(A General Overview) All rules unaccounted for on this basic sheet will be subject to the high school WIAA rulebook. These league rules supersede the WIAA rules when there is a conflicting interpretation. No accident insurance will be provided for teams or players. Players should have adequate personal health and accident coverage before participating in the league. All players must have a completed liability form on file before participating in the program. FACILITIES & EQUIPMENT 1. The official net height is 7’11-5/8” or as close as equipment will allow. 2. The ball may be legally played off all overhead obstructions or the ceiling if it bounces back on the side of the team, which sent it to the ceiling. 3. Teams should not arrive any more then 10 minutes before game start. Doors to school will be locked until that time. Teams that bang, pound or pull on doors for entry will be assessed a forfeit and will not be allowed to play those evenings games. When doors unlock at 10 minutes till, teams must enter into foyer, change shoes and began stretching. Stretching will not take place in gym as games are going on and it will impact play. Players must not be bouncing balls in the foyer for warm-ups. If a team is found doing so, they will be assessed a forfeit for that evening. FACILITY SET UP The home team of the first game each night is responsible for assisting the site supervisor in set up of the court (standards, net and official’s stand). The home team of the final game each night is responsible for the taking down and putting away of the equipment (standards, net). Home teams listed second on your schedule. CHILDREN/SPECTATORS No team will be allowed to have any children or other spectators present (in the gym or surrounding school facilities). Any team having spectators at the facility will automatically forfeit all 3 games. The games will not be allowed to be played and players with children/spectators will be asked to leave immediately- NO EXCEPTIONS. GENERAL RULES 1. 2. 3. 4. 5. 6. 7. 8. 9. There are a maximum six (6) players per team on the court (4M/2W, 3M/3W). There is no female contact rule! A team may play with no fewer than four (4) players. If a team plays with five (5) players then two (2) of those five (5) must be female. Net Height-Eight (8) feet Matches will consist of 4 games played to 21, win by 2, Cap at 25, and rally scoring. Substitutions may be made anytime the ball is not in play, but must stay in rotation. There will be one (1) thirty (30) second timeout per team per game. Any unsportsmanlike conduct will result in a loss of point and side out for the first offense. The second offense will result in removal of the game and facility. Clarification of Select Rules 1. Ball hitting on line is in bounds 2. Ball hitting overhead obstacle or basket support is in bounds if hit on your own team’s side and if it is not the third hit. However, if the ball hits the ceiling on your side on a hit and lands on the other team’s court, the ball is then out. 3. Ball hitting net on serve is a live ball. 4. Server must be behind line 5. Teams rotate clockwise upon receiving serve 6. Contact with the ball must be a “clear” hit. No palming, lifting, pushing or carrying of the ball allowed. Any palming or pushing of the ball will be called a lift. 7. Teams change courts and serve at end of each game. 8. Ball may be contacted by any part of the body. Use of head, fist, and feet are permissible. 9. Ball cannot be contacted twice in succession by the same player; however, simultaneous contacts by more than one player on same team are allowed and are considered as one play. Players participating in such simultaneous contact may participate in the next play. 10. Simultaneous contact by players on opposing teams also permit players involved to participate in next play; however, if this results in ball being shortly held it is a double fault and played over. 11. When players on opposing teams commit fouls simultaneously, it is a double foul and played over. Points are not scored on a double foul. 12. Touching net at any time is a foul, except when a hard driven spike forces net into a player while he/she is on his/her side of the court. Any player that touches the net after spiking a ball, the play will be whistled and called a side out. 13. A player may reach over the net while blocking or in follow-through of a hit ball, but cannot reach over net in attempt to intercept ball until opponent has completed attack. Thus, a spiked ball cannot be blocked until it has been hit. 14. A player may step on the centerline but not on the floor in the opponents’ court. Any part of a player’s body may be in the air below the net and beyond the centerline if he/she does not interfere with opponents play by either touching ball or opponent. 15. Three hits maximum each side; except when ball touches blockers hand(s) (three more hits are legal). 16. A player cannot attack or block the ball directly off the serve. 17. A player rotating off the front row must wait three rotations before returning to the front row. FORFEITURES 1. Forfeiture fee: $20.00 per team that does not send enough players for their game. It is to be paid before the next game can be played, no further notice will be given. Referees will be collecting the $20.00 if it is not turned into the Parks and Recreation Department office before match. If a team forfeits 2 times they will be dropped from the league and no $ will be refunded. 2. At the time the two managers conclude their meeting with the referee, if a team doesn’t have the minimum number of players (2 women, 2 men/2 women, or 1 man/3 women), that team will automatically forfeit one (1) game to the team that has the required number of players. If after 15 minutes, that team still does not have an adequate number of players, the other two (2) games will be forfeited to the team. If they do receive enough players during the 15-minute grace, they still forfeit the first game, and whatever the original start time was will be where the fifty-minute game time limit will be counted. The teams do not get fifty minutes from when there are enough players to begin. LEAGUE STANDINGS 1. Standings will be kept at Parks and Recreation office. You may also check standings on Web at www.ci.muskego.wi.us/parkrecreation however due to system issues they may not always be up to date. 2. At the end of the three matches, both team managers must sign the score sheet verifying the final scores. Once turned in even if an error was made it will stand. Revised 08/19/2015
