JOB OVERVIEW
To provide a combination of technical leadership and business analysis for critical local and remote field
locations for all Natural Resource sector ministries. The technical work is focused on the design, configuration
and management of complex hardware/software configuration for the resource sector which has emergency
field operations in remote locations with significant urgency and staff safety considerations.
The business analysis function is focused on providing technology planning/solutions, including facilitating the
design, implementation, leading projects, quality assurance and testing line of business applications for either
a smaller number of users, or for deployment across the ministry for a unique line of business application.
ACCOUNTABILITIES
Required:
Designs and implements complex hardware/software technology plans for the Natural resource sector
(e.g. Wildfire Management).
Manages the establishment and operations of emergency computer technology environments at fire
camp locations, including security services, asset protection, Satellite data networking, voice service,
and electronic resource tracking.
Works outside the Shared Service BC Infrastructure to manage Wildfire Management remote IT
environments, including the supervision of auxiliary staff and contractors as required.
Administers the IT security of multiple systems, in fire camps and other remote locations, and works
with clients to define and develop requirements for user and data access control.
Sets up, monitors and documents access structures and lists, and defines and sets profile options at the
system, application, and responsibility level.
Reviews access controls, IDs, and group lists to ensure they are current and recommends a course of
action where risk is determined as unacceptable.
Responsible for the Purchase of computer hardware, software, and peripherals as required in
emergency situations, directly related to fire fighting operations, to ensure the stability and
accessibility of the computing environment in remote Fire camp situations.
Converts clients’ technical hardware requirements to technical specifications or modified or enhanced
technology services; prepares requisitions to purchase hardware/software.
Participates as part of a team that is responsible for the refresh cycle of 6000+ resource sector
computers, including upgrades to complex hardware/software configurations.
Implements new/changed systems, sets up test environments, evaluates new technologies, and makes
recommendations regarding compatibility and suitability for integration into existing environments;
documents procedures and develops training materials.
Manages small to medium projects including: developing terms of reference to define the scope of
projects; drafting project plans to identify timelines, deliverables, methodologies and resource
requirements; identifies and develops strategies to overcome obstacles, evaluates processes and
progress, develops recommendations and ensures delivery of completed projects.
Liaises with stakeholders, colleagues and contacts as required to complete project elements; analyzes
and documents business needs; develops detailed specifications and models (data flow diagrams,
narratives) of systems solutions for program areas.
Plans and conducts research, analysis, and development of project proposals (i.e. risk assessment, costbenefit analysis, revenue implications, etc.); assesses competing and/or conflicting priorities, identifies
options and provides recommendations to Project Sponsor.
Coordinates assigned projects, develops work plans, directs team members (contracted resources and
internal staff) and provides progress reports throughout the life cycle of the project.
Assists management with preparation and tendering documents for the acquisition of major goods or
services, monitors deliverables and acts as qualified receiver.
Provides mentoring for less senior staff.
JOB REQUIREMENTS
Degree, diploma, certification or equivalent in the computer science field.
Experience with all aspects of computer hardware, software and security administration.
Knowledge of change management processes and project management methodologies.
Knowledge of the installation, configuration, maintenance and problem resolution of hardware,
software, operating systems and network components.
Knowledge of application design and development life cycle.
Available to work evening/weekends during fire season as and when required.
Conduct field work which may include travel to remote areas by vehicle, boat, non commercial aircraft,
or foot, overnight/extended stay in rough camp conditions and outdoor work in all weather conditions.
Must participate in availability schedules and accept standby assignments for critical business areas.
