Office Memorandum
Sub: - Guidelines for Buyer Registration as Head of the Department (HOD) on
Government e- Market Place (GeM) - Central Govt.! State Govt.! CPSU/
Autonomous bodies/ Local bodies.
With insertion of Rule 141A in GFR 2005 vide Ministry of Finance, Deptt of
Expenditure Circular No. F.26/4/2016-PPD dated 3rd May, 2016, Govt. users have been
authorised to source common use goods and services online from Government e
Marketplace (GeM). Government Buyers are required to register themselves on GeM
before making procurement. The Govt user registration guidelines are hereby issued; in
the succeeding paragraph, to facilitate the government users to register themselves on
GeM.
a) In GeM, the primary registration to the government users is granted at the level of
Director/Equivalent
officer as HOD in respective government departments
Details of
primary user are to be verified by verifying authority. Verifying authority should be an
officer from administration
of the organization (not below of the rank of
Undersecretary), who shall be competent to verify the details of primary user. An
intimation mail after registration of primary user/HoD will also be sent to the Head of
Organization who may be Secretary, Chairman, Principal Secretary, etc.
b) Primary user(s) or Head of Division/Department
(HOD) registered on GeM
himself/herself
shall not have any direct role required for buying in GeM, nevertheless
shall be assigned authority to create, edit and deactivate
subordinate
officers as secondary

various roles assigned to
users for buying on GeM within the concerned
role(s). The subordinate
officers
registered
as
secondary users shall have direct role based participation in GeM buying process.
c) The user(s) in respective government departments should visit GeM at urI:
https://gem.gov.in/to
create a Primary/HOD account in GeM and enter "Organisational
Information" and "Primary User Details" using the link "User registration Document"
at UrI: https://gem.gov.in/register/org/signup
in adherence to the guidelines for the
Primary/HOD
user registration hereby outlined in the succeeding paragraphs:
2. Registration Guidelines:
a) For "Organisational Information", the details of the user departments appear in
drop down menu. User departments are just required to select the appropriate
choices from drop down menu. In case, any of the Primary User department is
not appearing in drop down menu, the Primary User should enter the details of
their respective organisations under the head "OTHER". The same shall be
appropriately incorporated in the database for future references in GeM portal.
b) Under "Account information section", Primary users in respective government
user departments shall enter their "Aadhaar Number" in the system. Primary
user must have their Aadhaar linked mobile no. and after verifying through an
OTP his name, mobile number and email Id (if available in Aadhaar database)
shall be populated in the remaining cells of "Primary User Details". Primary
users are required to verify and ensure that the details as populated from
"Aadhaar" Database are correct. If the primary user does not have his mobile
no. linked with Aadhaar then he shall link his mobile no with Aadhaar from
UIDAI centre. In case, the Government users have their personal email ld in
Aadhaar database, the user shall edit the same to provide their official email Id
from drop down email domain or any other official mail Id in GeM online
registration form.
c) Primary users are also required to enter their other details such as official
telephone number, designation etc. in the GeM online registration form.
d) The users are required to validate their email ld and mobile number through
confirmation link on email and OTP on mobile.
e) The Primary Users are also required to separately provide the details of the
verifying !authenticating!administrative
Officer in their organisation including
his!her name, mobile no. and NIC email Id or any other official email ID.
f) After details of "primary user" are validated by system, an SMS to registered
mobile number and a confirmation mail shall be sent to the
"verifying/authenticating/ Administrative officer" of the organisation (as filled
by the Primary user). For validating/authenticating the primary user,
Administrative officer is required to verify the credentials of primary user as
filled by him. He is also required to enter the mobile no. and email Id of Head
of the Organization and duly e-sign it after entering his "Aadhaar" details. As
soon
as,
Verifying!authenticating!Administrative
officer's
validation!authentication is received by the system, the primary user account is
activated in GeM.
g) Once primary user account gets activated in the system, a confirmatory mail and
SMS shall also be sent to primary user, verifying!authenticating! Administrative
officer and Head of Organization by GeM Portal.
h) Primary users, in turn, can create secondary subordinate users in the system with
specific roles of Buyers, DDOs, Consignees and Paying Authority. The primary
users can also create a supervisor in the system to whom all the activities carried
out by secondary subordinate users are notified. Primary user is the
administrator of secondary subordinate users and supervisor under his control.
He can modify the roles assigned to them.
i)
For taking over of primary user, if any, the out-going primary user, on
transfer!superannuation, as the case may be, will hand over to his successor. The
new primary user after registering himself as guest user will sign-in to the GeM
portal. There he has to click on to the "New Primary User" tab and has to
provide all the required details along with the GeM registration number of his
organization and verification authority details. After the verification of primary
user by verification authority, a link will be sent to the outgoing primary user to
give his approval to transfer his account to new primary user. After getting the
approval of outgoing primary user within 5 days, an activation link along with
one time activation code will be sent to taking over primary user's official email
Id for the activation of primary user account of his/ her organisation
j)
In case oftransfer of secondary user, no charge hand over ofIds are required as
primary user can deactivate secondary user anytime and create new secondary
user with the new roles as per the requirement of the organization. GeM Portal
will handle the transfer of secondary users from one HOD to other HOD.
3. Registration guidelines for Primary/HOD user registration of Government Users
without e-mail Ids ending with nic.in/gov.in or those available in drop down list
a) If government user does not have email Id ending with nic.in/gov.in or not
available in the drop down list of GeM portal, such officers shall fill their
details online.
b) System generated report, duly e-signed by Primary user and verifying
officer shall be available to GeM admin online. GeM admin shall get the
credentials of such users verified in 05(Five) working days through call
centre and/or some dedicated third party. After the details of the User are
verified, user id and one time activation code of such users shall be sent to
user by speed post at their verified postal address and informative SMS shall
be sent to his mobile no. However, till the aforesaid provisions are made
operational in the online system, user shall submit the details duly filled in
the enclosed Performa, which are available on GeM portal to this office,
scanned copy through email for further necessary action for activation of
account. DGS&D has already created help desk for GeM in this regards and
details are available on GeM website (https://gem.gov.in).
