MEMORANDUM OF UNDERSTANDING
Memorandum of Understanding between <> Performance Centre and <> County
Badminton Association
CONTEXT
This memorandum of understanding establishes a framework for co-operation between <>
Performance Centre (‘the PC’) and <> County Badminton Association (‘the CBA’) to enable the
effective operation of a BADMINTON England Performance Centre, alongside and in synergy
with the counties current player pathway. It sets out the commitment of each party, and
explains how they work together towards the common objective of identifying, nurturing and
developing talented young players.
OBJECTIVES
To promote junior participation in badminton within the AREA OF COVERAGE area.
To promote links between the NAME(S) OF County Badminton Association(s), local clubs
and the PC, providing appropriate performance environment opportunities for further
development of talented young badminton players.
To give the PC the fullest possible opportunity to present its programmes to possible new
members.
To optimise the provision of coaching expertise and leadership in the sport of badminton, at
the PC level.
To allow the CBA and local clubs to expand and/or realign their badminton provision.
CORE PRINCIPLES
All activities will be conducted within the framework of a recognised Child Protection Policy and
agreed minimum operating standards in relation to safeguarding and protecting children and
young people.
All activities will be run in accordance with BADMINTON England’s guidelines, particularly
relating to coaching and officiating qualifications and safe practices.
All activities will operate in accordance with a code of practice appropriate to badminton, to be
agreed between the PC and the CBA, and in accordance with BADMINTON England’s best
practice particularly relating to behaviour, clothing, safe use of appropriate equipment,
preparation and planning and the provision of positive feedback.
In the interests of equity, all activities will be accessible to all young people selected for the PC
programme. Particular attention should be made to promotion and charging policies, which
should attract, encourage and accommodate young people:

THE CBA’S COMMITMENT
The designated main contact or liaison officer of the CBA, with responsibility for:
Supporting and promoting the PC training and competition programme.
Collaboration with the PC and other linked parties where appropriate to support
programmes such as coach and volunteer development.
Encouraging the most talented individuals to attend selection days run by the PC.
Advising the PC about all relevant activities, particularly tournament and training squad
provision aimed at attracting junior participation.
Ensuring that all players referred by the PC are welcomed to the CBA environment.
Maintain the widest possible programme of coaching and competition for players of the
appropriate ability within the county area that complements the PC operation.
THE PC’S COMMITMENT
The designated main contact or liaison officer of the PC, with responsibility for:
Providing a player-centred environment, underpinned by an effective talent identification
system and a team of coaches who set the highest possible standards, and that is a focal
point that links schools and other clubs in the local community.
Supporting and promoting the CBA’s county squads and competition programme.
Collaboration with the CBA and other linked parties where appropriate to support
programmes such as coach education and volunteer provision.
Advising the CBA about all relevant junior activities, particularly training schedules and
competition programmes.
Ensuring that all players referred by the CBA are welcomed to the PC and allocated to an
appropriately qualified coach.
Keeping the CBA advised of the PC’s progress.
Maintain the widest possible programme of coaching and competition within the PC or with
linked parties, so that young people of all abilities have the opportunity to take part at their
own level.
Maintain a structure of charges designed to support junior participation at the appropriate
level regardless of economic circumstances.
PROGRAMME
A performance pathway (independent of club, county and England) providing training
opportunities for players to access a minimum of four hours per week or 152 hours per annum
via weekly training sessions and/or training camps.
MEMORANDUM OF UNDERSTANDING
TARGETS
A minimum of 40 players across the performance pathway whose inclusion is justified by
assessment based on the BADMINTON England player profiling system, supported by a team
of qualified and registered coaches led by a UKCC Level 3 Head Coach.
REVIEW
The effectiveness and sustainability of the agreement will be reviewed on an annual basis
through a meeting of the liaison officers of the PC and the CBA. The agreement will be
renewable from the 1st September each year.
