TENDER NOTICE FOR EMPANELMENT OF VENDORS &
RATE CONTRACT FOR SUPPLY OF PHYSICAL SECURITY
ITEMS
Allahabad UP Gramin Bank, the 2nd largest Gramin Bank of U.P. having more than 10,000 Crore
business and 555 Branches scattered in 11 Districts namely –
Banda,Jalaun,Hamirpur,Mahoba,Chitrakoot,Mirzapur,SonbhadraSitapur,Baharaich,Shravasti and
Lakhimpur
has planned to open approx. 100 new branches during the financial year 2013-14,
will require Physical Security Equipment for its Branches,
hence
Technical Bids and Financial Bids are invited from for supply of items of Physical Security
Equipment to Branches located in Various Regions of the Bank
In this context following points are to be noted:
i)
The unit rate as quoted by the manufacturers should be inclusive of cost, all type of
charges, transportation charge/delivery charge/taxes etc
ii)
Rates should uniformly be applicable for supply of the cash safe, FOR at the branches, which
are going to be opened shortly.
iii)
The rate will remain fixed for at least 6 months from the date of letter of indent.
iv)
The product should be of standard approved by BIS (Bureau of Indian Standards).
The tenderer should have a well-established and efficient service network at all major cities or near the
place where the safes are to be supplied.
2. The duly completed Technical Bids and Financial Bids (as per the format given below) in
separate sealed cover should be submitted by 31.05.2013 up to 1600hrs (04.00PM)

1.
In case of you being desirous to participate in the tender process then you are
requested to Submit your technical bid and financial bid separately for our scrutiny.
The technical bid should be correct as per BIS certifications (relevant certificates
attachments to be done) along with requirement of the Bank as mentioned in Para
06 onwards. The certificates and testimonials in support of the offered equipment should
be unambiguous and no clarification shall be sought.
2. Further, the sizes / weights and Volumes in MM/Kgs and liters please be mentioned for
Convenience of tabulation and comparison. The testimonials in support of first line of para2 above
should be on letterhead/Manufacturers stationery duly stamped.
On scrutiny of technical details if found the ineligibility of offered equipment the
financial bid of the said equipment shall not be considered.
3. The financial bids shall be opened on scrutiny of technical bids if found correct as
per minimum requirements as mentioned in para 06 and relevant BIS certification.
 Last date of receipt of tender is 31.05.2013up to 1600hrs (04.00PM) and the technical bid
shall be opened on 01.06.2013at 1130 hrs(11.30AM).

5. The bank at its discretion can get the equipment offered/supplied put to test for the
certification or any defect observed to rule out violation of BIS standards.
6. The minimum requirements as required by the Bank are as under for various items:

Class B Strong Room Door
Main Door
The main door should be in accordance with IS 11188: 1991 (Part I) for general specification in
addition to the following:
1. The main door shall consist of outer and inner mild steel plates conforming
to IS
2062:1992 for plates up to 15 mm thick strongly rimmed and continuously welded to form
a single structure and tightly enclosing a monolithic one piece solid slab of high speed drill
resisting and oxy acetylene torch resisting material that is at least 50 mm thick.
2. Door Frame: The doorframe should be one piece with a minimum thickness of 10 mm.
3. Thickness in door over locks: Should be of minimum 100mm thickness.
4. Locks: the door should have a minimum of 2 high precision 8 lever dual control locks.
5. 6. Lock Case: Should be minimum 2 step case construction covering entire jamb area.
7. Bolt Work: The bolt work should be mounted on a secure base transmitting motion to shooting
bolts on both the sides.]
8. Automatic Relocking Device: Automatic relocking device should be fitted on the door which
comes into operation if the lock is dislodged with explosives or other means.
9. Grill Gate: Grille Gate is to be hinged such that it opens inside and an unpickable dual control lock
capable
of operating from both sides is to be provided.
ADDITIONAL QUALIFYING CRITERIA: The tenderers should fulfill the following qualifying
criteria. They shall submit copies of documents to substantiate their qualifications along with the
technical and commercial bids failing which their tenders are liable to be rejected.

Only manufacturers are eligible to submit tenders.
 The Tenderer should have a Registered Office and Distribution set up and should have been
dealing with manufacture and supply of Strong Room Doors.
 The Tenderer should have well established and efficient service network at all major cities or
near the places where the safes are to be supplied.

The Tenderer shall furnish ST / VAT Registration numbers.
 The Tenderer should be an original equipment manufacturer of locks. The lock making process
should be computerized.

 The Tenderer should be a total security solutions provider, with capability of offering

Class BB Safe

The safe dimensions and specification shall be as per IS 550 ( Part 1 ): 2003.
 The safe shall be marked with IS 550 listing mark as per BIS Rules. The manufacturers at
any given point should be in a position to produce the BIS certificate for the safe offered
and quoted.
 The outer and inner body of the safe should be made of Mild steel conforming to
IS
2062:2008 and the total thickness shall be minimum 7 mm thick out of which the outer
body plate should be of 5 mm thick.

The thickness of door over the Bolt work should be 75 mm min.
 The thickness of the Torch and Tool resistant material in the body of the safe shall
be minimum 45 mm and for door minimum 50 mm.
 The Safes (61” and above) should have 4 way movable shooting bolts. No passive inactive
bolts
will be used.

The internal volume should be 336 ltr or more.

near the places where the safes are to be supplied.


Safe Deposit Locker Cabinet
The cabinet dimensions and specification shall be as per IS 5244:1991.
 All other sides of the lockers should be made of 5 mm high grade steel.
 The front or door plate of the shelves shall be reinforced of 10 mm or more high grade
steel.
 It shall be fitted with a high precision, unpickable, dual control 7 lever lock.
 For enhanced security, the cabinets should have provision for fitment of renter personal
lock and pad locking hasps.
ADDITIONAL QUALIFYING CRITERIA: The tenderers should fulfill the following
qualifying criteria. They shall submit copies of documents to substantiate their qualifications
along with the technical and commercial bids failing which their tenders are liable to be
rejected.


plate affixed to each Safe/ Deposit Locker Cabinet.

Type of Safe /Deposit Locker Cabinet;

d)
Year of manufacture; and
e)
Licence number. (CM/L.No.......).
MARKING ON KEYS - The keys supplied with Safe Deposit Locker Cabinet shall be marked with
an identification number different from serial number of the lockers & Bank /Branch name.
