Background
KerryLIFE is a 2014 LIFE+ Nature funded collaborative project to help restore the Caragh and
Blackwater (Kerry) populations of freshwater pearl mussel. The Department of Arts, Heritage and
the Gaeltacht (DAHG) is the co-ordinating beneficiary, with DAFM (Forest Service and Nitrates,
Biodiversity and Engineering Division), South Kerry Development Partnership, Coillte and
Teagasc as project partners. The project runs for five and a half years from July 2014 until
December 2019 (http://europa.eu/rapid/press-release_IP-14-486_en.htm).
The project’s full title is “Sustainable land use management for the conservation of the freshwater
pearl mussel”. KerryLIFE is a demonstration project that will operate in the Special Area of
Conservation (SAC) land within the Caragh and Blackwater (Kerry) catchments. It will seek to
develop and demonstrate effective conservation measures that will restore the freshwater pearl
mussel to favourable conservation condition. KerryLIFE will focus on farming and forestry
activities in the project area within the Natura designated sites, and will implement, in cooperation with farmers and forest-owners, a wide range of measures to enable farming and
forestry to be practised in a way that will sustain both the pearl mussel population and the
livelihood of the farm and forest enterprises. It will harness local farming and forest knowledge
and experience with the scientific expertise of other project partners and supporters to overcome
some of the challenges of land use management in freshwater pearl mussel catchments and to
improve the conservation status of the designated sites.

Project Team
A four person project team together with a PhD researcher will be established and based in the
project area in South Kerry to implement the actions set out in the KerryLIFE application. These
actions include:
 The preparation, implementation, monitoring and adaptation of farm and forest
management plans
 Evaluating the effectiveness and cost-efficiency of project actions, as well as the broader
impact on ecosystem functions
 A sustained public awareness campaign including public meetings and events, a project
website, a media campaign, establishing demonstration farms and forests, training
workshops and demonstration events and a schools educational programme
 Dissemination of project results through project reports, the project website, training
workshops and demonstration events, a project conference and other project publications
 Providing support to added value initiatives such as farm and forest product branding, a
tourist walking trail and other visitor facilities to promote socio-economic development
within the project area
The 4-person Project Team will comprise three full-time staff (a Project Team Leader, Project
Scientific Advisor and Project Farm Advisor) and a half-time Project Administrator. The Project
Team will also be supported in the implementation of actions by specialist external assistance that
it will procure. A Project Management Group chaired by the Department of Arts, Heritage and the
Gaeltacht will oversee, guide and support the work of the Project Team.

The total budget for the project is €5,010,581. 50% of the eligible project funding will come from
the European Union’s LIFE+ funding programme, while the remainder is being contributed by the
project beneficiaries.

Job Description
The person appointed as KerryLIFE Farm Advisor will be responsible for the preparation of farm
plans and ensuring that conservation actions identified in the KerryLIFE funding application, in
line with the project objectives and its expected results, are effectively implemented and
monitored. The KerryLIFE Farm Advisor will be responsible for developing the farm and fieldlevel condition assessment process. The KerryLIFE Farm Advisor will provide information for,
and participate in the delivery of, the reporting and dissemination actions associated with the
project. The Farm Advisor will be responsible for fostering productive relationships with key
stakeholders, particularly with farming stakeholders and local communities. The successful
candidate will report to the KerryLIFE Team Leader, work closely with the KerryLIFE Scientific
Advisor and liaise, as necessary, with the Project Management Group and Project Stakeholder
Group.
Location
An office will be established in the project area in South Kerry for the project duration. Successful
candidates will be required to work in the office (except when undertaking other project-related
work off-site as required) from November 2014 to December 2019.
Key Duties & Responsibilities
The KerryLIFE Farm Advisor post is a full-time position from December 2014 to September 2019.
The KerryLIFE Farm Advisor will be required to work closely with the Team Leader and Scientific
Advisor, as well as with scientific staff from the project beneficiaries, specialist external assistants
and other technical collaborators. The key tasks of the Project Farm Advisor will include



Leading on farm advice for the project, including close collaboration with contract farm
planners, contract scientists and staff from the Coordinating and Associated Beneficiaries.
Engaging with stakeholders, particularly liaison with project farmers and forest
owners/managers throughout the project duration, as well as building good relationships
with the wider community.
Conducting catchment-level and farm-level agricultural risk assessments. Leading on
farm planning and producing farm plans for all project farms. This work will include
documenting current farm practices, gathering baseline information on the condition of
farms (potential sources), pathways to mussel habitat (e.g. drains) and the mussel
populations and their habitat (receptor), completing farm-level and field-level risk
assessments, farm surveying, developing farm-specific solutions for controlling sediment
and nutrient losses from farms in collaboration with farm owners, in particular, sustainable
livestock management strategies and nutrient management planning. These site-specific
solutions will implement the project’s “concrete conservation actions”, namely
Drain management
Stabilising riparian sediment sources using broadleaf planting
Establishment of in-field buffer strips
Grazing and livestock management
Reduction of farm nutrient inputs
Alternative drinking water facilities for livestock

Developing a field-level condition assessment system, with the Scientific Advisor, to
identify and monitoring the effectiveness of on-farm conservation actions. Contributing to
the design of the detailed KerryLIFE monitoring programmes on farms. Providing field
support to expert external assistants with survey work as required. Assisting the Scientific
Officer in the regular monitoring of the condition of the freshwater pearl mussel habitat
using redox potential, flow measurement and sediment, macrophyte and macroalgal cover
abundance methods.
Overseeing the implementation of project actions by participating farmers and monitor the
success of farm related concrete conservation actions, with the Scientific Advisor and
relevant external assistants. Developing and hosting on-farm training workshops and
demonstration events, in conjunction with project beneficiaries.
Contributing technical input to socio-economic elements of KerryLIFE, including the
development and marketing of a sustainable farm produce brand, on-farm eco-tourism
opportunities and project walkway. Contributing to the trialling of traditional breeds of
cattle and sheep. Providing agricultural input and practical assistance with project
communications, including the project media campaign, the project website, training
workshops, demonstration events, schools educational programme and other out-reach,
awareness-raising and dissemination actions.
Analysis and interpretation of farm data and evaluation of the effectiveness of the project
concrete conservation actions.
Contributing to the data management, including
development and maintenance of the project Geographical Information System (GIS).
Report writing, including providing input to the interim and final Project Reports and other
project publications. Contribute to the production of scientific papers for peer-reviewed
journals. Presentation of project findings and attendance at relevant conferences as
required.
Networking with relevant projects across Ireland and the EU, particularly projects on
freshwater pearl mussel conservation.

Qualifications and Experience
Essential:
Candidates must, on or before the closing date for the competition stated on the
Application Form,

have achieved a level 8 on the National Framework of Qualifications in Agricultural
Science, Environmental Science, Ecology, Zoology, Botany
and

have a minimum 3 years post-qualification experience relevant to this post
and

have a full clean driving licence and access to their own transport.
In addition candidates must demonstrate an appropriate level of competence in those
competencies listed in the “Key Competencies for the Role” section above.
ELIGIBILITY TO APPLY AND CERTAIN RESTRICTIONS ON ELIGIBILITY
Citizenship Requirement
Candidates should note that eligibility to compete is open to citizens of the European Economic
Area (EEA). The EEA consists of the Member States of the European Union along with Iceland,
Liechtenstein and Norway. Citizens of non-European Economic Area (EEA) States will not be
eligible to compete. A candidate who is in doubt in this regard should consult the Department of
Jobs, Enterprise & Innovation.
Incentivised Scheme for Early Retirement (ISER):
It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department
of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for
another position in the same employment or the same sector. Therefore, such retirees may not
apply for this position.
Department of Health and Children Circular (7/2010):
The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary
Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the
VER scheme that persons availing of the scheme will not be eligible for re-employment in the public
health sector or in the wider public service or in a body wholly or mainly funded from public moneys.
The same prohibition on re-employment applies under the VRS, except that the prohibition is for a
period of 7 years, after which time any re-employment will require the approval of the Minister for
Public Expenditure and Reform. People who availed of either of these schemes are not eligible to
compete in this competition.
Collective Agreement: Redundancy Payments to Public Servants
The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel
Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been
reached between the Department of Public Expenditure and Reform and the Public Services
Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a
condition of the Collective Agreement that persons availing of the agreement will not be eligible
for re-employment in the public service by any public service body (as defined by the Financial
Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from
termination of the employment. Thereafter the consent of the Minister for Public Expenditure and
Reform will be required prior to re-employment. People who availed of this scheme and who may

be successful in this competition will have to prove their eligibility (expiry of period of non
eligibility) and the Minister’s consent will have to be secured prior to employment by any public
service body.
Ill-Health Retirement:
Please note that where an individual has retired from a Civil/Public Service body on the grounds
of ill-health his/her pension from that employment may be subject to review in accordance with
the rules of ill-health retirement within the pension scheme of that employment.
Declaration:
Applicants will be required to declare whether they have previously availed of a public service
scheme of incentivised early retirement. Applicants will also be required to declare any
entitlements to a Public Service pension benefit (in payment or preserved) from any other Public
Service employment and/or where they have received a payment-in-lieu in respect of service in
any Public Service employment.

Farm Advisor KerryLIFE Demonstration project 2014-2019
Principal Conditions of Service
1. General
The appointment is funded under European Union’s LIFE+ programme and is subject to the Civil
Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and
Appointments) Act 2004, and any other Act for the time being in force relating to the Civil Service.
2. Salary
The payscale is as follows:
€50,277 €51,449 €52,610 €53,781, €54,949,
Increments may be awarded annually subject to satisfactory performance.
Important Note:
Different pay and conditions may apply if immediately prior to appointment the appointee is a
serving Civil or Public Servant.
3. Tenure
The appointment, which is funded under the European Union’s LIFE+ programme is to a
temporary, non-established position in the Civil Service on a fixed-term contract for a period of
five years and 2 months years with effect from the specified start date. The appointment carries
no entitlement to established status, by way of limited competition or otherwise.
In accordance with the Protection of Employees (Fixed Term Work) Act 2003, the contract is on a
fixed-term, whole-time contract basis only, on the following grounds - This appointment is a
temporary one and is for a strictly limited single fixed-term, not exceeding 62
months from the date of appointment, to the position of Farm Advisor of the KerryLIFE
demonstration project that will operate in the project area in South Kerry from 2014-2019.
4. Probation
The officer must serve a probationary period which normally will last for one year. Should the
services of the officer be satisfactory as regards health, conduct, efficiency and performance
generally during the probationary period, the officer will, on completion of the period, will be finally
appointed for the stated period of tenure.
5. Superannuation and Retirement
The position is non-pensionable. A facility to have contributions deducted in respect of a Personal
Retirement Savings Account (PRSA) will be available.
6. Pension-Related Deduction
This appointment is not subject to the Pension-Related Deduction (PRD) in accordance with the
Financial Emergency Measures in the Public Interest Act, 2009.
7. Official Secrecy and Integrity:
The appointee will be subject to the Provisions of the Official Secrets Act, 1963, as amended by
the Freedom of Information Acts 1997 and 2003. The officer will agree not to disclose to third
parties any confidential information either during or subsequent to the period of employment.
8. Civil Service Code of Standards and Behaviour:
The officer will be subject to the Civil Service Code of Standards and Behaviour.
9. Ethics in Public Office Act 1995:
The Ethics in Public Office Acts 1995 will apply, where appropriate, to this employment.

10. Political Activity:
During the term of employment the officer will be subject to the rules governing civil servants and
politics
11. Outside Employment:
The position will be whole time and the appointee may not engage in private practice or be
connected with any outside business, which conflicts in any way with his/her official duties,
impairs performance or compromises his/her integrity.
12. Organisation of Working Time Act 1997:
The terms of the Organisation of Working Time Act, 1997 will apply, where appropriate, to your
employment.
13. Hours of attendance:
Hours of attendance will be fixed from time to time but will amount to not less than 43 hours and
15 minutes gross per week or 37 hours net of lunch breaks.
14. Annual Leave:
The annual leave allowance will be 29 working days per annum. This allowance is subject to the
usual conditions regarding the granting of annual leave in the Civil Service and is on the basis of
a five-day week and is exclusive of the usual public holidays.
15. Sick Leave:
Pay during properly certified sick absence, provided there is no evidence of permanent disability
for service, will apply on a pro-rata basis, in accordance with the provisions of the sick leave
circulars.
The appointee will be required to sign a mandate authorising the Department of Social Protection
to pay any benefits due under the Social Welfare Acts direct to the Department of Arts, Heritage
and the Gaeltacht and payment during illness will be subject to the officer making the necessary
claims for social insurance benefit to the Department of Social Protection within the required time
limits.
16. Assignment/Location:
Your headquarters will be such as may be designated from time to time by the Head of
Department. An office will be established in the project area in South Kerry for the project
duration. Successful candidates will be required to work in the office.
When absent from home and headquarters on duty you will be paid appropriate travelling
expenses and subsistence allowances, subject to the normal Civil Service regulations.

Candidates do not need to submit a Curriculum Vitae.
Your fully completed application form must be submitted to [email protected] by the
closing date and time stated on the Application Form.
The admission of a person to a competition, or invitation to attend interview is not to be taken as
implying that the Department of Arts, Heritage and the Gaeltacht is satisfied that such a person
fulfils the requirements.
On receipt of an application you will be issued with an acknowledgement by email. . Please note
that all further correspondence will be carried out via email.
It is anticipated that the interviews for this post in addition to the other three posts will be
held from the week beginning the 13th of October 2014. Without prejudice to the outcome

Selection Methods
The selection process may include some or all of the following:
 shortlisting of candidates on the basis of the information contained in their application
 initial / preliminary interview
 presentation or other exercises
 a final competitive interview
 any other tests or exercises that may be deemed appropriate
Shortlisting
If the numbers applying for the position are such that it would not be practical to interview
everyone, the Department of Arts, Heritage and the Gaeltacht may decide that a number only will
be called to interview. In this respect, the Department of Arts, Heritage and the Gaeltacht provide
for the employment of a short listing process to select a group for interview who, based on an
examination of the applications, appear to be the most suitable for the position. A shortlisting
panel will examine the applications against pre-determined criteria based on the requirements of
the position and the Key Competencies for the role. This is not to suggest that other candidates
are necessarily unsuitable or incapable of undertaking the job, rather that there are some
candidates, who based on their application, appear to be better qualified and/or have more
relevant experience. It is therefore in your own interest to provide a detailed and accurate

Security Clearance
Garda vetting may be sought in respect of individuals who come under consideration for
appointment. The applicant will be required to complete and return a Garda Vetting form should
they come under consideration for appointment. This form will be forwarded to An Garda
Síochána for security checks on all Irish and Northern Irish addresses at which the applicant
resided. If unsuccessful this information will be destroyed by the Department of Arts, Heritage
and the Gaeltacht. If the applicant subsequently comes under consideration for another position,
they will be required to supply this information again.
Other important information
The Department of Arts, Heritage and the Gaeltacht will not be responsible for refunding any
expenses incurred by candidates.
The admission of a person to a competition, or invitation to attend an interview, is not to be taken
as implying that the Department of Arts, Heritage and the Gaeltacht are satisfied that such person
fulfils the requirements of the competition or is not disqualified by law from holding the position

Should the person recommended for appointment decline, or having accepted it, relinquish it or if
an additional vacancy arises the Department of Arts, Heritage and the Gaeltacht may, at its
discretion, select and recommend another person for appointment on the results of this selection
process
Candidates' Rights - Review Procedures in relation to the Selection Process
The Department of Arts, Heritage and the Gaeltacht will consider requests for review in
accordance with the provisions of the codes of practice published by the CPSA. The Codes of
Practice are available on the website of the Commission for Public Service Appointments
http://www.cpsa.ie/
Where a candidate is unhappy with an action or decision in relation to an application, s/he can
seek a review under Section 7 of the code of practice: The candidate must address his/her concerns in relation to the process in writing, setting
out the basis for the complaint being made, to the Personnel Officer, Department of Arts,
Heritage and the Gaeltacht, 23 Kildare Street, Dublin 2, in the first instance. A complaint
or request for review must be made within 10 working days of the notification of the initial
decision or within 5 working days of the outcome of the informal review stage, if availed
of.
 However, where the decision being conveyed relates to an interim stage of a selection
process, a request for review must be received within 4 working days of the date of
receipt of the decision or within 2 working days of receipt of a decision under the informal
process; candidates electing to use the informal process at the interim stage must do so
within 2 working days of communication of the decision to them.
 In communicating the outcome to the candidate, which will be done by means of written
report, the initial reviewer should indicate that he/she may seek further review by referring
the matter to the Decision Arbitrator and that a request to do so must be made with 7
working days of receipt of the outcome of the initial review.

Where a candidate believes that an aspect of the process breached the CPSA’s code of practice,
s/he can have it investigated under Section 8 of the code by the CPSA.
Candidates' Obligations
Candidates should note that canvassing will disqualify and will result in their exclusion from the
process.
Candidates must not:



knowingly or recklessly provide false information
canvass any person with or without inducements
interfere with or compromise the process in any way.
A third party must not impersonate a candidate at any stage of the process.
Any person who contravenes the above provisions or who assists another person in
contravening the above provisions is guilty of an offence. A person who is found guilty of an
offence is liable to a fine/or imprisonment.
In addition, where a person found guilty of an offence was or is a candidate at a recruitment
process, then:
 where he/she has not been appointed to a post, he/she will be disqualified as a
candidate; and
 where he/she has been appointed subsequently to the recruitment process in question,
he/she shall forfeit that appointment.
Deeming of candidature to be withdrawn
Candidates who do not attend for interview or other test when and where required by the
Department of Arts, Heritage and the Gaeltacht, or who do not, when requested, furnish such
evidence as the Department of Arts, Heritage and the Gaeltacht require in regard to any matter
relevant to their candidature, will have no further claim to consideration.
