BOS 2 minutes May 15, 2017

On May 15, 2017, at the Oxford Township Building, 780 Hanover Street, New Oxford,
PA 17350, the Board of Supervisor's regular meeting was called to order by Chairman Mario Iocco at
6:30pm by the Pledge of Allegiance to the American Flag. The Quorum consists of Supervisors Mario
Iocco, Jim Lafferty and Harry McKean. Sitting with the Supervisors was; Solicitor John Baranski,
Engineer Terry Myers, Treasurer Deb Greenholt, Zoning and Code Officer Dean Hempfing and
Secretary Beverly Shriver.
Chief Staab/EARP Report: Absent.
EARP Commission Report: McKean reported the Union Contract Agreement was forward to
the Union for review.
Fire Company Reports:
United Hook & Ladder: April Report: Shriver reported there were 31 Fire and Rescue calls, 2
were in the Oxford Township. EMS Report: Total number of calls 414; 56 calls were in the Township,
77 overall nursing home calls.
Irishtown Fire Company: Shriver reported in April there were 3 Incidents, 1 in the Township.
Public Comments Non-Agenda Issues: None.
Motion to Open and Award Sealed Bid for 2001 John Deere GT235 Lawn Tractor with 48”
Mower Deck: The Chairman opened the sealed bids;

Motion to Adopt Resolution 2017-10 Seal Coat & Slurry Bid awarded to Hammaker East
LTD: A resolution needs passed after the bid is awarded to be inserted in the packet of papers that
goes to the Municipal Services Representative for District #8. McKean second by Iocco motioned to
adopt resolution 2017-10 for the Seal Coat & Slurry Bid to Hammaker East LTD. 3 Aye Votes
Motion to Adopt Resolution 2017-11 Micro Surfacing Bids rejected due to going over Budget:
A resolution needs passed to be included with the PennDOT District #8 paperwork. McKean second by Iocco
motioned to adopt resolution 2017-11 rejecting all micro surfacing bids submitted. 3 Aye Votes
Motion to Adopt Resolution 2017-12 for the PennDOT Application for a Traffic Signal at Rt. 30
& Rt. 94: McKean second by Lafferty motioned to adopt Resolution 2017-12 for the PennDOT Application
for a traffic signal at Rt. #30 & Rt. #94. 3 Aye Votes
Motion on the Cedar & Suzanne Eckert Final Subdivision Plan: All the outstanding issues were
met; McKean second by Lafferty motioned to sign the Cedar & Suzanne Eckert Final Subdivision Plan. 3
Aye Votes
Motion on Tabled Fee Schedule: Iocco hasn’t had a chance to meet with Hempfing on the mobile
home park. There was discussion on having a recreation fee to be paid for an individual lot in the building
permit process or change the number of lots under the Subdivision and Land Development Ordinance. Under
Mobile Home Parks; a fee is charged for applying for an initial permit of $10 plus an additional $5 for each
mobile home space; this was never charged but ordinance exists since 2003. Also an annual renewal of a
permit to maintain, construct, alter, or extend any mobile home park shall pay a $10 fee plus $5 for each
mobile home space. Baranski advised this can be removed if there is no need for it. Shriver will send
Baranski a copy of a marked up Fee Schedule Resolution. Lafferty second by McKean motioned to table
the Fee Schedule to the next meeting. 3 Aye Votes
York Adams Tax Bureau and Adams County Tax Collection Committee Representative’s
Report (Rep. Robert Martin & Janet Martin): Janet Martin was present and reported attending the open house.
Martin learned Oxford Township will receive a small refund from the 2016 year. The 2016 Auditor’s report was
approved. There are no recording devices allowed at the counters; no cell phones allowed since you can record with
them. The scanning of checks is improving their processing. They hired a company to evaluate their systems
vulnerability of being hacked.
Solicitor’s Report:
Scozzaro’s Noise Exemption for 2017: This will be held June 6, 2017 at 10:00am. at Scozzaro’s Old
Mill.
Property Acquisition at 2620 Red Hill Road: The Real Estate Owned Division wants on Township
letterhead a written proposal for acquiring the property on Red Hill Road. Baranski asked for an executive
session to hash out what is the Supervisors formal offer and do you want just the part of land to fix the road or
the whole parcel. Either way an appraisal would be required.
Oxford Height’s Five year Determination off Kohler Mill Road: Nothing to report.
Engineer’s Report:
MS4: The Township received advanced determination on the waiver; the Township is still required to
file the Permit Application along with the Waiver Application which is due September 16, 2017. It will take
$500-$1,000 to complete the report and send it off to obtain the exemption. Iocco motioned to move forward
completing the application process second by McKean. 3 Aye Votes
Summerfield Plan: Terry Myers was contacted by the owners of the Summerfield Plan. After doing
some research they discovered looking on e-filing that Oxford Township is listed as the owner on the NPDES
Permit for the site. The Township might have to do a transfer of some kind; we don’t know how the
Township got listed as the permittee.
Myers questioned if it makes sense to update the traffic study when there is currently talk about the Rt.
#94 Corridor. Iocco noted there hasn’t been a traffic study done in ten years.
Roadmaster’s Report: Nothing to report.

Jim Lafferty second by Harry McKean motioned to accept the Zoning and Code Officer’s April Report
as written. 3 Aye Votes
Hempfing reported he fined five residents for having properties with high grass or grass blown on the
roadway. There is only one fine not paid but the grass did since get mowed.

Rec’d PA Department of Labor & Industry Audit Report dated April 18, 2017, for a five year audit
review performed on February 27, 2017 enforcement of requirements of the Uniform Construction Code
occurring in Oxford Township where Ed Strevig serves as the Building Code Official.
Rec’d by email dated May 2, 2017, from Adams County office of Planning and Development
information regarding the 2017 Community Development Block Grant Application process.
Rec’d DEP general information letter dated May 3, 2017, on the Municipal Separate Storm Sewer
System (MS4) program regarding Notice of Intent for General Permit, an individual permit Application or
Waiver Application.
Rec’d DEP letter dated May 4, 2017, notice of Cross Keys Village, Bridgewater Phases 4,5, & 6 is
exempt from the requirement to revise the Official Plan ( Act 537).
Rec’d Proof of Publication for May 1 and May 9 ad placed for the Zoning Hearing Application by the
Brethren Home Community for a special exception for continuing care for the Bridgewater Phases 4,5, & 6.
Rec’d notification from Vulcan Construction Materials, LLC dated May 5, 2017 they submitted a
renewal application for the Natural Minor Operating Permit at its Hanover Quarry.
Rec’d Realtors Association of York & Adams Counties, Inc., 2016 Adams County Real Estate Market
Report.
Rec’d Adams County Community Foundation 2016 Annual Report.

Shriver reported there were 75 Spring Clean Up Permits issued; the number of permits keeps going
down.
Treasurer's Report:
Motion on List of Incomes, Bills and Transfers: Lafferty second by McKean motioned to
approve the Treasurer’s List of Incomes, Transfers and pay Bills. 3 Aye Votes
Non-Uniform Employee Pension Report (1st Quarter): Iocco second by McKean motioned to have
the minutes reflect the Board of Supervisors reviewed the 1st Quarter of the Non-Uniform Employee Pension
Report. 3 Aye Votes
Board of Supervisors Issues & Executive Session:
Mandatory Recycling Program: Iocco had nothing to report.
EARP Building: McKean will get his questions to Iocco; so Iocco can get them to Jim Morton to be
answered at the May 24th meeting.
Cohn Law Group: Shriver left a voice mail with Cohn Law Group April 25, 2017 and did not hear
back from them. Baranski will give them a call to receive an update.
Review Active Plan List:
Cedar and Suzanne Eckert Final Subdivision Plan: This can come off the agenda since approved
tonight.
Larry B. Jr. and Audrey M. Feeser Preliminary/Final Subdivision Plan: The Township is waiting
on the consolidated deed with Jim Groft. The Planning Module was sent to DEP.
Recreation land mowing: Nathan Grove had an accident. McKean will contact him later.
The Chairman called for an executive session at 7:27pm on contract negotiations and the Red Hill land
proposal. The Supervisors and Solicitor attended the executive session.
Dean Hempfing and Terry Myers were excused from the meeting.
Chairman Iocco called the meeting back in session at 8:04pm.
