WAYNE COUNTY AIRPORT AUTHORITY STANDARD OPERATING PROCEDURE RESERVED/PRE-ARRANGED COMMERCIAL GROUND TRANSPORTATION I. Purpose To establish a procedure for companies providing reserved/pre-arranged commercial ground transportation services to Detroit Metropolitan Wayne County Airport (“Detroit Metro Airport” or “Airport”) customers/passengers and procedures for Wayne County Airport Authority (“WCAA”) employees to manage and enforce compliance of these processes. WCAA shall modify this operating procedure based upon operational needs of the Airport. II. Statement WCAA manages three (3) landside locations, McNamara Terminal, North Terminal and Westin Hotel, wherein reserved/pre-arranged commercial ground transportation services are regulated as a service to the traveling public. III. Operating Fees a. Coupons/Permits, can be purchase by credit/debit, (Visa/MasterCard Only), company check/money order. Cash will not be accepted. b. The vehicle-for-hire access fee is $10.00, (one (1), Coupon) per trip, or a book of Ten (10) coupons can be purchased for $100.00. c. Motor Coaches, Mini Coaches, Charters, Special Event Vehicles must purchase an access Permit, at a fee of $30.00 per trip. d. Motor Coach companies can establish a pre-pay account, it would allow the company(s) to add money to the account at any time, the driver could then access this account to purchase Permits – a Permit fee of $30.00 could then be deducted from this account. IV. Hours of Operation a. Operating hours for purchasing Coupons/Permits is Monday through Sunday, 08:00 A.M., until 14:30 P.M., Dayshift closeout will be completed between 14:30 P.M. and 14:55 P.M. b. Afternoon sales will start promptly at 15:00 P.M. and close at 22:00 P.M. V. General Operating Procedures for Luxury Sedan/Limousine Operators a. Luxury Sedan/Limousine drivers providing reserved/pre-arranged commercial ground transportation services are required to have a completed WCAA Commercial Daily Vehicle Access Permit – Coupon (See Attachment A), for 1|Page admittance into the Limousine Lot; a WCAA Landside Agent will review the drivers completed Coupon along with the drivers vehicle operator license. b. After review of the drivers rendered Coupon the Agent will include the date and an in-time on the Coupon, along with badge number issued (See Attachment H), the driver’s information will be added to the existing Limousine Log (See Attachment G). c. Drivers with an incomplete Coupon will be asked to leave the Airport premises immediately. d. All Coupons must contain the reserved/pre-arranged customer’s flight number, which will be verified against Flight Tracker. e. For flights not due in for more than 15 minutes, the driver will be advised when the flight is due to arrive and the driver can return 15 minutes before that time. If the flight arrival is within 15 minutes, a $10.00 coupon fee will be collected. f. Drivers requesting terminal access to meet their customer will be supplied a terminal access identification pass, which must be worn by the driver at all times. Drivers will proceed to baggage claim or international arrivals and wait in a waiting area. The driver will hold a sign displaying the name of the company or client, and assist their customer. If no terminal access is needed, the driver will be directed to wait for their customer in the designated hold lot area. g. Drivers in the terminal without a terminal access pass are considered to be soliciting. Airport police will be notified immediately for removal of unauthorized drivers. h. Drivers of reserved/pre-arranged luxury sedan/limousine are NOT allowed to park in vehicle chutes designated only for Luxury Sedan or Metered Taxi service. Location-specific procedures are noted on the following pages. i. McNamara GTC Staging Procedures and Locations: 1) To meet a reserved/pre-arranged customer at the Airport’s McNamara Terminal, the driver must first check in with a WCAA Landside Ground Transportation Agent located in the Vehicle Staging Lot. 2) The vehicle staging lot for the McNamara Terminal is located on the fourth level of the McNamara Parking Structure (See Attachment B-1). 3) In the event the vehicle staging lot is full, a WCAA Landside Agent or Supervisor will direct the driver to park at an appropriate alternate location until space is available. 4) A maximum of 30 minutes is allowed for a Luxury Sedan/Limousine vehicle to stand in this area (“dwell time”). 5) Within the McNamara Terminal baggage claim area, WCAA will provide an approximately 10’ x 10’ roped off area with a sign designating it as only for drivers meeting “pre-arranged commercial transportation” (the “queuing area”). 6) For domestic arrivals, the queuing area will be near Doorway # 3 at the baggage claim level (See Attachment C). 2|Page 7) A queuing area is also provided for international passengers located directly outside of the security door on the international arrivals level (See Attachment D). 8) WCAA Landside Operations reserves the right to manage the size of the queuing area based upon passenger/customer arrivals to accommodate the needs of the traveling public. 9) Signs will be displayed directing the traveling public to the reserved/prearranged commercial ground transportation queuing area, including an overhead sign inside the security area. 10) Signs will be displayed in the Ground Transportation Center on level Six (6), and at the bottom of the escalator on level four (4), of the Ground Transportation Center directing the traveling public to the luxury sedan/limo staging lot. 11) Drivers in the terminal without a terminal access pass are considered to be soliciting. Airport Police will be notified immediately for removal of unauthorized drivers. j. North Terminal GTC Staging Procedures and Locations: 1) To meet a reserved/pre-arranged customer at the Airport’s North Terminal (See Attachment E), the driver must first check in at the Landside Services Check-In Booth located on Level 1 in the North Terminal Ground Transportation Center’s Reserved/ Pre-Arranged Area. 2) The vehicle staging lot for the North Terminal is located on Level 1 of the Big Blue Parking Structure. In the event the vehicle staging lot is full, a WCAA Landside Agent or Supervisor will direct the driver to park in a designated alternate location. 3) A maximum of 30 minutes is allowed for a Luxury Sedan/Limousine vehicle to stand in this area (“dwell time”). 4) Within the North Terminal Baggage claim area(s), WCAA will provide three (3) roped off area (s) – International Arrivals/South/North Queuing areas, approximately 10’ x 10’, with signage designating them as only for drivers meeting “pre-arranged commercial transportation” (the “queuing area”) (See Attachment F). 5) To access the Baggage Claim Area(s) from the Ground Transportation Center, drivers must utilize the pedestrian bridge on Level 4 of the Ground Transportation Center. Drivers are Not allowed to cross the street on Level 1. 6) Drivers in the terminal without a terminal access pass are considered to be soliciting. Airport Police will be notified immediately for removal of unauthorized drivers. h. Westin Hotel Staging Procedures and Locations: 1) To meet a reserved/pre-arranged customer at the Westin Hotel, the driver must first check in with a Landside WCAA Ground Transportation Agent (See Attachment B-1). 2) Luxury Sedan/Limousine drivers will present an Airport Authority Coupon to the Wayne County Ground Transportation Agent (See Attachment A), prior to the Westin pick-up. A WCAA Landside Agent will time stamp the coupon and return it to the driver. The driver will proceed to the Westin Hotel and await the arrival of their fare at an open non-designated area. *(note: hotel guests do not have flight numbers) 3|Page 3) There is no dedicated pick up zone at the Westin entrance. Drivers must stop at an open Curb-side area and wait the arrival of their client. 4) Drivers MUST stay with their vehicle at all times with company/customer sign, assist customer with baggage and then exit airport. 5) Dwell time at the Westin Hotel curb area is not to exceed 15 minutes. VI. General Operating Procedures for Oversize Vehicles and Motor Coach Operators a. Oversize Vehicle and Motor Coach Operators providing reserved/pre-arranged commercial ground transportation services are required to have a completed WCAA Commercial Daily Vehicle Access Permit – Coupon (See Attachment A), for admittance into the GTC; a WCAA Landside Agent will review the drivers completed Coupon along with the drivers vehicle operator license. b. Drivers with an incomplete Coupon will be asked to leave the Airport premises immediately. c. All Coupons must contain the reserved/pre-arranged customer’s flight number, which will be verified against Flight Tracker. d. Shuttle stops will be for active loading only. NO dwelling or waiting for passengers will be allowed in the Public Transit/Charter Bus area. e. Motor coaches/charter buses will be asked to move on if passengers are not ready to be picked up at the Public Transit/Charter Bus pick up area. f. Drivers are not to leave their vehicles to pick up passengers in the terminal. g. Drivers are not permitted to leave their vehicles at any time. On or before December 15, 2014, there will be a direct dial telephone to passenger services near the parking spots. Drivers will be permitted to leave a vehicle only to make a call on behalf of a passenger, and then must immediately return to their vehicle. h. It is recommended that drivers call in advance to Landside Services prior to arrival for the purposes of coordinating pick up locations. Landside Services Staff will then try to direct your driver to a specific location as to where they can pick up their customers. Drivers may contact 734-955-8770 to speak with a Landside Service Agent. i. Only one bus will be permitted to pick up passengers at a time in the McNamara Ground Transportation Center. If you have multiple buses picking up passengers, then those extra buses must go to the designated staging areas or circle the complex until the first bus has vacated the parking location. j. The North and South Staging Lots may be used for staging until passengers are ready for pick up. Please see the attached map for directions. k. Drivers must follow the directives of the Ground Transportation staff. 4|Page l. McNamara GTC Staging Procedures and Locations: 1) Drivers of oversized vehicles will stop at the curb area near door 402 to check-in (See Attachment B-1). (Attachment B-1 shows the configuration of the McNamara Ground Transportation Center). 2) Upon completion of check-in the driver will proceed to the south end, ahead of the rental car shuttles. m. North Terminal GTC Staging Procedures and Locations: 1) Drivers of Motor Coaches must use numbered bays 1 through 4, 8 and 9, of the West access drive of the North Terminal Ground Transportation Center. n. Westin Hotel Staging Locations: 1) Drivers of oversized vehicles will proceed to the south end, ahead of the rental car shuttles. The area will be clearly marked “Motor Coach” to designate specific staging space. 5|Page Attachments: A.
