Purpose
The objective of EOP-004-4 is to improve the reliability of the
Bulk Electric System by requiring the reporting of events by
Responsible Entities.
The objective of EOP-005-3 is to ensure plans, Facilities, and
personnel are prepared to enable System restoration from
Blackstart Resources to ensure reliability is maintained
during restoration and priority is placed on restoring the
Interconnection.
The objective of EOP-006-3 is to ensure plans are established
and personnel are prepared to enable effective coordination
of the System restoration process to ensure reliability is
maintained during restoration and priority is placed on
restoring the Interconnection.
The objective of EOP-008-2 is to ensure continued reliable
operations of the Bulk Electric System (BES) in the event that
a control center becomes inoperable.

Summary:
The proposed standards improve upon the existing standards by enhancing the requirements
for Emergency operations, including the communication and coordination amongst reporting
entities. In addition, the proposed standards are intended to be streamlined making the
standards more results-based; and address the Commission’s concern regarding system
restoration training.

Proposed Reliability Standard EOP-004-4 eliminates redundant reporting of a single
event by multiple entities while clarifying the threshold reporting for a given event. It
also aligns the reportable events and thresholds identified in Attachments 1 and 2 of the
standard with the DOE’s OE-417.

Proposed Reliability Standard EOP-005-3 emphasizes the need for Transmission
Operators to not only develop, but utilize restoration plans relating to Blackstart
Resources. It also clarifies requirements for revising and testing restoration plans.

Proposed Reliability Standard EOP-006-3 emphasizes the need for Reliability
Coordinators to not only develop, but utilize their restoration plans. It also clarifies
requirements around training and coordination of restoration plans amongst Reliability
Coordinators.

Proposed Reliability Standard EOP-008-2 clarifies the required contents of an Operating
Plan used by Reliability Coordinators, Balancing Authorities and Transmission
Operators.
