Specifications for Installation of a Platform Body and Aerial Lift

This specification and questionnaire covers the purchase and installation of a platform body and aerial lift onto an
existing truck for use in Department of Transportation highway maintenance and traffic operations. Minimum,
maximum, or exact requirements are outlined below. The unit proposed must meet or exceed these
requirements in order to be considered acceptable. Prospective bidders are responsible for verifying all
dimensions, ratings, and component configurations necessary to install the specified aerial device and required
options, and ensure operation.
Requirements of the Bidders:
Bidders quoting on equipment must submit with their bid written proof of the following:
1. The manufacturer of the equipment proposed has been actively involved in the manufacture of the
equipment called for in the questionnaire for a period of not less than 5 years.
2. Parts and service for the equipment proposed are readily available within the State of Illinois.
All bidders are expected to quote a manufacturer's current model year or newer, complete with all standard
equipment plus any optional or special equipment required meeting the following specifications. All necessary
accessories and attachments shall be mounted on the truck when delivered and as described in the attached
specifications. Deviations from these requirements in efforts to obtain extremely low prices will not be
acceptable.
A questionnaire is incorporated to further aid the Department in evaluating the quoted equipment. It is the
responsibility of each bidder to complete and return this questionnaire with the bid.
Unless otherwise specified, the proposed equipment shall be complete in all parts and ready for
immediate use upon delivery.
Bidders are advised to carefully read these specifications as changes have been made since the last
solicitation issue.

Electric Inverter:
The inverter shall be a pure-sine wave type with 12VDC input and a minimum 2400 watts/120VAC continuous
power output. The inverter shall include the following features:
Thermally controlled cooling fan.
Enclosed AC and DC cable connections.
Remote ON/OFF switch
GFCI outlet protection.
LED indication of External power, Inverter power, low input voltage, high temperature and overload.
Battery voltage indicator with push-to-test.
Automatic electronic short circuit/overload protection.
Output circuit breakers.
The inverter shall be mounted according to the manufacturer’s recommendations in a location subject to IDOT
approval. The inverter shall have a shut-off switch located in the cab.

Rear Bumper:
Designed to serve as a bumper, step, and trailer hitch receiver. The rear bumper shall be securely fastened to
the truck, shall be constructed of heavy tread plate or smooth steel equipped with non-slip surfacing material,
and shall provide a step-up, grip strut platform of at least 6". Hand holds shall be placed at rear of platform.

Auxiliary Power Source:
The truck shall be equipped with a self-contained power source similar and equal to a Miller EnPak. The
proposed source shall be capable of supplying power to the specified aerial device while simultaneously
providing power to pneumatic, electric and hydraulic tools. The unit shall be self-contained and mount to the
platform body. It is critical it mounts in an area 22” wide 48” long and be no higher than 30”.

The successful bidder shall furnish at least three additional operator's instruction and maintenance manuals to
the District Equipment Manager at the destinations to which units are delivered, in addition to the books which
shall be in each truck.
Training:
The successful bidder shall provide training for service personnel and operators at delivery location. The training
shall include chassis components, body company components, their function and required service. A minimum
of one day at each delivery location should be anticipated. A schedule of this training, instructors and course
content will be subject to the approval of the Illinois Department of Transportation. Training not meeting this
requirement will be cause for a “Complaint to Vendor”.
