Asset Management Working Group & Bridge Condition Indicator Project Achievements, Updates & Future Work Anvar Alizadeh Deputy Chair, LoBEG AMWG March 2016 Overview Key achievements to date Overview of BCI Project progress Plans for 2016-17 Plans for beyond 2017 2 Key achievements to date 3 Key achievements to date DATA / INFORMATION •Ongoing data management in BridgeStation •Data reporting tool developments •Improvement in data completeness in BridgeStation • Upload of historic BridgeStation Data has resulted in an improvement in data management; • Produced an automated Performance Report that shows the state of the asset; • Produced Bridge Condition Indicator (BCI) Report utilising the improved inspection data to calculate the BCI and monitor performance trends over time; Dashboard screenshots • Improvement in data completeness have been seen as a result of efforts to date. 4 Key achievements to date SYSTEMS AND PROCESSES •Review and improvement to the BridgeStation User Interface •Ongoing development of BridgeStation •Enhanced inspection management through the use of handheld devices • Improved the BridgeStation User Interface making it easier to navigate and use; • Improved the user interface with Assessment and strengthening modules; • Developed and tested the use of Handheld Devices for use in structures inspections, allowing remote update of information. • Annual BCI reporting shows the state of the structure stock for the whole of LoBEG and for individual Boroughs. • Embraced London Highway Alliance Contract (LoHAC) where better value is achieved over existing arrangements. 5 Key achievements to date DECISION SUPPORT TOOLS AND PROCEDURES •Enhancement of the Valuation module for Whole of Government Accounts •Development of the Life Cycle Plan module for M&E assets •Revised the Risk-based inspection programme • Implemented a module to assist in recording and managing the Life Cycle of M&E assets for tunnels; • A revision to the Risk Based Inspection programme has been progressed to refine the process for managing inspections; • The Valuation module of SAMPT has been enhanced to allow the required figures for the Whole of Government Accounts (WGA) to be produced at the click of a button. Further refinements will follow with future updates from CIPFA. Structures Asset Management Planning Toolkit (CIPFA compliance) Lifecycle Planning Works Prioritisation Asset Valuation (GRC, DRC) 6 Key achievements to date TRAINING & CONTINUAL IMPROVEMENT •Training developed and delivered for all London Boroughs for beginners and advanced users •Refresher sessions delivered for those already trained in BridgeStation • Delivered refresher training for users of BridgeStation and continued to deliver separate training for advanced modules – VfM, SAMPt and report builder; • Inspector training delivered through University of West of England; • BridgeStation User Group sessions (every 6 months) continue to seek feedback from BridgeStation users to continuously improve BridgeStation functionality. Key achievements to date BridgeStation enhancements: Automation of the Performance Report Development and trial of hand-held devices Improved BridgeStation User interface Single-click Valuation module for WGA developed Lifecycle Plan for M&E assets developed Forthcoming documents: Value for Money guidance has been drafted and will be published shortly; Interim guidance relating to the Bridge Inspector Certification Scheme will be published shortly. 8 Overview of BCI Project progress 9 BCI Project Overview – Progress to Date Collates and reports on BPRN structure stock Been in place since 2003 Develops management tools and processes to enable bridge managers to make best use of the data collected Two phases completed so far: Phase 1: 2003/04 to 2008/09 – Six year cycle Phase 2: 2009/10 to 2014/15 – Six year cycle All - yearly reports and Six yearly reports are available in LoBEG.Com Phase 3 (2015/16 to 2020/21) commenced last year. Phase 3.2 is due to commence in April 2016 10 BCI Condition Data BCI data has been collected since 2003/04; Condition stabilised during Phase 2 for BPRN Structures Increase in number of structures scoring ‘Very Good’ and ‘Good’ since 2012/13; Better data leads to better decision-making 11 BCI Condition Data Using BCI data to drive the Value for Money and SAMPT module will result in improvements in decision making; Improved decision making will result in the right maintenance interventions, on the right structure, at the right time; Targeted maintenance interventions will result in an improvement to structure stock condition; This will result in a continuation of the number of structures going from ‘Fair’ to ‘Good’ to ‘Very Good’ increasing. 12 Plans for 2016-17 13 What’s planned for 2016-17? DATA / INFORMATION • Ongoing BridgeStation enhancements • Refresh the BridgeStation user interface (Ongoing) • Implement Dashboard Phase 2 (User-defined dashboard library) SYSTEMS AND PROCESSES • Implementation of handheld devices for inspection • Achieve CIPFA accreditation • Development of improvements to Abnormal Loads management DECISION SUPPORT TOOLS AND PROCEDURES TRAINING & CONTINUAL IMPROVEMENT • Complete Workbank Maintenance Management Module • Development of Resilience Risk Assessment form • Continue to deliver training sessions • Support adoption of the Bridge Inspector Certification Scheme • Implement BridgeStation improvements identified in 2015-16 14 Plans for 2016/17 Focussing on the four areas in the previous slide will allow us to: Improve the User Interface with BridgeStation to make it easier to collect data; Improve data quality through Bridge Inspector Training; Improve management of maintenance schedules and abnormal loads; Better quantify the risks associated with resilience. Our emphasis is now on improving data quality following the efforts to increase the data quantity held in BridgeStation. These plans will help achieve that goal. 15 Thank you
