The Exchange provides one door to affordable, accessible coverage that is efficient, customer
centered and locally accountable. Our state-based Exchange provides the means to control rising
health care costs through increased carrier competition, price transparency and market
innovations.

State-based control and local accountability that: allows ease of access, helps drive down
cost, promotes informed consumers, reduces uninsured and improves the health of
general population.

The unique value of the Exchange is to provide: lower costs, single door, and
subsidies/Apple Health, customer-centric, expands coverage, transparency and education,
and be a forum to encourage dialogue with key stakeholders.

To lower cost of health insurance by providing: QHP and Medicaid enrollees to obtain
access to subsidies/Apple Health with a customer centered shopping experience that
expands insurance coverage for Washingtonians and encourages carrier competition
through transparency and education.
HBE provides a reliable easy to use and efficient portal for all eligible WA State residents
to obtain affordable health insurance. HBE has the demonstrated capability to rapidly
adapt to WA State health care delivery and insurance products innovations.

