[Secure Flight Program] Travelport Secure Flight Program Update for Travel Agents Since the announcement of the Transportation Security Administration (TSA) Secure Flight program in 2009, Travelport has communicated our plans to help airlines comply with the program. This program requires the collection and transmission of the Secure Flight Passenger Data (SFPD) by all carriers. SFPD consists of the following information for each passenger: 1) 2) 3) 4) Complete name Date of birth Gender Redress number if available Under the Secure Flight program, the TSA requires airlines to collect and transmit to TSA the SFPD that is prescreened against government watch lists for domestic and international flights. Therefore, it requires all airlines domestic and international flying to or from a U.S. destination or through U.S. airspace to transmit SFPD regardless of the distribution channel through which the reservation is booked. Additionally, it applies to all U.S. based airlines regardless of where they fly globally. What You Need to Know Beginning November 1, 2010, ticketed passenger reservations without full SFPD will be subject to sanctions by the airlines. Some airlines are reportedly considering ways to ensure compliance including early implementations dates, cancellation of air reservation, agency debit memo issuance and/or inhibiting of tickets if the SFPD is missing from the PNR. We encourage you to determine what specific actions are being taken by your key airline partners, which could possibly take effect on or before November 1st. To help ensure compliance for the airlines and minimize passenger inconvenience, Travelport strongly recommends agencies include the SFPD information required into each Travelport PNR, regardless of carrier. This would help reduce potential risk to your customers of potential delays at the airport. Special Service Request Document Information (SSR DOCS) is the industry standard method used within Travelport PNRs to help the airlines meet the requirements of the Secure Flight Program. To further support and protect our travel agency customers, Travelport is currently developing a product that will be made available to airlines to minimize adverse passenger impact and support the TSA Secure Flight program by implementing functionality to inhibit ticketing at the point of issuance. What do you mean by complete name? A passenger’s full name must be provided. For example, J. Jones is not acceptable if the passenger’s name is John Jones. 2. What about middle initials? Do we have to spell out the middle name? To avoid problems at the airport, enter into the PNR whatever name appears on the verifying identification on the government issued ID being used at the airport. 3. Does this apply to children? Any passenger needing a ticket and a boarding pass (children included) will need to be vetted by the TSA so Secure Flight passenger data (Name, Date of birth, Gender) will be required. 4. What is a redress number? Redress Number is a unique number that Department of Homeland Security (DHS) currently assigns to individuals who use the DHS Traveler Redress Inquiry Program (TRIP) Under the Secure Flight program, these individuals will use the Redress Number in future correspondence with DHS and when making future travel reservations. 5. What happens if the SFPD is not entered? Ticketing validated on the airline may not be permitted. Additionally, airlines may impose sanctions (e.g. cancelling flights) for those ticketed reservations that do not have Secure Flight data in the airline PNR. 6. Who will be responsible to transmit Secure Flight Passenger Data (SFPD) to TSA? Today, the airlines are responsible for transmitting the passenger data information collected to the Transportation and Security Administration (TSA). 7. When will this passenger information be transmitted to TSA? Operating airlines are mandated to transmit the required information to TSA at 72 hours prior to the scheduled time of flight departure. 8. What is the passenger information required? TSA requires airlines to collect the name as it appears on government-issued ID, date of birth, and gender (and redress number if available). The regulation applies to all flights domestic and international flying to or from a U.S. destination or through U.S. airspace.
