The building consist of an office building and a Data Centre. The Data Centre will be a flexible and reliable Data Centre with high aesthetical value that will cater to Turkcell’s IT and GSM processes. As such, the facility will need to meet a challenging combination of stringent requirements on reliability, aesthetical and overall quality and financial criteria. The 2.500 m2 office contains five floors and is connected to the Data Centre building. The 15.000 m2 Data Centre contains five modules, each consisting of three floors: the technical ground floor and on the first floor two white spaces of 500 m 2 and on the second floor two white spaces of 500 m 2. The Data Centre will be filled in phases. Initially the complete building will be build and the first two white spaces will be fitted out, resulting in a data centre of approximately 6 MW. Ultimately the Data Centre will be approximately 30 MW. This Request For Information (RFI) concerns the first phase of the development of this Data Centre. The project involves the architectural and civil construction, the Mechanical and Electrical installations for the office and the Data Centre. To select a General Contractor for this project a Tender Procedure has been put in place. First stage of this Tender Procedure is the pre-selection of a limited number of General Contractors who will be invited to tender for the above mentioned project. In the second stage the pre-selected General Contractors will receive the Tender Documents and will have the opportunity to submit a tender proposal. This Request For Information (RFI) relates to the first stage of above mentioned procedure and has been issued to all General Contractors that have shown interest. This RFI assesses your: - technical and professional capabilities; - financial and economic strengths; - eligibility. In your response to the RFI, you will need to demonstrate that you have the appropriate qualities and resources to successfully deliver the Data Centre and office building. 5/16 2 Service Requirements The selected General Contractor will be required to provide the following services for the Data Centre and the office: - Architectural and civil construction; Mechanical and Electrical installations; Project management; Preparation of Construction and as-build drawings; Test- and commissioning; Commissioning for Uptime TIER III certification; Services related with LEED Silver certification; Health and Safety; A period of one year guarantee and maintenance. A detailed scope of work, and drawings, will be provided to those invited to tender. 6/16 3 Time Schedule The key dates for the tender procedure are set out in the table below (although Turkcell reserves the right to vary key dates). Turkcell reserves the right to reject any Response which is received after this deadline. On receipt of the Responses, Turkcell will perform an evaluation of Responses with a view to selecting a shortlist of five General Contractors to be invited to submit a tender for this Project. 7/16 4 Responding to the RFI You must complete all relevant sections of the attached RFI response form in full. Additional information and supporting documentation should only be supplied where requested. Clearly state, together with reasons, if a section is not applicable to you. Responses should be in English, and should be concise and relevant. You should send your Response in pdf format to Mr. Murat Yildirim: [email protected] Turkcell shall have the right to disqualify you from tendering for the Data Centre if you fail to complete the relevant parts of the RFI (in full or part) as required by this document. Turkcell shall also have the right to disqualify your tender at any stage in the process if it becomes aware of any omission or misrepresentation in your response to any of the questions. 8/16 5 Queries Relating to This RFI You may submit, by no later than 7 November 2014, 17:00 hr (Istanbul time), any queries that you have relating to this RFI. Please submit such queries by email to Mr. Murat Yildirim: [email protected] Any queries should clearly reference the appropriate paragraph in the documentation and, to the extent possible, should be aggregated rather than sent individually. As far as is reasonably possible, Turkcell will respond to all reasonable requests for clarification of any aspect of this RFI and supporting documents, if made before the above deadline. Turkcell will aim to provide its response by 10 November 2014, 17:00 hr (Istanbul time). Queries received after the above deadline will neither be answered nor read. 9/16 6 Conditions In submitting a Response to this RFI it will be implied that you accept all the provisions of this RFI including these conditions. 6.1 Your RFI is submitted on the basis that you consent to: - Turkcell carrying out all necessary actions to verify the information that you have provided; - The analysis of your Responses (in full or part) being undertaken by a third party commissioned by Turkcell for such purposes; and - Turkcell requesting further information from you as part of this verification process or to clarify any elements of your Response that are not clear. 6.2 Turkcell reserves the right to issue the response to any query raised by you to all Tendering Organizations unless you expressly require it to be kept confidential at the time the query is raised. If Turkcell considers the contents of the query not to be confidential, it will inform you and you will have the opportunity to withdraw the query. 6.3 The information contained in this RFI and the supporting documents and in any related written or oral communication is believed to be correct at the time of issue but Turkcell will not accept any liability for its accuracy, adequacy or completeness and no warranty is given as such. This exclusion does not extend to any fraudulent misrepresentation made by or on behalf of Turkcell. 6.4 By issuing this RFI, Turkcell is not bound in any way to enter into any contractual or other arrangement with you or any other party. 6.5 It is intended that the remainder of this procurement will take place in accordance with the provisions of this RFI but Turkcell reserves the right to terminate, amend or vary the procurement process by notice to all tendering organizations in writing. Turkcell will accept no liability for any losses caused to you as a result of this. 6.6 You will not be entitled to claim from Turkcell any cost or expenses that you may incur in preparing your Response. 6.7 All information supplied to you by Turkcell, either in writing or orally, must be treated in confidence and not disclosed to any third party (save to your professional advisers) unless the information is already in the public domain. 6.8 Any attempt by you or your appointed advisers to inappropriately influence the contract award process in any way will result in your Response being disqualified. Any direct or indirect canvassing by you or your appointed advisers in relation to this procurement or any attempt to obtain information from any of the employees or agents of Turkcell concerning another tendering organization may result in disqualification at the discretion of Turkcell. 6.9 It is your responsibility to ensure that any consortium member, sub-contractor and adviser abides by these conditions. 10/16 7 Appendices A. Data Centres at least 5,000 m2 and preferably compliant to Uptime Institute Tier III or higher and/or LEED Silver or higher. Projects should be listed in order of decreasing value. Projects should have preferably included the services as mentioned in paragraph 2 of the RFI. Please state the number of your staff that have Data Centre experience. Provide CV’s of staff personnel (not contract workers) that have Data Centre experience in a minimum of three projects. A minimum of twenty such CV’s is required and should include at least the following positions: a. b. c. d. e. Based on your previous experience please identify the most important factors that have made projects similar to the proposed projects a success and describe any pitfalls encountered and how you addressed these. 10. Give details of any projects for contracts in which the Tendering Organisation has been involved where there has been a failure to complete the project by the scheduled completion date or where there have been complaints and/or formal court claims in relation to the project. Include, for each project, the reasons for the failure or claim. 11. State if your organization has, or is seeking, certification under any international, European, or other quality standards (e.g. EN ISO 9000 etc).
