ overall investment in
the Owens Lake Dust Mitigation
Program will reach nearly $2
billion.”
The press release did not
outline details of the transition
from Barnard to OHL USA, or
provide an exact date when
OHL USA will begin work, but
it stated that the firm is looking to hire local workers for a
variety of positions.

Several media outlets
throughout the state have
reported that under the management of HCCA Tulare
Regional Medical Center,
which was seeing financial
trouble and legal problems,
turned the corner for the positive.
Tulare Regional Medical
Center reported a net profit at
the end of last year after
months of red ink, saw its
Fitch credit rating change from
“negative” to “stable” and had
its “going concern” removed
by an auditing team last fall.
Under the 15-year agreement, HCCA gets a flat monthly fee of $225,000 while the
district keeps any remaining
profits. Eventually, the group
will lease the facility, keeping
any profits for itself or shouldering the full weight of any
financial losses, Benzeevi has
said.
The financial problems that
led SIH to be several weeks
behind on payroll and its
inability to pay for ER doctors
and other services are, in the
broadest sense, the result of
cash flow problems rather
than deficit spending. On a
yearly basis, the hospital generally balances a $5.2 million
budget. But at the beginning
of December, it only had
enough cash on hand to meet
a week’s payroll, about

One significant difference
between the two companies is
that OHL USA runs a “union
shop,” while Barnard did not
require union membership
from its employees.

“Since 2000, Barnard has
constructed a series of projects aimed at reducing dust
emissions without using excess
precious water. The result:
Owens Lake today is a much
different place. Using innovative methods such as shallowflooding, salt grass planting,
moat and row construction,
and rock armoring, the dust
production from the lakebed
has been reduced significantly.
Systematically attacking the
worst pollution source areas
one at a time, the lakebed is
now a haven for Snowy Plovers
and other migrating birds.”

The Eastern Sierra Musical Festival
(ESMF) a non-profit organization, and the
VFW Post No. 8988 are sponsoring a raffle
to benefit the National Wounded Warriors
Center of Mammoth Lakes.
The winner gets a choice of seven different time share resorts – Acapulco, Mazatlan,
Riviera Maya, Puerto Peñasco, Los Cabos,
Nuevo Vallarta, or Puerto Vallarta – for a
seven-day vacation along with an airline gift
card for $1,000. Only 500 tickets will be sold
for $25 each. Tickets can be purchased at

The Christmas cross-over

Are Christmas tunes still
rambling around in your
head?
Even though the holiday is
over I find myself humming
snatches of my favorite
songs. It’s a shame we only
sing these songs once a year,
what a waste of great music!
There is one song, however, that’s perfectly okay to
sing any time of the year and
that’s because it really isn’t a
Christmas song.
No one seems to know
that though because as of
the late 1900s, it was the
most-published “Christmas”
song in North America.
Performers such as Andy
Williams, The Supremes,
Mariah Carey, Whitney
Houston, Patty Loveless, Clay
Aiken and many others have
all included it in their
Christmas albums or CDs.
The Christmas decorations and CDs have been put
away for another year and
now you hear that the iconic
Christmas song “Joy to The
World” is not even a
Christmas song?
But don’t take my word
for it; the hymn writer himself declared that this was a
song in celebration of Jesus’

Second Advent, glorifying
Christ’s triumphant return at
the end of the age. The song
was first published in 1719
and Isaac Watts based the
words on Psalm 98 where
the psalmist praises God as
the Deliverer (v. 1-3), as King
(v. 4-6) and as Ruler (v. 7-9).
As if confusion over
which hymns should be considered Christmas carols
isn’t enough, now what is
this about understanding
Jesus’ First Advent (Coming)
and His Second?
Mary and Joseph were
told of both; Joseph was told
of the First and Mary learned
of the Second. The angel told
Joseph to take Mary as his
wife because “that which is
conceived in her is of the
Holy Spirit … and you shall
call His name Jesus for He
will save His people from
their sins” (Matthew 1:20-21).
Joseph would have known
that the only way to remove
sin is by blood sacrifice
(Leviticus 17:11) and he no
doubt was familiar with
Isaiah’s prophecy, “He was
wounded for our transgressions, He was bruised for our
iniquities; the chastisement
for our peace was upon Him,
and by His stripes we are
healed. All we like sheep
have gone astray; we have
turned, every one, to his own
way; and the Lord has laid
on Him the iniquity of us all”
(Isaiah 53:5-6). The first time
Jesus came, he came quietly
as the Lamb of God, our sacrifice.
The angel Gabriel also visited Mary before Jesus’ birth
and explained, “You will conceive in your womb and
bring forth a Son, and shall
call His name Jesus. He will
be great, and will be called
the Son of the Highest; and
the Lord God will give Him
the throne of His father
David. And He will reign over
the house of Jacob forever,
and of His kingdom there
will be no end” (Luke 1:3133).
When Jesus comes at His
Second Advent, He will come
as the Lion of Judah with
great majesty and power
(Zechariah 14 and especially
v. 9: “And the Lord will be
king over all the earth…”).
There is no need to
scratch the song “Joy to The
World” from our list of
Christmas favorites. There
was great joy at Christ’s First
Advent when Jesus was born.
The angel told the shepherds
“behold I bring you good
news of great joy which shall
be for all the people.” Yes,
we should rejoice with the
shepherds, but we also need
to remember and anticipate
Jesus’ return at His Second
Advent. What a glorious day
that will be when He comes
as King of kings and Lord of
lords!

Universal Intelligence
We live, move and have
our being in a universe of
Infinite Intelligence. Many scientists have theorized that life, as we know it,
came about by some kind of
miraculous accident. We in Religious Science do
not subscribe to the idea of
accidental anything. The great Law of Cause
and Effect determines outcomes in all circumstances
and situations, including the
essence of our being. We call God, First Cause
or Creative Cause, because of
the Creative Nature of the
Divine. As man was created in the
image and likeness of God,
humankind also has the
same creative aspect of
being, which we refer to as
the secondary cause.
The big difference
between First Cause and secondary cause is that God
cannot and will not create
lack, loss or limitation, while
negative and limited thinking
of mankind can utilize the
same energy to create chaos
in their experiences. The question may come
up asking, “What person, in

their right mind, would purposely create disorder and/
or heartbreak into their life?” The answer to the question is contained within the
question. It is obvious that
the individual is not in their
right mind and ignorant of
what they are doing to themselves and those around
them. Ignorance of the Law,
we have all heard, is no
excuse.
Jesus, and many others
through time has said, “It is
done unto you as you
believe.” A belief in limitation, in any form, is cause to
a manifestation of negation
of equal intensity to the
degree of the belief, which is
the effect.
In general; what we can
use our senses to detect is
effect responding to our use
of Mind. This why we can
say, “Change your thought
and change your life.” “Trust in the Lord with all
your heart and lean not on
your own understanding; in
all your ways acknowledge
him, and he will make your
paths straight” (Proverbs 3:56). We must acknowledge a
greater knowledge than what
your intellect has absorbed
over the time you have lived
on this earth. There is so much more
than we know, however,
because we are each using
the Divine Mind of God, all is
available when we need it. Ernest Holmes said,
“There is a Power in the
Universe greater than we are
and we can use it.” We could
just as easily say, “There is
Infinite Intelligence in the
Universe, which is greater
than our limited intellect and
we can use it.”
Creation did not end with
the first seven days, mention
in the Book of Genesis. Financial, emotional, and
physical problems may
appear to lead to dead ends,
but Infinite Intelligence can
see a path you may not know
about. Trusting in the Lord is a
recognition that the answers
to every question is within
each one of us, and we can
tap into it consciously and
know we have set in motion
the wheels of creation to
change what we desire to
change, and eliminate what
we don’t. Open your mind to
the newness of life.

Looking at what we can become
in the New Year
Last time we took a stroll
through the Old Testament
and found that God has
been active all through history, not just once a year at
Christmas.
We saw Him taking the
pulse beat of entire peoples.
We saw Him doing the same
with individuals, intimately,
one at a time.
We saw Him dealing with
the actions of the past for
both nations and individuals.
We saw Him affect their
present in dramatic ways.
We saw Him deal with
their futures through the
words of His prophets.
We saw Him read their
hearts, their minds, their
psyches.
Most dramatic of all, as in
the case of Gideon, we
found that He is more than
willing to see us as we can
become, not necessarily as
we are.
That ability to see us as
we can become is our bottom line at this time of year.
For us, the New Year is a
time of looking at where we
were over the course of the
fading old year, so we can
figure out ways to do better
during the next. For many,
this results in a larger or
smaller list of resolutions

as the problems. That is all
well and good.
But are our own insights
the best guide to the reformation we think we need?
This writer would submit
that we need not only our
own insights, but those of
God as well.
Remember, when God’s
angel found Gideon hiding
in the well, it greeted him by
saying he was a, “ … mighty
man of God.” As his relationship with God took on
depth and meaning Gideon
became just that!
However, that sure knowledge of us that God has
goes much deeper than our
own here and now. Psalm
139 lays it all out. “I thank
you, High God – you’re
breathtaking! Body and soul,
I am marvelously made! I
worship in adoration – what
a creation! You know me
inside and out, you know
every bone in my body; You
know exactly how I was
made, bit by bit, how I was
sculpted from nothing into
something. Like an open
book, you watched me grow
from conception to birth; all
the stages of my life were
spread out before you, the
days of my life all prepared
before I’d even lived one
day.” (Psalms 139:14-16, The
Message)
In other words, God not
only knows who we are, intimately, but He also has
known that from before we
were ever born.
Weave those threads! God
knows us, more intimately
than we can imagine. How
He used the prophets over
and over again in the Old
Testament to warn people
that their actions have consequences tells us He wants
what is best for us most of
all.
Combine these ideas with
what Christ did and taught
us in the New Testament.
Put it all together and see
what you get. Here is a hint.
The thief on the cross who
called Christ, Lord, was told
he would join Christ in
Paradise. We can see that
God is willing to give each
of us a start-over, not a doover, but a start-over, no
matter what we have done,
even with death looming
over us.
God is in to beginnings,
start-overs, at New Year’s or
any other time. I don’t know
about anyone else, but I am
glad He is. I have needed a
start-over more than once.

Gold,
frankincense
and myrrh
The Wisemen brought
gold, frankincense and
myrrh, which were kingly
and most expensive gifts,
to Jesus.
What we need to grasp
by faith is that the gifts
Jesus gives to the world
are eternally valuable.
Jesus gives forgiveness,
resurrection from the dead
and a heavenly home apart
from any merit in human
beings.
The gifts of gold, frankincense and myrrh were
likely used by Mary and
Joseph when they fled the
sword of Herod to Egypt.
These gifts would have
given earthly support to
them as they lived in Egypt
a few years, until wicked
Herod died.
Have not the gifts of
Jesus supported us in our
life and living? Daily
breath, clothing, shoes,
house, home, good weather, family friends, your
baptism, your receiving the
Lord’s Supper, your
church, safe travel, a free
nation and I’ll let you name
a few more gifts you’ve
cashed in for personal use.
Herod was a wicked
worshipper; he desired
only the killing of the
Kings of Kings. The
Wisemen worshipped wisely, and wise men still seek
Jesus for salvation.
When we ignore worship, we fall into Herod’s
camp. We have all been
there! When we bow down
and confess our sin before
the Babe of Bethlehem with
the Wisemen, God regards
us as sinless, because the
Savior has come!
The Savior has come for
you. He has come to relieve
you of the guilt you daily
bear. He has come with
rich gifts of mercy, joy and
peace of mind. He comes
to hear your prayer and
regard your worship. He
comes with gifts that surpass all understanding.
Gold, frankincense and
myrrh testify to the work
of Jesus for you.
His gold of guaranteed
heaven is yours.
His frankincense
(incense) is His perfect life
rising to heaven in your
place.
The myrrh was used in
burial and He is with you
and the heavenly gift of
eternal life is given to you.
Three gifts given but a
multitude our Savior has
poured upon His dear children, who live by His grace
alone.

1/4 cup orange juice
2 tablespoons olive oil
2 tablespoons McCormick

2 tablespoons packed brown
sugar, divided
1 pound salmon fillets
In small bowl, mix juice, oil
and 1 tablespoon each seasoning
and sugar.
Place salmon in large re-sealable
plastic bag or glass dish. Add marinade; turn to coat well. Refrigerate
30 minutes, or longer for extra
flavor.
In another small bowl, mix remaining seasoning and sugar. Remove
salmon from marinade. Discard any
remaining marinade. Rub salmon
evenly with seasoning mixture.
Grill salmon over medium-high
heat 6-8 minutes per side, or until
fish flakes easily with fork. (Or bake
in 400 F oven 10-15 minutes, or

tomatoes, undrained

ground
1 pound thin-sliced boneless
skinless chicken breasts
1 tablespoon oil
1 1/2 cups chicken stock
1 teaspoon McCormick Basil
Leaves

1 pound asparagus, trimmed
and cut into 1-inch pieces
2 tablespoons lemon juice
In shallow dish, mix flour, Parmesan
cheese, garlic powder and pepper.
Reserve 2 tablespoons. Moisten
chicken lightly with water. Coat
evenly with remaining flour mixture.
In large nonstick skillet, heat oil
on medium heat. Add 1/2 of the
chicken pieces; cook 3 minutes per
side, or until golden brown. Repeat
with remaining chicken, adding
additional oil, if necessary. Remove
chicken from skillet; keep warm.
In medium bowl, mix stock, basil,
oregano and reserved flour mixture
until well blended. Add to skillet
along with asparagus. Bring to boil.
Reduce heat to low; simmer 3-5
minutes, or until sauce is slightly
thickened, stirring frequently. Stir
in lemon juice. Return chicken to
skillet; cook 2 minutes, or until
heated through.

mushrooms
1 small onion, chopped
6 ounces pasta, such as
spaghetti or linguine
In medium saucepan, mix tomatoes,
tomato sauce, sugar and seasonings.
Bring to boil on medium heat.
Reduce heat to low; cover and
simmer 20 minutes.
In large skillet, heat oil on mediumhigh heat. Add zucchini, mushrooms
and onion; cook and stir 4 minutes
or until vegetables are tender-crisp.
Stir tomato sauce into vegetables.
Meanwhile, cook pasta as directed
on package. Drain well. Place pasta
in serving bowl. Add vegetable
mixture; toss well.

disenfranchised daughter-in-law
Dear Annie: I realize
that this is a common issue,
but I could still use some
advice. When my son first
married, his wife was loving and involved with the
family. When the babies
were born, we continued a
warm relationship. Now
that their children are
older, however, our daughter-in-law is cold and distant, and she is not interested in interacting with
our extended family.
She grew up in a troubled family and seemed
very happy to join ours.
But not anymore. We live
nearby and other than
chance meetings, occasional help with the children
and family holidays, we
seldom see my son. We
were told early on that we
were not to visit unannounced, and we never
have. If we didn’t attend
the grandchildren’s school
functions, we would never
see them.
It seems that our daughter-in-law just doesn’t like
us and wants minimal contact. Are we asking too
much? Are we living in the
past? Is there anything that
can be done to improve the
situation? You’ve advised
parents in our situation to
find other interests. I think
that if the young couples
would imagine our situation in their own future,
they might realize the
extent of their hurtful
behavior.

letter from “Fed Up,” who
objected to people with
buckets asking for money
to help send their kids’
ecology class to Honduras.
As a teacher, I sponsored
many clubs and teams. We
did do outside fundraisers
for charities where my students held buckets at the
intersections in town and
raised thousands of dollars. Although we didn’t
bucket-beg for our own
activities, I understand why
they are so common now.
With recent tax cuts,
schools have less money
for optional activities, such
as band trips, choral productions and academic
competitions. When you do
a fundraiser through the
school, like selling candy,
the price of the item has to
be inflated to allow a profit
margin. With a bucket campaign, the group gets 100
percent of all donations.
Your advice was good. If
you don’t support the activity, keep your windows up
and drive on by.

Friends of the Inyo, the town of Mammoth Lakes and the U.S.
Forest Service invite cross-country skiers, snowshoers, and lovers of the outdoors to explore the Mammoth Lakes Nordic Trail
System at the California Welcome Center.
The trail system will be groomed Thursday through Monday
by Friends of the Inyo through March 15, weather permitting.
The Mammoth Lakes Nordic Trail System consists of three
sections of groomed Nordic trails exploring 3.4 miles of Jeffrey
Pine forest.
The trails run through the Old and New Shady Rest campgrounds, and are groomed for cross-country skiing, snowshoeing, and walking as weather conditions allow.
Dogs are welcome on the trail, but owners should pick up
after their dogs and keep them on a leash.
These trails are free to the public thanks to Measure R and
the town of Mammoth Lakes.
Parking for the trail system is located at the California
Welcome Center with maps available inside the Welcome
Center.
Trail updates are available by following Friends of the Inyo or
the Mammoth Lakes Trail System on Facebook.

Favorite hikes of 2015
What a great hiking year
2015 was, one of the best
of my life. From car-camping in Yosemite over the
summer to recent snowhikes in the beautiful Sierra
Nevada, the memories of
great adventures and magnificent scenery will live on
forever.
It’s extremely difficult to
choose the “best” hikes of
the year when every hike is
special in its own right.
Some hikes took me high
up in the mountains to
incredible jagged peaks,
while others were merely
wandering through sage
and rabbit brush in the
foothills.
The history of our area is
very interesting, from old
mines perched high on
mountainsides to roads
once used more than 100
years ago. In my opinion, it
doesn’t matter where you
hike as long as you get out
into this spectacular playground of ours and enjoy it
to its fullest.
Even though this is
almost an impossible task,
I’ve picked my top 10 hikes
of 2015 with a brief
description of that wonderful day on the trail, starting
at Hike 10 and ending at
Hike 6 this week.
10. “Refreshing hike in
Sabrina Basin”
Hiked on May 31, this
was one of the first hikes of
the year in the Sierra as my
brother and I ventured out
of Bishop to the amazing
views in Sabrina Basin. We
started out early on the
path alongside the left side
of the lake before turning
left up a steep ravine and
onto the shore of picturesque Blue Lake.
On this day in May, it
was still very cold with little
snow cover, making for a
perfect day. We had a great
time hanging out at Blue
Lake before continuing up
the trail. At the next junction, we opted for Donkey
Lake, and let me tell you,
we weren’t disappointed.
Shortly, we arrived at
impressive Donkey Lake, in
a granite basin surrounded
by large boulders with lingering winter snow. This
was our first hike together
in 2015 and would lead to
many memorable hikes with
my brother the rest of the
year.
9. “A whole different
world above Convict
Canyon”
I set out solo on Sept. 25
northbound to Convict Lake
to revisit one of the most
colorful canyons on the east
side. Although I’ve hiked up
Convict Canyon a few times
now, this one was extra special because of the beautiful
fall colors accompanied by
the cold, clear weather.

The parking lot at
Convict that day was practically empty when I began
my hike on that gorgeous
fall day. The views that
most see of Convict Lake
are nice but the most dramatic scenery can be found
every step taken up Convict
Canyon.
The breeze blew quite
impressively as I crossed
Convict Creek three miles
from the trailhead and
started up the great trail.
Each side of the canyon
provided breathtaking vistas as I pushed forward on
the snow-free trail. Five
miles from Convict Lake, I
arrived at quiet Mildred
Lake at the top of the canyon. Instead of continuing
on up to Lake Dorothy, I
decided to explore the high
valley beyond Mildred Lake.
It was another perfect day
on the trail, followed by a
great burger at Tom’s Place.
8. “Cascades, lakes,
peaks and sheer beauty”
It was still early in the
summer when I decided to
spend a day off on one of
my most favorite trail on
this side of the Mississippi.
On June 13 I drove the
short distance from Bishop
to the parking lot at North
Lake for a hike to Piute
Pass.
This trail offers maximum overload of sheer
beauty, from the colorful
Piute Crags near the beginning to the beautiful lakes
mid-hike and finally the
exceptional views from
Piute Pass.
At Loch Leven Lake,
three miles from the trailhead, the first view of Piute
Pass came into view and
stayed with me the entire
hike up to the pass. Since it
was early in the summer,
there was still nice streams
coming down from mountain walls, pure paradise.
When I reached the pass
I took the short side trail up
to Muriel Lake below
impressive Muriel Peak. I
vividly recall taking a short
nap lakeside, under the
warm sun.
7. “Three days, three
hikes around Yosemite –
Day 3”
Fresh snow on the peaks across Duck Lake.
This hike was on the
last day of a three-day carcamping trip in eastern
Yosemite with my brother
on July 6. The Fourth of
July weekend was excellent
for hiking as we spent the
first two days near
Saddlebag Lake and Tioga
Pass and chose a hike closer
to US 395 for the final hoorah.
We left our car-camping
spot overlooking Mono Lake
at sunrise and drove the
short distance to the Gibbs
Lake trailhead. It was our
first time doing this hike
and we were surprised to
see no other cars. The hike
began on a very old road
through the trees, next to
Gibbs Creek.
When we arrived at Gibbs
Lake, tired from tough
hikes the previous two
days, we decided to attempt
the short, steep climb up to
Kidney Lake. Hesitant at
first, I must say I’m sure
glad we did it. The vague
trail followed Kidney Creek
up, through forest cover
into the upper basin. We
emerged from the forest,
followed the rocky ravine to
aqua-colored Kidney Lake.
Despite the cold, strong
wind, we absolutely enjoyed
our Whoa Nellie Deli sandwiches admiring the red
rock background behind the
aqua-colored lake.
6. “First snow of the
year at Duck Pass”

Fall was in full swing on
Oct. 2, but it didn’t seem
like it as I began my hike up
to Duck Lake, from the
trailhead in Mammoth
Lakes basin. It was extremely cold at the beginning
with fresh snow on the
ground from a small storm
the day before, nothing serious, just a couple of inches
of fresh powder. At that
point, I knew this hike
would be special.
The empty parking lot
gave way to my fresh boot
prints as I began up the
path. The incredibly blue
sky, along with the fresh
white snow, made for great
scenery for the first couple
miles. From Barney Lake up
to Duck Pass, the scene of
Mammoth Lakes Basin and
Mammoth Mountain made
the time fly by.
When I arrived at Duck
Pass I was speechless.
Beautiful white snow covered the entire area, from
the lake shore to the jagged
peaks above. It was another
special day at a special
place, not long forgotten.

The formation of Inyo County

Museum
Inyo County is celebrating its 150th birthday in
2016.
The following article
relates how the county was
formed in 1866, and was
printed during the county’s
centennial celebration.
Of note is that original
county boundaries looked
far different, and much
smaller than today’s Inyo
County. Also, the California
Legislature first approved
legislation creating Inyo
County in 1864. But the
folks in Independence
didn’t quite get the official
notice so they had to wait
until 1866 to form Inyo
County. Originally, the
county line ended north of
Big Pine. It cost the county
$12,000 to claim Bishop
and the surrounding area
from Mono County. The
boundary along the
Nevada/California state line
also was a bit fuzzy, as was
the boundary line to the
south, which wasn’t finally
and officially settled until
the 1950s.
Government records tell
us that as early as 1849 the
Mormons had hopes of ruling the lands far west of
the Salt Lake, and that in
March of that year they
held a convention in Salt
Lake City to organize the
“State of Desert.” It was to
include the present states
of Utah, Arizona and
Nevada, parts of Colorado
and Oregon, and Southern
California south of Santa
Monica, eastward and
northward through half of
the counties of Kern and
Tulare, then eastward
across the Sierra Nevada.
This took in the lands now
in Inyo County and the
counties to the north.
California in forming its
state boundary in 1850
ignored this prior claim,
and the act admitting the
state ratified the boundary
just about as it is today.
It may appear strange to
us, but California’s boundaries were determined to
some extent by anti-slavery
and pro-slavery factions in
the state’s Constitutional
Convention, and the
angling boundary line
through unknown desert
country, much of which has
become the Inyo County
line, was attributed to a
compromise between contending views.
When Tulare became a
county in 1852, the greater
part of what is now Inyo
County was within its borders, and thus Tulare exercised some jurisdiction
over the lands east of the
Sierra Nevada to the
Nevada Territorial Line
from 1852 to 1866.
A great mining boom
brought the organization of
Mono County on the north
in 1861, its southern
boundary reaching to Big
Pine Creek.
Encouraged by the success of the citizens of
Mono County the people of
the lower Owens River
Valley presented a petition
to the California State
Legislature in 1864 asking
that body to create a county south of Mono, the name
of said county to be
Monache with the county
seat at San Carlos, the most
thriving of several com­
munities. They asked that
the northern boundary be
just south of Mono Lake.
That they were trespassing
on Mono County did not
appear to bother the agitators for the new county.
The records do not indicate how the changes were
made but when the Bill of
1864 went to the
Legislature, the name of the
county had been changed
to “Coso,” the county seat
to Bend City, and the northern boundary “down the
middle of Big Pine Creek”
then east to the Nevada
line. The crest of the Sierra
Nevada was the western
boundary, the southern one
a vague line that was supposed to be the old boundary of Tulare. The act to

create a county carried the
date of June 6, 1864, as the
date of the election of officers.
Republicans and
Democrats held their conventions and elected nominees for the general election, but due to poor communication and transportation among the scattered
settlements, the proper
information did not reach
the commissioners who
had been appointed to
carry out the work of organization, and thus June 6,
1864, passed without an
election being held. The bill
passed the Legislature but
since no arrangements had
been made to change the
date of the election, the
whole matter went by
default.
Not discouraged the
seeders memorialized the
next Legislature and on
February 17, 1866, J. E.
Goodale introduced a bill
to establish lnyo County;
the newly laid­out town of
Independence to be the
County seat; and the election to be held March 3,
1866. Remembering the
problem of 1864, the commissioners, Thomas
Goodale, Lyman Tuttle, L. F.
Cooper, and W. A. Greenly,
had written into the Act
that if the election could
not be held on the date
designated by the commissioners, it might be held
any time within a year as
designated by them. It was
well that this was done as
the bill while encountering
no difficulties, did not
become a law until March
22, 1866, therefore the
election could not have
been held on the date mentioned in the Act. The
boundaries of Inyo County
were the same as for Coso
County.
Again Republicans and
Democrats held conventions to select nominees for
the election to be held
later. That date is not
given, but records do show
that it was held in May of
1866. When the votes were
counted it was found that
John R. Hughes of
Independence, C. D. Be­gole
of Lone Pine, and John
Westerville of Fish Springs
had been elected to the
Board of Supervisors for
the new county. A full
corps of county officers
were elected but a number
failed to qualify, and the
next few months were
taken up with the business
of appointing men to fill
the vacancies, or in holding
local elections for Justices
of the Peace.
The towns of San Carlos
and Bend City which had
contended for the county
seat in 1864 had not been
con­sidered this time as
they were slowly being
abandoned. Kearsarge City
was the most populous of
the communi­ties and did
ask to be considered but its
mountainous terrain was
against it, therefore it
appeared wise to select
Independence, a newly laidout town on the site of
Putnam’s Cabin or Little
Pine, which now had been
surveyed, its streets and
alleys named.
The new Board of
Supervisors met for the
first time on May 31, 1866
and John R. Hughes was
elected Chair­man. They
drew lots to determine the
length of office of each.
John Westerville drew the
long term of three years,
Charles D. Begole drew the
two year term, and John R.
Hughes the one year.
At the second meeting,
June 18, 1866, the Board
ordered that the four
Commissioners who had
carried on the work of
county organization leading
up to the elec­tion, be paid
fifty dollars each for the
work.
In September of 1866
the Board of Supervisors
ap­pointed two
Commissioners, W. A.
Greenly and L. F. Cooper, to
meet a like number from
Tulare County to determine
whether Inyo County was
indebted to Tulare County.
Tulare appointed Pleasant
Byrd and S. C. Brown as
their representatives.
Chalfant says that both the
records of Inyo and Tulare
are blank as to what came
of the work of this committee, and that likely Tulare
was glad to get rid of this
great stretch of land over
the Sierra Nevada because
of the expense of trying to
en­force any kind of law or
jurisdiction.
We do find in the minutes of the Inyo County
Board of Supervisors of
November 5-6, 1866, that
they authorized warrants
to the amount of four hundred dollars to be drawn to
the two Commissioners to
defray expenses, and that
the Clerk was authorized to
give the two men certificates of identity or of good
faith, if they desired such.
Again in the minutes of
February 4, 1867, we find
that the Commissioners
made their report to the
Inyo County Board of
Supervisors, but no mention is made as to the contents of this report. A warrant was ordered at this
same meeting to be paid to
Auditor Shackleford of
Tulare County for fifty dollars for work in abstracting.
No further mention was
made of this matter.
Soon after the formation
of Inyo County the people
north of Big Pine Creek
indicated they wanted to
carry on their official business at Independence rather than Bridgeport. The reasons given that the distance was too great, and
the severe winters prevented travel for a number of
months. This desire on the
part of the people in the
upper Owens River Valley
resulted in the intro­duction
of a bill in the legislature
which was approved and
signed into law, March 28,
1870. This law changed the
northern boundary of the
County from the middle of
Big Pine Creek to the line
between Township five and
six south of Mt. Diablo base
line. In consideration of the
transfer of this land, Inyo
County promised to pay
Mono County $12,000.00,
payable $3,000.00 annually,
beginning with January
1871. The Board of
Supervisors of Inyo County
referred only once to this
transaction. On Monday,
May 2, 1870, they ordered
that in “addi­tion to the tax
now levied for County purposes, there be and is hereby levied the sum of 41 1/2
cents upon each one hundred dollars of assessed
property within the County
of Inyo, by virtue of an Act
of the Legislature of the
State of California, entitled
an Act to define and establish the boundary line
between the counties of
Inyo and Mono, Approved
March 28, 1870, and to be
known as the Mono Debt.
Fund’.”
It was ordered also, “that
the territory heretofore
belonging to the County of
Mono, and designated in
said county as Township 1,
be hereafter known and
designat­ed as Township 4
in and for the County of
Inyo.”
“Ordered that the above
named Territory, and the
same is attached to and
forms part of Supervisorial
Dis­trict number 1, in and
for the County of Inyo.”
The above references
made on May 2, 1870, are
the only ones to be found
in the minutes of the Inyo
County Board of
Supervisors, but each year
in the County Budget the
“Mono Debt Fund” would
be listed and a tax rate set
to raise the amount of the
annual payment. The last
of this debt was paid in
January of 1875, making it
ap­pear as if the County of
Inyo was one year in
arrears.
The exact location of the
northern boundary was not
clear until a survey was
made by J. G. Thompson of

Mono County in l876. Prior
to this some claims had
been made by Mono County
in the Round Valley area,
and some resentment had
arisen around Benton over
the line. This survey by
Thompson established the
present boundary.
The southern boundary
had been a vague line since
1866, the old Tulare
County boundary being
accepted, but since this had
never been surveyed, no
one knew its exact location.
In 1872 a survey established the line near where it
is today. However through
the years there remained a
sort of “no man’s land”
south of Tecopa, and running parallel with the San
Bernardino boundary.
People who lived in this
area were always puzzled
over the voting rights and
were not too sure whether
they lived in Inyo or in San
Bernardino County. Finally
the late Senator Charley
Brown of Inyo County, official from the County, and
the Senator of San
Bernardino County got
together in Sacramento and
were successful in en­acting
a statute in the spring of
1957 that placed this “no
man’s land” in Inyo County,
and thus the southern
boundary was amicably settled.
While these were the last
changes in the Inyo Coun­ty
boundary it did not end the
agitation concerning the
area. At various times the
State of Nevada has
memorial­ized the California
legislature to change the
boundary of the State so
that all of Inyo County be
transferred to the Silver
State. They made this
request as early as 1864,
and various other times. In
1907 a resolution was
adopted by the Nevada legislature asking the
California legis­lature to
submit to a vote of the people of Inyo, Mono, Alpine,
and Modoc Counties, the
question of ceding those
counties to the State of
Nevada. California has con­
tinued to ignore or accept
as a jest all such requests.
However, in 1907, had Inyo
County had permission to
vote on this matter, the
vote might have been in the
affirmative, considering the
turmoil in the County at
that time. Nevadans have
always felt that the dividing
line between their State and
California was the backbone of the Sierra Nevada;
and it is not unusual to
hear the natives of this disputed area, remark, “We
would be better off if we
belonged to Nevada.” This
is particularly true since
the reapportionment of the
Senate has taken place.
Inyo County is the second largest county in the
state of California, though
its population is only
13,972 ac­cording to the
special census taken
recently. To make matters
worse in this sparsely settled and far-flung ter­ritory,
only 4.5 % of the land is
assessable. This means that
of the 6,548,000 acres in
the county only 294,000
acres are taxable.

The class of antidepressants known as SSRIs (selective
serotonin reuptake inhibitors), taken to curb menopausal
symptoms, may boost bone fracture risk, suggests research
published online in the journal Injury Prevention. The heightened
risk seems to last for several years, the findings show, prompting
the researchers to suggest that shorter treatment length may
be preferable. Further studies are warranted to see if the same
association is found at lower doses of these drugs, they say.

are used for the temporary relief of pain and fever. The prescription drugs in this group
are used to treat several kinds of arthritis and other painful conditions. Because many
prescription and OTC medicines contain NSAIDs, consumers should avoid taking multiple
remedies with the same active ingredient.
