Introduction of SIRIM ePermit Online Payment (eOP)
In keeping up with technology growth of online payment and acquire the advantages it brings, SIRIM
QAS International Sdn. Bhd together with Dagang Net Technologies Sdn. Bhd (DNT) are introducing
ePermit Online Payment (eOP), an enhanced online permit application implemented within the
ePermit web (http://epermit.dagangnet.com/) itself. This new feature will enable users to pay the
Import Permit processing fee, as well as Release Letter processing fee through online banking
platform (FPX).
eOP will start operating on 1st April 2017 where it will replace the current monthly billing services for
approved import permit’s processing fees for communications and multimedia, and hybrid products.
With this implementation, users of ePermit system applying for import permit under SIRIM QAS
International as the OGA can obtaintheir approved Import Permit or Release Letter after successfully
paying relevant fees and charges through online banking. This payment method is similar with
payment method used for certification (Type Approval / Special Approval/ Self Labelling Program)
services at eComM system (https://ecomm.sirim.my/).
This implementation of eOP will cover 2 types of different users:
1) Dagang Net current ePermit SIRIM users
• Permit payments are done after receiving acknowledgement by customs status and
the payment will be done through ePermit
2) Walk in customers
• First time users will have to register with Dagang Net at http://reg.dagangnet.com .
Upon confirmation and payment of registration, users will be able to apply and
complete the permit application via ePermit system. Walk in customers are bounded
by exclusive limitation and rules set by SIRIM.
The total fee for each permit processing fee is RM 30.20 whereby the fee for SIRIM permit
processing fee remains at RM 20.00 + 6% GST. The FPX transaction fees of RM 2.00 + 6% GST will be
imposed for every transaction, with a maximum of five (5) Import Permits/Release Letters payable
for every payment transaction. As such, customers are encouraged to plan their payments
prudently. Below table depicts the breakdown of the charges:

**Monthly bill for permit applications will be sent as per current practice from Dagang Net
Participating banks in this online payment platform are as below. All customers are required to have
either a personal account (B2B1) or a corporate account (B2C) with one of these banks in order to
make payment transaction in eOP.
With the introduction of eOP, the overall cycle of permit issuance shall be improved, and it shall
benefit both customers and agencies with its hassle free and paperless payment method, not to
mention time-saving and cost-saving where logistic costs are reduced. It also provides a transparent
environment as well as helps to reduce the number of debtors.
Implementation of Release Letter for Importation of Non-communication and
Multimedia/ Non-hybrid Product
As part of the implementation of Certification on Hybrid Products, importers are required to
declare whether the imported product is a hybrid on non hybrid. Release Letter is required
for products that fall under non-communication and multimedia/non-hybrid product.
Release letter only applies to the importation of product that does not required to be
certified to the Malaysian Standards or International Standards or Technical Standards or
Technical Codes or Technical Specification or Technical Declaration which are deemed fit to
the import and in accordance with the Communications and Multimedia Act 1998, its
subsidiary legislations, statutory requirements and established rules and procedure.
The release letter will be valid for 1 year and can be applied through ePermit.
Guidelines for the system will be made available upon login to the system.
