Generic Rules
1. Age Limit: all players age should be 25 and up. There is an exception for 1 player in each
team age between 21 and 25 (Team can choose one player with age between 21 and 25)
2. Age verification should be done by the Team captains( just month and year ) and the
Team captain should submit to the committee via email.
3. On Game day players should be using the same throw ball which was given for practice
4. At least 5 Telugu speaking players should be there in the final playing team of 9 players.
5. Only 7 players at any time in the court for a team.
6. Once a team is locked with 7+2 players, that same team shall play throughout the
tournament. In the event of injuries the team would have to play short handed if more
than 2 players get injured. A team could play with just 5 members. But new substitutes
are not allowed more than who is already registered into the team of 9 members.
7. Substitution will happen only when a team does rotation post it’s service break.
8. Substitutes shall be brought in a maximum of 5 times total per each team per game.
9. Captains will decide substitution.
10. Players could reach out to catch but should not switch positions.
11. Referee will stop the play and call for a re-serve, if the play is obstructed by anything
(like other balls from other game coming into the play to ensure safety of the players).
12. 2 time outs of 2 mins each are allowed for each team. Anything above that shall be under
referee’s discretion.
13. REFEREE’S CALL IS FINAL, NO EXCEPTIONS.
Game Details
The tournament will be held at Mason Regional Park, 18712 University Dr, Irvine, CA 92612
on 30th April 2016 starting at 8 AM. In case of any venue change, Captain’s will be informed
well in advance.
1. Please note that the tournament is being conducted for social fun and to engage the
Telugu community. So, while competitiveness is appreciated the overall goal of your
participation should be to have fun and meet other SoCal Telugites. Every participant is a
winner regardless of their individual or team performance in the tournament.
2. In case of rain or any other climatic conditions, TASC will announce a future date.
3. Completed team roster needs to be submitted to the Ref. Before the start of the game.

4. Any team absent for the game will lose their points. None of the games can be repeated.
5. Team Player details shall be submitted by 25th March 2016 .
6. Any team details submitted after the deadline might be considered but would not be
guaranteed a spot in the tournament.
7. SUB’ing of the player is allowed with no limitations when the serve changes (both sides),
captain should inform the referee about the SUB.
8. None of the players are allowed to SUB or play for any other team than their own team.
9. Please discuss with organizers about any confusion/discussion/arguments raised during
the game. On agreement of both the captain’s, Referee can be changed and one of the
organizers will Ref. the game. Organizers will have final word on this decision.
10. A team will forfeit (loss of points) if it does not show up in the court within 15 minutes of
scheduled start time.

Court Dimensions
The playing court is somewhat larger than a volleyball court at 12 by 18 metres (40 ft × 60 ft)
with equal halves of 9 meter long courts each. So each side is 9 m x 12 m (length x width). There
would be a neutral box 1.5 metres (~ 5 ft) on either side of the centre. The height of the net is 2.2
metres (7.22 ft).
Below is a pic of volleyball court to get an idea of how the boundaries are drawn. While
below pic depicts a 9m x 9m court with 3m neutral box, throwball would be 9m x 12m with
1.5m neutral box.

Position and Rotation
A throwball game is usually played with 7 or 9 players. We have decided to have a team of 7
players with two substitutes. Below is a pic that depicts position and rotation for 7 players
with 2 - 3 - 2 positions.
To explain how the rotation works, in below pic player 7 is in serving position. She would serve
in that outer box and get back in position to play. Once the rally completes and service goes to
the other team, 7 shall move to pos 1, 1 to 2, 2 to 3….6 to 7. Player 6 will be up for service next.
Only the side that completed service rotates. The other side rotates when they complete their
service.
If a team forgets to rotate or rotates incorrectly, however the referee or either teams do not notice
that until midway through a rally then referee could request a reserve after ensuring the team has
rotated properly.

Service Rules
1. Serve the ball only from the service zone
2. Serve Zone is a box at the right most corner of the court. The Serve zone ends at 6 FT
away from the side line. So the width within which the server needs to confine while
serving is only 6 FT.
3. Ball shall be served after the whistle is blown and within 5 seconds.

Service Break
If any of the following happens at service then it is called a service break. When a service breaks,
neither teams get a point and service goes to the opponent team.
1. If server crosses or steps on end line near serve zone before releasing the ball.
2. Service ball touching the net or poles.
3. Service ball falling inside the neutral box or neutral box line.

If a ball is caught by one person and is unable to catch but the person behind catches it,
This is valid in Rally but not in Serve.
Rally Rules
Once the ball is properly served and teams continue to play the ball then it is called rally.
1. Rally ball CANNOT touch the poles.
2. The ball has to be caught with both hands and released with one hand only.
3. However there are times where you could reach out with one hand to stop the ball and
immediately bring in the other hand so that it is almost similar to catching with two
hands.
4. There are times when you catch on the left hand, in such case you could adjust the ball to
the right side and release the ball with right hand as opposed to releasing with left
hand.This is a choice of the player based on her convenience and availability of time to
release so it doesn't get delayed beyond 3 seconds.
5. Ball could be released either with left or with right hand. No restrictions as long as it is
released only with one hand. The same player could release with left hand once and right
hand another time based on her convenience.
6. Ball could be released from below or above the shoulder. No restrictions on release angle
as long as ball is released with only the palm of one hand.
7. Player cannot turn 360 degrees after catching and releasing the ball.
8. Body Touch: During catching or releasing, the ball should not touch any parts of the body
but the palms.
9. While catching, the ball should be caught simultaneously with both hands.
10. Double touch:
a. Two players cannot touch the ball at the same time.
b. A player cannot catch the ball twice to get a grip before releasing.
c. Even slightest retouch by the player would be called by Referee and referee's call
is final.
11. A ball once caught could twist in player’s hand before being released as long as the
player doesn’t adjust the ball position making it a double touch.
12. Jumping in position to catch a ball is fine.
13. A ball touched by one player but couldn’t be caught can be caught by another player as
long as they both do not hold the ball at the same time.

a. To clarify, say a ball came to you and you tried catching but couldnt and it went
past you which the player behind you managed to catch then it is valid and that
player could throw the ball back to continue the rally.
14. Any ball falling in the dead zone (zones outside boundaries) is considered out.
15. Any ball falling on the boundaries is considered good.
16. During the rally, ball can touch the net as long as it goes into other court. There would be
times when it touches the net and falls into other court. That would be considered good.
17. During the rally, ball can fall inside the neutral box.
18. Player’s leg cannot cross the center line during rally. There would be times when a player
gets too close to the net to catch a ball and might step on center line. This is not valid.
19. Above rule is removed. Player’s leg could fall on center line during rally.
20. If a player goes for a ball outside her court and throws back, rally continues.
Fouls
In the event referee thinks there was a foul but is not very sure after listening to captain’s
explanation, He/she could order for re-serve instead of penalizing that rally.
1. Net touch by the player, double touch and body touch are fouls that will be called by the
referee.
2. Rally ball/Serve ball that touches the poles is a foul.
3. Any ball after catching should be released within 3 seconds. If not that would be a foul.
4. NO arguments and discussions are encouraged during the game. Only the team captain
should talk to the referee, in case of a doubt. If team members argue with the
referee, he/she could consider that a foul.
5. If you think the opponent team fouled, do not stop the game and call it but continue
playing till rally ends. And when it does, your team captain could let the referee
know and referee decides the validity of such call.
6. In the best interest of both the teams it would be helpful when the player genuinely
accepts whether she did a double/body touch or not as she would know it best.
Scores
1. Any win (serve/rally) will get your team 1 point.

2. In your service:
a. If opponent team fails to catch, fouls or shoots outside your boundary, you get a
point.
b. If your team fails to catch or fouls or shoots outside their boundary, Service
breaks. Your opponent gets the serve but no one gets a point.
3. To avoid the court advantage, teams will exchange the courts with the opponent team
during the first half of the game (court change at 10)
4. League rounds will have one game for 21 points. Winner will be the first team to 21
points with a difference of 2 points. Who ever scores 21 points first with a 2 point
deference wins the game.
5. If the other team is at 20 when you get 21, the play continues till one of the team gets a
two point lead thereafter.

Appendix
Neutral box:
The box area between court center line under the net till 1.5 m towards the court. No player shall
stand in this area when in position waiting for service but could step into it while playing.
Rally:
The actual tossing of throwball between the teams from when the service is picked up till either
team drops/fouls.
Side Line:
The two boundaries on either sides of the court.
End Line:
The last boundary at the back of each court.
Service zone:
A small square zone outside the end line at the right corner of each court.
Re-Serve:
The current rally is cancelled with no point to either teams and the team that originally served
shall serve the ball again.
