Job Title: Senior/Principal Consultant, (Spectrum Services)
Responsible to: Director of Spectrum and Wireless Services
Job Purpose: to provide expertise in the regulation and economics of spectrum policy and
management in the telecoms sector to grow the Company’s worldwide spectrum
management consulting practice.
Job Scope: The job holder will work as part of a team building a successful business in
spectrum management consulting. The job holder will lead project teams and will undertake
large scale projects located in any of the Company’s markets worldwide.
The job holder will use their expertise across radio spectrum policy, regulation and
economics to help scope and define consulting projects for clients (including regulators,
operators and investors) involved in the provision of commercial and public service
communications.
The job holder will be expected to develop existing competencies as client requirements
evolve. The job holder will be based from home (or office in Chepstow, if appropriate /
preferred). The job will involve frequent worldwide travel.
Principal Accountabilities:
 To provide expertise and to work on radio spectrum policy, economics, regulation,







licensing and allocation issues including working on the analysis of pricing and
valuation of radio spectrum in the telecoms industries.
Contribute to promoting the image of the Company as a major consulting firm,
assisting the telecom industry and regulators understand the wider economic and
social implications of their decision-making in the area of spectrum management and
licensing policies.
Contribute to the Company’s marketing plans and undertake marketing activities (such
as speaking at conferences, writing papers) and other modern marketing techniques
with the aim of influencing decision-makers to achieve planned commercial
opportunities and requests for proposal.
Assist in identifying opportunities, quote for work, visit potential clients, influence client
management, lead technical and commercial negotiations and close sales to achieve
mutually agreed annual order intake targets.
Manage consulting projects by planning and controlling the job holder’s own work and
that of others, prepare deliverables to achieve satisfied customers, resolve customer
issues and realise the planned gross margin for each job.
Develop appropriate methodologies to successfully meet client project requirements
and produce deliverables with appropriate detail and complexity.
Specify, develop and use software tools to efficiently and effectively complete
consulting tasks and customer deliverables.
Manage project quality to ensure minimal rework of technical deliverables.
 Establish and maintain positive customer relations to achieve business goals and full
customer satisfaction. Establish and maintain long-term relationships with key industry
individuals to optimise the future market position of the Company.
 Take responsibility for innovative development of a number of the Company’s service
lines within the spectrum and wireless practice and generally participate in the
strategic development of the practice and Company to secure a viable growing
business.
Competencies:
 Able to conduct strategic, regulatory, and economic consultancy projects in the
telecoms sector and in particular those related to radio spectrum management.
 Competent to analyse regulatory and economic problems by developing analytical and
economic models, when required.
 Act as an economic and regulatory expert on the radio spectrum across all spectrum
products, especially for mobile sector, including licensed and unlicensed bands.
 Competent to conduct analysis concerning spectrum pricing and valuation for various
industries and spectrum products, e.g. AIP, auction, etc.
 Competent at producing reports and business justifications. Confident to prepare
presentations and speak to groups of people including senior management and
customers up to and including board level.
 Contribute to the appraisal of leading spectrum management regulatory and policy
issues analysing economic implications.
 Able to provide direction to others. Competent at assessing impact of risks and issues
and agreeing appropriate action.
Essential Key Skills/Experience (full coverage is desirable):
 Over 15 years’ experience in spectrum valuation, licensing and allocation issues
including working on the analysis of economic, regulatory and public policy issues in
the telecommunications sector.
 Experience in regulatory issues concerning radio spectrum including management of
licensed and unlicensed spectrum.
 Experience across various radio spectrum bands and their applications.
 Experience in developing financial / economic models to value spectrum based on
various licensing methods and pricing mechanisms.
 Experience in spectrum valuation for auction purposes and auction design.
 Good customer facing and presentation skills.
 Good commercial awareness and negotiation skills.
Desirable Skills/Experience:
 Experience in consulting in wireless communications having demonstrated this either
in a commercial environment or as an internal consultant.
 Familiar with various wireless technologies and their impacts on radio spectrum
requirements.
 Familiar with developing modelling tools in Excel spreadsheet.
 Familiar with high level programming languages such as C++ for developing
standalone specific analysis tools.
Qualification:
BSc. BA or higher in Economics.
