This Personal Information may be shared with relevant officers of the Principal for the purpose of administering the Invitation Process and Contract or made publicly available in accordance with the requirements of the Procurement Policy. Procurement Policy and Standards. Personal Information will not be otherwise disclosed to any other third party without the consent of the Offeror, except where authorised or required by law. Key Information Contract Number: LG314/1211/16/082 Contract Title: Sludge Drying Bed Replacement At Coombabah Sewage Treatment Plant Background Information Coombabah Sewage Treatment Plant (STP) has eighteen sludge drying beds which provide significant cost savings on sludge disposal. Technical Data: Considering the sludge wet volume of approx. 150 tonnes/day x 30 days - the required capacity of drying beds is 4500 tonnes The quantity of sludge spread by the operators is about 100 - 150 tonnes per drying bed Currently 17 drying beds available: 150 x 17 = 2550 tonnes The original drying beds were constructed on 100 to 150mm thick unreinforced concrete slab. After a few years of usage of the drying beds, the concrete slab cracked and the water seeps into the foundation and allowing the slabs to subside. With relation to drying bed number sixteen, the damage progressively became greater and currently the bed is not being used. The replacement of drying bed number sixteen would provide additional 150 tonnes/day of sludge disposal and it would be beneficial to the plant to utilise all existing drying beds. Scope of the Work The provision of all materials, plant, equipment and labour and the performance of all operations of whatever kind necessary to replace the sludge drying bed No.16, including but not limited to the following: Section 1: Preliminaries Submission of pre-start project documents Site establishment. Section 2: Preparation Works Removal of top 40 mm of asphalt surface from the entire area of sludge drying bed No. 16. The underlying concrete pavement base surfaces must be mechanically broomed to remove all loose material from the surface. Disposal of this material to licenced waste management facility. Hold Point 1 The Contractor must notify the Superintendent that the exposed concrete surface is open for inspection. Section 3: Construction Works Break out of remaining existing unreinforced concrete pavement base preparation. Removal of all existing unreinforced concrete pavement bases and additional asphalt designated by the Superintendent for removal from site, as specified. Excavation to stockpile, trimming and compaction of subgrade material to specified subgrade level. Upon the removal of all unreinforced concrete pavement bases within the bed, the Superintendent must determine the extent of underdrainage refurbishment works in the bed. Hold Point 2 The Contractor must notify the Superintendent that the exposed subgrade surface is open for inspection. The Superintendent must inspect the exposed subgrade and underdrains to assess the cause of failure and, give notice to #53745443 LG314/1211/16/082 Page 1 of 6 the Contractor, of the location of each section of underdrain to be replaced. The Work includes supply, placement and compacting of sub-base to finished levels and replacement of gravel filter material to top of slab level where displaced during base excavation and construction. The Superintendent will assess condition of the existing drain pipes and if required direct their replacement under the provisional item works. Section 3: Construction Works (continued) supply, placement and compact new sub-base material. Supply and install specified sub-base material, supply, pour, compact, finish and cure concrete. Clean out gravel filter material to underdrainage and replace drainage pipes if required (see Provisional Item) Supply, place and compact imported corrector sub-base material. Supply, lay and compact hot no fines asphalt surfacing for finished surface. Section 4: Contract Completion Works Commissioning of refurbished sludge bed 16. Submission of As Constructed information. Demobilisation. Section 5 - Provisional Item - Underdrain pipes replacement work The Superintendent will assess condition of the existing drain pipes and if required issue direction for their replacement as described under the provisional item. The careful excavation of existing contaminated gravel filter material from the sections of underdrainage, designated by the Superintendent for refurbishment, to an approved stockpile site. All care will be taken to not disturb the existing earthenware (vitrified clay) agricultural drainage pipes. Supply and replacement of gravel filter material to subgrade level including the placement of impervious sheeting material protection to all exposed underdrain side walls. The trimming back of underdrain sidewall to achieve firm subgrade, removal of excavated subgrade material from site and supply of filter material replacement to underslab level. The Contractor must be responsible for the supply and replacement of any underdrain pipe freshly damaged during the excavation and relaying of the gravel filter material. Site of the Works The site of the works is the Sludge Drying Beds located at the Coombabah Sewage Treatment Plant, Shelter Road Coombabah (UBD Refidex, Gold Coast Section, Map 18, grid C8). Project Specific Quality and Standards The works must be undertaken to the extent identified by the Superintendent and in accordance with the Contract Specification, subject to the Contract Documents. The original drawings attached are disclosed only for information of the Contractor, and the Contractor is deemed to have inspected the site to be fully conversant with all issues affecting the actual constructed works and their condition. This Specification applies to works included in the Contract. Works must be undertaken to the Specified Standards. Unless specifically amended in this documentation, all works carried out under the Contract must be undertaken in accordance with the requirements of the current edition of the Principal's Standard Specifications and Drawings. This involves compliance with the following standards relevant to the nominated Contract Works: • • • Standard Specification SS3 – Clearing & Grubbing for Infrastructure Standard Specification SS7 – Unbound Pavements Standard Specification SS8 – Asphalt Surfacing #53745443 LG314/1211/16/082 Page 2 of 6 • Standard Specification SS9 – Spray Sealing If work scope included in this contract is not adequately covered by the above Standard Specifications, then the work scope must be delivered in accordance with the following standards: Australian Standards / British Standards / American National Standards / Institute Standards Current Manufacturer's Standards and Specifications Where there is conflict between the Project Specification and a Standard Specification or other documents the Project Specification applies to the extent of the conflict. Clarification is available during the Contract period from the Contract Superintendent. Any clarification of detail is to be sought prior to commitment of any expenditure on that detail and in sufficient time so as not to incur delay to the critical path of the Programme of Works based on a three-day response. Accuracy of information The Principal does not represent that any information made available to the Contractor shows completely the existing site conditions as it may contain errors, omissions or be misleading. The Principal is not responsible for any interpretation, deductions and conclusions made by the Contractor from the information made available and the Contractor must accept full responsibility for any such interpretations, deductions or conclusions. The information is made available to inform the Contractor of the Principal’s investigations and the Contractor must, in formulating his working methods and programs, assess the information contained in the documents and make allowance for such assessments. Supervision by Contractor The Contractor must provide a full time on site competent and experienced technical representative, acceptable to the Superintendent, for the duration of the on-site works directed under the Contract. Full details of the proposed representative, including contact telephone numbers, must be notified in writing to the Superintendent for approval prior to commencement of the project. Attention is drawn to Clause 25 of AS 2124 which requires that the Contractor’s Site Representative must personally supervise all works undertaken under this Contract at all times. Any proposal to change the nominated representative during the Contract period must be subject to the prior approval of the Superintendent, with full details of the alternative representative to be submitted to the Superintendent for review and approval. Site issues The Contractor must provide list of all of his staff including all sub-contractors and personnel working within the Coombabah Sewage Treatment Plant during the Contract. Plant/area induction will be Contractor's responsibility. Work site possession will be provided to the Contractor. Work site control will be the responsibility of the Contractor. Site access authority: site has after hour alarms/restricted access/sign in requirements Interference with SCADA network equipment is NOT permitted. Use of power is available on site by arrangement with the Principal. Environmental compliance will be the responsibility of the Contractor. Quality System Compliance will be the responsibility of the Contractor. Existence of utility services is not known to the Principal. Location of utility services will be the responsibility of the Contractor. Risk associated with Gold Coast Water infrastructure will be the responsibility of the Contractor (to obtain from the Plant/ Area Supervisor prior to works). Refuse material disposal from the site will be the responsibility of the Contractor to dispose of legally off site. Site disruption & stakeholder’s involvement will be the responsibility of the Contractor to coordinate and communicate with the Superintendent. Road closure will be considered to facilitate construction. Traffic control will be the responsibility of the Contractor. Existing utilities #53745443 LG314/1211/16/082 Page 3 of 6 Where public utilities or other Council facilities and/or equipment, whether overhead, at the surface, underground or in conduits, exist at the site, or in the vicinity of the site, the Contractor must take all care necessary to protect such facilities from damage. In the case of any damage occurring to such facilities, the matter must be immediately reported to the Department, Public Authority or Company concerned and to the Superintendent. In the case of damage to sewage treatment plant equipment and/or facilities, the matter must also be reported to the sewage treatment plant supervisor. The cost of any necessary repairs and/or renewals to equipment or facilities damaged as a result of the Contractors activities must be borne entirely by the Contractor as a deduction from Progress Payments. Noise Control The Contractor must take all precautions, considered necessary by the Superintendent, to minimise noise resulting from work under the Contract. All equipment and machinery used by the Contractor or his subcontractors outside normal working hours must be driven by electric power. If the Contractor considers this requirement is not reasonable for a particular instance, he may apply to the Superintendent for permission to use other means of power. The Superintendent will grant such permission only if he is satisfied that it is not reasonable to insist on electric power and that the Contractor is taking all reasonable steps to minimise noise. Storage of Materials The Contractor must be responsible for the storage of all materials and equipment, both on and off site, so as to prevent damage and to minimise hazards to the persons, materials, equipment and the environment. The Contractor must limit the storage of materials on site to the area of the sludge drying bed being replaced unless otherwise authorized by the Superintendent. Other than the storage and/or stockpiling of the materials listed above, the Principal will not allow storage of any ancillary materials, plant or equipment within the Coombabah STP site. Temporary Water Supply Where the Contractor requires water from the Principal’s on-site water supply system, the Contractor must only obtain such water via a metered standpipe supplied by the Principal. A $1,000.00 refundable bond is required for a metered standpipe. Any water service available from the Principal may not be at a suitable pressure as required by the Contractor. Any additional works to boost pressure/flow will be at the Contractor’s expense. The amount of water used by the Contractor will be charged at the fee current at the time of usage - currently one dollar and ten cents ($1.10) per kilolitre. If through drought, fire or any cause whatever, a delay occurs, due to cessation or temporary failure of the water supply, the Principal will not be held responsible in any way and the Contractor must have no right to compensation or to claim for damages on account of any loss which he may deem to be occasioned thereby. Access and joint use of site The Contractor must act and co-operate at all times with the Superintendent and other contractors so as to ensure that no obstruction or interference to the access to or joint working of the site occurs. The Contractor is also reminded that Coombabah STP is an operational sewage treatment facility and unrestricted access to all areas of the plant site is to be granted to the Principals operations staff at all times. The Superintendent must define the actual areas of the site and the period of possession of the site applicable throughout the Contract Period. In general possession of the site is limited to the nominated sludge drying bed NO. 16, access ways and storage areas identified for each issue of work and limited to work periods unless barricaded off when absent from site. Other areas remain workplaces under the control of the Principal. The Principal’s Staff and others entering the site of the contract works must be inducted by the Contractor. Provisional Items Payment for Provisional Items in the Schedule will only be made for actual work as measured and ordered by the Superintendent. #53745443 LG314/1211/16/082 Page 4 of 6 Known Hazards In accordance with the Work Health and Safety Act 2011 the known hazards for this project identified by the Principal are listed below. This assessment is not exhaustive and may exclude risks that are typical of work practices. Perform a risk assessment of the hazards at each work site prior to the execution of the Works.All Public Utility Plant Trench and other excavations Personal injury risks Contaminated and hazardous materials Operating Equipment Traffic Existing services plant Self, employee and public injury Gold Coast Water has utility services and plant on many of the Gold Coast Water sites and it is necessary to source this information from the providers (including Gold Coast Water) prior to any interference. There may be physical injury and microbiological contamination of persons coming into contact with the wastewater if the works are not properly managed or controlled by the Contractor on site, or if personal hygiene procedures are not followed. There may be electric shock / burn injuries if the Contractor on site does not observe the organisational / statutory requirements for the works. There may be manual handling injuries to the Contractor’s employees if the Contractor on site does not comply with the Queensland Workplace Health & Safety Act and any specific manufacturer’s installation procedures are not followed. There may be chemicals, gases, heat and dangers working near and / or adjacent to on site structures e.g. aerated water, digesters, chemical dosing buildings, etc that may cause injury / harm to the contractor’s employees. The construction site may be contaminated and it is the Contractors responsibility to obtain such information. The Contract works are located in an identified slip risk area and specific safety precautions must be undertaken. Statement of Requirements Construction Limitations The Registered Gross Vehicle Mass of any Plant traversing the surface of a sludge drying bed must not exceed 10 Tonne unless otherwise approved by the Superintendent. Survey Standard Australian Height Datum and a truncated version of Australian Map Grid is the basis of all levels and coordinates associated with the works unless otherwise indicated on specific Contract Documents. The Contractor is responsible for setting out of the works from the PSM’s, and a qualified Engineering Surveyor is to be engaged to do the set out. The Contractor is not to rely on set out points as placed by the Principal. General Restoration Where indicated on the drawings or Schedule of Rates, the term Restoration or General Restoration must be defined as per the Standard Specifications. The site is to be fully restored to its original condition as far as is practically possible. "As Constructed" Information On completion of the works, “As Constructed” versions of all drawings and specification changes are to be supplied in a format approved by the Superintendent. All such "As Constructed" documents must include details of any variations ordered during the Contract period. Inspections and Testing #53745443 LG314/1211/16/082 Page 5 of 6 The Contractor must give sufficient notice to the Superintendent to enable any materials or workmanship to be examined prior to incorporation into the finalised works, and must give sufficient notice to the Superintendent to enable sighting of any test results required by the Contract or ordering of any test results prior to incorporation of materials or workmanship into the finalised works. Unless otherwise specified, carry out testing by an approved member of the National Association for Testing Authorities Australia (NATA). Warranties The Contractor must ensure that all warranty entitlements include the Principal and the Contractor as named beneficiaries. Warranties must be in a form approved by the Superintendent and be provided prior to the issue of a Certificate of Practical Completion. Insurance Insurance specified in the Contract documents must be in place and evidence supplied to the Principal prior to commencement of works under the Contract. Policies must be maintained throughout the Contract period.
