NEA-New Mexico 3-1(g) Plan
What is 3-1(g) Plan?
An NEA policy to achieve ethnic-minority
delegate representation at least equal to the
proportion of identified ethnic minority
populations within the state.
Purpose
• 3-1(g) plan is to make the
Association STRONGER
by ensuring that all
members have the
opportunity for active
participation.
• This is one example of
NEA’s commitment to
diversity.
State Goal is Determined by the
US Census
• New Mexico’s ethnic-minority population
is 55% as of the 2000 census. This
percentage is likely to increase with the
2010 census.
• In 2011, our ethnic-minority delegate
representation needs to be at least 55%
to meet our goal.
NEA-NM needs to meet its 3-1(g)
goal in 2011 for the RA in Chicago.
• NEA-NM met its 3-1(g)goal in 2008.
• The last 2 years, we fell short by 1 delegate.
• To meet our goal, we need to work together
at the state and local level to increase
minority participation in the Association.
The State of New Mexico
• Among the states, New Mexico has
the highest percentage of Hispanic
Americans and the second-highest
percentage of Native Americans
(mostly Navajo and Pueblo peoples)
after Alaska.
What Can We Do?
• Recruit ethnic minority candidates for the RA
and for active participation in the Association
• Inform locals about our 3-1(g) goals
• Encourage members to self-identify by
checking the ethnicity designation on the
membership form or going to www.neanm.org to complete the designation form.
• The state is electing minority delegates. We
need to help locals do so as well.
LOCAL ASSOCIATIONS

The NEA-NM President will
communicate to local associations
the need to plan and budget for
locally elected RA delegates.
Presidents
are strongly urged to explain the 3-1(g)
Plan at a meeting of Association Reps before local
delegate candidates are nominated.
State nominations are closed
but Local Delegates are still to
be elected and all are
encouraged to participate.
