refusal. The Committee considered that the proposal would cause obstruction of the
pavement given the location is within the proximity of Harpenden Railway Station. It was
suggested that tables and chairs could be sited outside the frontage of the shop and licensed
by a pavement license which could be obtained from St Albans District Council. SADC:
Refuse. The proposal by reason of its size, position and general layout would be an
uncharacteristic and visually obtrusive form of development, occupying a significant
proportion of the footway and would be detrimental to the character and appearance of the
street scene, the general locality and this part of the Harpenden Conservation Area and
could lead to an adverse cumulative impact if repeated. The proposal would be contrary to
Policies 69 and 85 of the St Albans District Local Plan Review 1994 and the aims of the
National Planning Policy Framework. 2. The proposal by reason of its size, position and
general layout would obstruct the free flow of pedestrian movement at this part of the street
and Harpenden Town Centre on a busy pedestrian route close to Harpenden Station where
unrestricted access and movement of pedestrians is of the utmost importance and could lead

to an adverse cumulative impact if repeated. The proposal is therefore, contrary to Policy 34
of the St. Albans Local Plan and the aims of the National Planning Policy Framework.
