Managing risk and allowing
opportunities - a mature model for e-Safety
The pressing challenge is to understand:
• when and how the Internet contributes positively
to children’s well-being — providing opportunities to
benefit in diverse ways that contribute to their wellbeing; and
• when and how the Internet is problematic in
children’s lives — amplifying the risk of harms that
may undermine their well-being and development.

Needs of children in the digital age:
• sufficient and affordable access to the Internet
(along with the digital literacy required to use it well)
so as to fully realize their rights;
• sufficiently supported and safe offline so that
provision of Internet access does not place them at
greater risk; and
• opportunities for meaningful participation in and
through digital platforms and services, including in
relation to their governance.

Consultation on safeguarding
• Increasing the focus on the importance of a child centred and
coordinated approach to safeguarding;
• Emphasising further the role that individual staff play in safeguarding
and the fact it is everyone’s responsibility;
• Highlighting the importance of early help and how it sits in the wider
safeguarding system;
• Highlighting the importance of data sharing;
• Clarification on the role of the designated safeguarding lead and
cover for the role;
• A new section to cover online safety;
• Aligning and clarifying training requirements for the designated
safeguarding lead and staff;
• Updating the inspection section to reflect the Ofsted framework; and
• A new section covering children with special educational needs and
disabilities

Keeping children safe in education – online safety
Para 75 Governing bodies and proprietors should be confident
that systems are in place that will identify children accessing or
trying to access harmful and inappropriate content online.
Para 76 Governing bodies and proprietors should have in place a
clear policy on the use of mobile technology in the school.
Para 78 Whilst it is essential that G B ensure that appropriate
filters and monitoring systems are in place; the should be careful
that ‘over blocking’ does not lead to unreasonable restrictions as
to what children can be taught with regards to online teaching and
safeguarding.

• new network is being considered
• filtering system may change
• if we remain in the existing network there will be
no changes to the cost of filtering until Sept 2016
• schools will have to make a decision as to if they
are going to spend the time implementing
