Introduction
 The Expanded Public Works Programme was launched in 2004.
 Implementation of the signed protocol on phase 2 of the expanded
public works programme (2009-2014).
 The Sedibeng District Municipality adopted the first EPWP Policy in
2012/2013 and the EPWP Phase 3 in 2016.
 EPWP subscribes to outcome 4 which states “Decent
employment through inclusive economic growth.”

Programme Coordination
• Established EPWP District Forum

Challenges
• Political and administration buy-in of the programme.
• Poor Institutional coordination of the programme i.e. Incentive
Grant focused coordination.
• Projects design not fully embrace EPWP principles.
• EPWP reporting requirements not part of contractual
conditions with Service Providers.
• Poor and under reporting of work opportunities created on
EPWP projects. Notable MIG Projects
• Uncoordinated EPWP strategy across the district with its locals.
• EPWP outcome not part of performance agreements for senior
executives.
• Slow pace of training programmes
Recovery Plans
• Recruit and train new data capturers to help SDM and
its locals report on EPWP projects being implemented.
• Strengthening and support of coordination mechanisms
of EPWP District Forum.
• Capacity building & training for staff and beneficiaries
across the district.
• Motivate for an EPWP champion in the SDM at senior
management level.
• Develop comprehensive proposal that target all sectors
especially the social for external support by Department
of Public Works.
• Cleaning & Beautification Strategy of the CBD’S
