TIME
Fortyminutegameconsistingoftwotwentyminutehalves.Theintermissionbetweenhalvesshallbe

SCORING

Defensewillreceivethepointtotalthattheoffensewasattempting.AfterasuccessfulPAT,theball
willbegiventotheopposingteamontheir20yardline.Afterasafety,theballwillbegiventothe
scoringteamontheirown20yardline.Ballwillalsobeplacedonthe20yardlineafteratouchback.
GAMEPLAY
Offensehasthreeplaystomovetheballpastthefirstdownline.Onfourthdown,offenseisgiven
theoptiontoplayorpunt.Ifoffenseplays,anddoesnotmakeafirstdown,defensetakesoverat
thatspot.
NODIRECTSNAP
Theplayerwhoreceivesthesnapmustbeatleasttwoyardsbehindtheoffensivescrimmageline.
Directsnapsareillegal.(IllegalProcedure,5yards).
FLAGREMOVAL
Thefollowingaresomebasicrulesforlegaland/orillegalremovaloftheflags.
A. Deflagging(removaloftheflagofanoffensiveplayerbyadefensiveplayer)istheequivalentto
tacklinginfootballandmarkstheendoftheplay.Aplayermusthavepossessionoftheball
beforehe/shecanlegallybedeflagged.
B. Whenaplayerlosesaflagbelt,eitheraccidentally,inadvertently,oronpurpose,playcontinues.
Thedeflaggingrevertstoaonehandtagoftherunnerbetweentheshouldersandtheknees.
C. Incircumstanceswhenaflagisremovedillegally,playshouldcontinuewiththeoptionofthe
penaltyortheplay.Penaltyisapersonalfoul.
D. Pullingorremovaloftheflagbeltfromanoffensiveplayerwithouttheball,byadefensiveplayer,
isillegal.Penaltyisapersonalfoul.
E. Tamperingwiththeflagbeltinanywaytogainanadvantageincludingtying,usingforeign
materials,orothersuchactresultsinanUnsportsmanlikeConductpenalty.
F. Holding/Wrapping-upinanyway,whilepullingaflagisconsideredatackle(15yds+1stdown).
G. Theballwillbespottedatthespotofforwardprogressoftheball.

H. Inorderforaquarterbacktobeconsidereddowntheflagbeltmustbecompletelypulledbefore

FLAGGUARDING
Ballcarriermustattempttoavoiddefenders.Swingingthehandorarmovertheflagtoprevent
defenderaccessorloweringtheshouldertopreventaccessisprohibited(FlagGuarding-
10yards).Spinningisnotallowed(Nopenaltyballwillbespottedatthepointofspin).Divingfor
additionalyardageisnotallowedandwillresultinapenalty(Diving-5yards).
MINIMUMLINEPLAYERS
Theoffensiveteammusthaveatleast4playersontheirscrimmagelineatthesnap.Theremaining
playersmustbeeitherontheirscrimmagelineorintheirbackfield.Allplayersmustbeinbounds.A
playerinmotionisnotcountedasoneofthe4onthescrimmageline.

OFFENSIVESCREENBLOCKING
Theoffensivescreenblockshalltakeplacewithoutcontact.Thescreenblockershallhavehis/her
handsandarmsathis/hersideorbehindhis/herback.Anyuseofthehands,arms,elbows,legs,or
bodytoinitiatecontactduringanoffensiveplayer’sscreenblockisillegal.Ablockermayusehis/her

PASSING
A. Oneforwardpassperplay.Forwardpassescanonlybemadefrombehindthelineofscrimmage
(IllegalForwardPass-5yards&lossofdown).Allplayersareeligiblereceivers.
B. Nobumpandruncoverage.Thisincludesjammingthecenterandreceivers.Picksareprohibited.
Nocontactisallowedonpassplaysotherthanincidental.Interferencewillbejudgedonwhether
ornotaplayerimpedesanotherplayer’schancetotheballandwhethertheballwascatchable
(Interference-10yardslossofdown/firstdown).
C. Onefootinboundsforalegalcatch.If,aftercatchingaball,aplayerlandsoutofbounds;play
maybedeterminedalegalcatchifofficialdeterminesplayerwaspushed.Incasesofa
simultaneouscatch,theballisdeadandpossessiongoestotheoffensiveteam.

Anyplayercrossingthelineofscrimmagepriortothesnapwillresultinaninfractionandplayisdead
(Offside-5yards).Ifaplayerlinesupintheneutralzone,playwillproceed.Aflagwillbethrownat
thestartoftheplayandpenaltywillbecalled.FalseStartwillbecalledwhenanoffensiveplayer
simulatesthestartoftheplay(Offside-5yards).Theplaywillbeblowndead.
MOTION
Onlyoneoffensiveplayerisallowedinmotionpriortothesnap.
PUNT
Ifoffensepunts,bothteamslineupontheballandballissnappedtopunter.Puntertakesonestep
andkicks,theballmustbekickednotthrown.Ballisdownwhereitisfielded,goesoutofbounds,
rollsdead,orisatouchback.Thereisnorushandthekickingteamcancrossthelineofscrimmagein
ordertodowntheballonarollandthereisnoblocking/shieldingtheballbythereceivingteam.Ball
isdownatthespotifhitsthegroundafterifitisdroppedbyanyone.Therearenofakesallowed.
Anyviolationisillegalprocedure.Onlythereceivingteamcangainpossessionofthepunt.
FUMBLESANDTURNOVERS
ThereareNOfumbles(exceptionlateralsorlooseballsthatareinterceptedinflight).Fumblesarean
immediatedeadballandnochangeofpossessioncanoccur.Intentionalstrippingoftheballfroman
offensiveplayerisnotallowedandwillresultina10yardpenaltyfromthespotofthefoul.
Interceptionsmaybeadvanced.
TIEGAMES
Unlessmovedbyapenalty,eachteamwillstartfirstandgoalfromtheTWENTYyardline,witha
seriesoffourdowns.Coinflipdeterminesorder.Ifthefirstteamthatisawardedtheballscores,the
opponentwillstillhaveachancetowinthegame.Repeatuntiltieisbroken.Afterascoreteamswill
havetoattempteitheraoneortwopointPAT.
MERCYRULE
Ifateamisaheadby17points,ormore,withtwominutesremainingandthegameisdeemed
dangerousorlackadaisicalbytheofficialsitmaybecalled.Inanyeventofa23+pointdifferential
undertwominutestheclockwillcontinuetorun.
SUMMARYOFCO-EDRULES
