District Board Positions & Job Descriptions
District Chair - The District Chair shall be the Chief Executive of the District. The Chair shall preside at all
meetings of the District Board of Directors and shall perform such other executive duties as shall be
assigned by the PIHRA Executive Board. The Chair shall designate, appoint non-elected committee chairs
of, appoint the members for, and discharge all committees. This is an elected position. District Chair
reports to PIHRA Executive Board. Has overall responsibility for the finances and administration of the
District. Responsibilities include: Chair presides at all District meetings. (In absence of the Chair, the
District Vice-Chair will preside. If neither can attend, appoint a qualified substitute). Communicate with
each member of District Board/Committees on a regular basis to ensure responsibilities are being
handled effectively. Organize and coordinate the affairs of District, consulting as needed with
designated District Board/Committee members; Attend the PIHRA Board of Directors meetings. (If you
cannot attend, it is the District Chair’s responsibility to see that another designated District Board
member or Alternate Director attends); Work closely with the District Treasurer to ensure that all
financial reports are accurate and all financial reporting to PIHRA Home Office is completed in a timely
manner; Appoint as needed, District members to serve on PIHRA as well as District Standing
Committees; assign at the District Chair’s discretion other leadership functions within the district, such
as: Student Chapter liaison, Career Services, etc.; Work with the Immediate Past Chair of the District,
establish and implement a succession planning process that identifies and nurtures future District
Leadership. This includes working with the Vice Chair to make sure adequate support and training has
taken place for District Leadership in the following year; Oversee/coordinate the nominations and
election of District Officers in accordance with the Association's By-Laws and Election procedures;
Encourage active participation of District members on PIHRA Committees and provide appropriate
recognition of the services of these members; Foster and encourage maximum District member
participation in the Annual Conference, Professional Development Seminars, and all other Association
activities; Maintain and pass on to successor all records and files of District activities, including your
District Manual.
District Vice Chair – The Vice Chair shall act for the District Chair during his/her absence, disability or
resignation, and shall, in the case of resignation or death, succeed to the office of District Chair for the
remainder of the term of office. The Vice Chair should be considered the incoming Chair in the next
board session. The Vice Chair shall perform such other duties and exercise such powers as the District
Board or the District chair may assign. The Vice Chair serves in the absence of the Chair that includes all
of the Chair’s responsibilities. In addition, the Vice Chair is responsible for closely monitoring the
activities of the District’s committees and assisting as needed in all areas. Responsibilities include:
Chairs the regular District meetings and/or District Board meetings in the absence of the Chair;
Participates (as a member) in the Conference Committee, and acts as formal liaison with the District. As
a liaison, will be conduit of information exchange between District and Central Committee, encourages
District commitment and attendance goal, solicits new exhibitors and suggests programs and speakers;
Responsible for the oversight of the effective functioning of District activities and programs as directed
by the District Chair; Assists the District Chair in any area or function that is assigned; Participates in the
activities of PIHRA to the maximum extent possible, including support and attendance at the Annual
Conference, Professional Development seminars, etc.; Attends the PIHRA Board of Directors meetings in
the absence of the Chair as directed.
Past District Chair- The Past District Chair serves as an advisor to the current Chair and Vice Chair, the
term following his or her District Chair position. Advise the Chair, other officers and District Board of
Directors members regarding past practices, general operations, and other matters to assist in the
smooth running of the District. Responsibilities include: Act as advisor to District Board of Directors
regarding past practices and operations in accordance with chapter’s bylaws. Upon request, assist
officers in performing their responsibilities; Serve as Chair of Nominating & Succession Planning
Committees; As Chair of Nominating Committee, recommend any qualified candidate for open Board of
Director positions in accordance with the needs of the District and as directed by the current Chair.
Develop and present slate of candidates for District Board of Directors for fall elections; As Chair of the
Succession Planning Committee, distribute and collect Board of Directors Succession Planning
Questionnaire by May Board meeting. Discuss and present results from the questionnaire with District
Board so planning and action steps for anticipated rotation of Board Positions in the next 12 months
takes place; Participate in the development and implementation of short-term and long-term strategy
planning for the district at the direction of current Chair; Attend Board of Directors meetings as needed;
Attend other association programs and events.
District Education/Professional Development Chair - To meet the educational and professional
development needs of the members, the Education/Professional Development Chair shall be
responsible for coordinating with the board and association staff the schedule and content for the
Association’s educational curriculum (including monthly meetings and special education events). If a
committee is formed to assist with the planning and operation of the district events, the
Education/Professional Development Chair shall chair that committee. The Education/Professional
Development Chair will perform such other duties and exercise such powers as the District Board or the
District Chair may assign.
District Emerging Professionals/Student Liaison Chair - The District Emerging Affairs Chair shall be
responsible for monitoring and evaluating issues and ideals that emerge to concern and effect the
Human Resources profession, and promoting the development, awareness and education surrounding
identified issues and ideals. Examples include diversity awareness and inclusion, college/student
relations, workforce readiness, global workforce issues, multi-generational workforce issues and next
generation of workforce development. The District Emerging Professionals Affairs Chair shall perform
such other duties and exercise such powers as the District Board or the District Chair may assign.
District Finance/Treasury Chair - The District Finance Chair shall be in charge of the financial affairs of
the District and shall prepare and deliver to the District Board of Directors a statement of the financial
condition of the District at each District Board Meeting, and at such other times as the District Board of
Directors may direct. The District Finance Chair shall perform such other duties and exercise such
powers as the District Board or the District Chair may assign. The Treasurer is responsible for all aspects
of the financial functions of the District including issuing of payments, record keeping, collection of fees,
creation of monthly financial documents, tracking and reporting of all credit card use including retention
of expense receipts and other financial documentation that are reported to the District Board of
Directors, the PIHRA Vice President of Finance, and PIHRA Home Office. Responsibilities include:
Generates the necessary financial reports for review at each monthly District meeting; Works with the
district Chair and Vice Chair to ensure accurate records are kept and required documentation of
expenses and activities are accounted for; Works with the PIHRA Home Office Accounting Manager to
ensure that monthly financial reports are submitted to Home Office in a timely manner; Monthly income
and expenses are within approved budgeted guidelines; Keep the District Chair and/or Vice Chair
apprised of any developing trends within the District operations that will impact the finances of the
District; If unable to attend a monthly District meeting, provide the required documentation to the
person who will be presiding over said meeting so the reporting of the financials takes place; Attends
the PIHRA Board of Directors meetings in the absence of the Chair or Vice Chair as directed.
District Membership Chair - The District Membership Chair shall be responsible for member recruiting
and retention and perform such other duties and exercise such powers as the District Board or the
District Chair may assign. Responsible for the annual recruitment and retention efforts of the District,
including the implementation of the ongoing campaign developed at the Association level.
Responsibilities include: Represents District at quarterly Membership Committee meetings via
conference call with the VP of Membership and Membership Manager; Works with the committee to
assure that eligibility guidelines are interpreted consistently throughout districts; Participates in monthly
District Board meetings, present pertinent information, ideas and plans from central committee;
Coordinates district membership activities including: Coordination and implementation of membership
drives and campaigns to ensure district goals for the year are met; Educate fellow board members as to
why recruitment is essential; Encourage members to actively recruit their peers; Ensure that a
membership retention program is in place and adequately staffed. This includes follow-up of new
members (i.e. welcome call within 1 month into membership), non-renewals and invitations extended to
join PIHRA as appropriate; Display prospective membership brochures at all District meetings and
events; Maintain up-to-date membership roster, adding new members every month.
District Legislative Affairs Chair- The District Legislative Affairs Chair shall report to the District Board
the positions on key legislative matters involved with human resources to be presented to legislative
bodies; work with the PIHRA V.P. Legislative Affairs, the Board, and the membership; organize and
coordinate visits to legislators or legislative bodies; monitor pertinent legislative, regulatory, and legal
developments and provide updates to the members; and perform such other duties and exercise such
powers as the District Board or the District Chair may assign.
District Secretary- The Secretary shall keep a record of all minutes of the meetings of the Board of
Directors and meetings of the members, give notices of all meetings, provide ballots and perform such
other duties and exercise such powers as the District Board or the District may assign. Responsibilities
include: Upon the advice of the Chair, the secretary should issue notice of officer and Board of
Directors' meetings. After consultation with the Chair, the secretary could prepare copies of the agenda
for such meetings; Maintain a record of attendance and prepare the minutes of all Officers' and Board of
Directors' meetings; Maintain an up-to-date roster of names and addresses of all District Board
Members. If names and/or addresses change, the secretary should immediately notify PIHRA Home
Office of those changes; Distribute all meeting announcements and necessary information to Board of
Directors in a timely manner; Working with the Immediate Past Chair and current Chair, transmit all
necessary annual election information to the District membership and PIHRA Home Office of the results;
Attend all monthly membership and District Board of Directors meetings; Participate in the activities of
PIHRA to the maximum extent possible, including support and attendance at the Annual Conference,
Professional Development seminars, etc.; Attend the monthly PIHRA Board of Directors meetings in the
absence of the Chair or Vice Chair as directed.
District Diversity/Emerging Affairs Chair - This position promotes the diversity and other emerging
affairs programs within PIHRA to the district membership. Responsibilities include developing and/or
distributing information and materials to District members to promote diversity in the workplace;
assisting in the identification and recruitment of individuals with diverse background who might be
interested in joining PIHRA; assisting with the identification and recruitment of current PIHRA members
with diverse backgrounds who might be interested in volunteer leadership opportunities; serving as a
liaison for the PIHRA Diversity Task Force (if applicable) and keeps informed of pertinent information.
Some Districts may combine the roll of the Diversity Chair with the Emerging Affairs Chair, and some
Districts may have separate individuals holding these Chairs.
District Programs Chair – The District Programs Chair shall be responsible for researching and booking
program speakers for each of the monthly or special events meetings, and work with the District
Education/Professional Development Chair to coordinate educational requirements. Responsibilities
include: Coordinate with district communications chair that all programs taking place in the district are
communicated to the PIHRA Home Office in a timely manner; Coordinate with district hospitality chair
the appropriate meeting room, A/V equipment and other materials are available for the meetings;
obtaining of speakers for district meetings that are topic relevant; Communicate with the speakers to
ensure that they understand the expectations of the meeting, timelines and materials; Act prudently,
responsibly and in the best interest of the district and the Association.
District Communications Chair – The District Communications Chair shall be responsible for creating
flyers, program summaries, and related communications to members, and work with PIHRA central
office in coordinating the communications emails, mailers and website postings.
District PIHRA Foundation Chair – The District PIHRA Foundation Chair will coordinate and disseminate
communications related to Foundation activities, coordinate with the PIHRA Foundation, and be
responsible for district fund raising for the PIHRA Foundation at the District level.
District Sponsorship Chair – The District Sponsorship Chair will be responsible for creating a vendor
sponsorship package, and communicating this package to potential vendor sponsors. The District
sponsorship chair will be responsible for raising revenue for the District through its sponsorships;
develop with the board leadership various sponsorship opportunities to be presented to the business
community in the districts regional area; actively approach companies and organizations to inquire as to
their interest in supporting the districts efforts in exchange for an agreed upon valuable service; working
with the board leadership, define and develop sponsorship proposals and opportunities; establish an
agreed upon goal for outreach efforts each quarter; Maintain accurate records as to those efforts in
obtaining sponsorships.
District Hospitality Chair – This position is responsible for the selection of location for monthly
meetings, coordination of menu selections for monthly meetings, as well as coordinate any AV and
sound equipment needs. The Hospitality Chair shall research, present for board and PIHRA Home Office
approval meeting site for monthly district meetings; select menu for monthly meeting within approved
district budgetary guidelines to include: Coordination with meeting site personnel seating, AV and sound
equipment; Working with Membership Chair and other district board members a method of greeting
members and identifying non-members for recognition; Work with other district board members to
create a welcoming environment that reflects the value of being a member of the district.
District Social Media/Technology Chair- The District Social Media Chair will be responsible for posting
District meetings and events on various social media outlets, such as LinkedIn, Facebook, Twitter,
Instagram, or other social media outlets that the District participates in. If no current Social Media
program is present in the District, this Chair will be responsible for creating a Social Media program,
with at least a LinkedIn presence. This Chair will also be responsible for coordinating the technology
efforts/projects with the District and communicate with the PIHRA home office on technology issues.
Some Districts may have these positions combined, and others may have separate individuals for these
tasks.
