STRENGTHENING PLANNING PROCESS AND INFORMATION TO THE APPLICANTS Result Framework based Planning - The government of India has initiated the result framework based planning process for outcome monitoring and for focusing on the sectors with growth potential. The process has been initiated at government of India level from 2009. The line ministries have prepared the Result Framework Documents (RFD) for 2010-11. Now the result framework based planning is to be extended to the state level. The planning process should identify the growth engines of economy and monitor the planned growth. It requires equipping well and enhancing the capacity of the organisations involved in planning process and enhancing the capacity of line departments for focus on growth engines and RF based planning. Similarly it is essential that the district level planning is strengthened to identify the sectors contributing for growth or have the potential to grow. The district level planning process would also need to be strengthened under the leadership of the District Collector and coordinated by the Chief Planning Officer. Identifying the Growth Engines - Analysis of economic sector wise GSDP data for the state of the last decade by the Planning Department has shown significant and substantial growth rate in sub-sectors such as horticulture, livestock, fishery, construction, registered manufacturing, tourism and hospitality supporting services, communication. These sub-sectors demonstrate the potential to provide a higher growth rate to the state’s economy through identified growth engines. Concerns in Social Sector - Analysis of education, health, poverty indicators and programmes of the state show concern areas to achieve the national and Millennium Development Goal targets. By focusing on them in through adequate allocations and policy support it is possible to achieve the targets set for the year 2015. Need for Reorganising the Process - To facilitate and marshal such an eventuality the state proposes to put mechanism in place to analyse the trends and identify the growth areas to formulate requisite policy, programmes that need to be reflected in its future Annual and Five Year Plan for result frame work based creation of infrastructure and investments. In tune with requirements following actions are initiated at district level and Planning Department level. District Level – The CPO office and mandal ASO to be strengthened utilizing the grant form government of India under XIIIth Finance Commission and Andhra Pradesh Strategic Statistical Project.. The strengthening would provide ICT based backbone, expanding the scope of data collection to cover the emerging sector of the economy and enhancing the interpretation and analytical skills of the staff of the Director of Economic and Statistics and CPOs Planning Department Level – The Planning department would act as a link between the line departments and national, international expertise, provide professional data interpretation and analysis support through following two societies CESS and APSDMS. The Center of Economic and Social Studies(CESS) supported by GoAP and GoI would be involved as a regular partner in planning process. The Center would lead the working groups on various subjects for identification of growth engines, institutionalize the RFD based planning leading to the XIIth Plan The Center would require national and international expert support through short term consultancies for such working groups and workshops/seminars. No. (P) No. 1 dated 06.01.2003 under the Chairmanship of Hon’ble Chief Minister to take over implementation of long-term hazard mitigation activities pertaining to the Andhra Pradesh Hazard Mitigation and Emergency Cyclone Recovery Project (APHM & ECRP) has completed the installation of necessary hardware and modeling software. Presently, the hazard modeling software is under testing with the help of two advanced computers to provide up to date and real time information that would help in forecasting and early warning system for natural hazards like cyclone, floods, etc. and the areas that may be affected adversely. It is proposed to institutionally strengthen the Society to support the Planning Department to undertake the activities pertaining to RF based planning and growth forecasting through professional support and networking with various national international organisations. It is proposed to re-name the Society as Andhra Pradesh State Development Planning Society to suitably reflect its new activities. It is proposed to suitably and accordingly modify the internal structure of the society to enable it to discharge the revised mandate effectively by creating following four units in the society with deputed and/or hired experts to carry out its activities. 1. Vulnerability Modeling Unit for i) vulnerability mapping; ii) prepare disaster mitigation plans; iii) propose actions to integrate the mitigation plans with the regular planning process; iv) build a strong, and reliable disaster warning dissemination system; and v) analyze climate change patterns and impacts in the state to prepare the mitigation and adaptation plans in close coordination with 7 National Missions on climate change (Solar Energy, Enhanced Energy Efficiency, Sustainable Habitat, Water Resources, Green India, Sustainable Agriculture, and Strategic Knowledge for Climate Change). The Terms of Reference (ToR), qualification and experience required for various positions of this unit is listed below. 2. Economic Growth Unit for i) gap and growth analysis of state’s economic sectors; ii) modeling, making projections, forecasting and variance analysis of state’s economic sectors; and iii) outcome monitoring of economic sector programmes under the Annual and Five Year Planning of the state. The Economic Growth Unit will cover all economic sectors of agriculture, industry, services and infrastructure, specifically the 10 to 15 potentially high growth sub-sectors to be identified. The Social Development Unit will cover subjects such as education, health, minorities, youth, scheduled caste and scheduled tribe, poverty reduction and self help groups. Knowledge Management Unit for i) establishing a state data management system and server covering all economic and social sectors listed above; ii) integrate the data system and server with government department and district data centres for regular and real time date updating; ii) data analysis and graphical and spatial visualization of data for dissemination; and iv) provide decision support service to identified government departments at state level. Presently these models are being run with NCEP data. It is proposed to enhance the accuracy levels by enhancing the input to the models and also to work out the value addition to the output. Implementation of alternate models like MM5 / WRF Quality improvement of Input to models Assimilation of ground data at the time of input preparation Output Data presentation for sharing Qualification and Experience Post Graduate in Meteorology or related subject. At least 20 years of related operational experience in weather forecast. 2 Cyclone Modelling Storm Surge Modeling Expert Operational Expertise in estimation of rainfall during low pressures, depressions and cyclonic storms An eye on futuristic value additions to the models in place Ability to guide a team in achieving the objectives. Must be conversant with the modeling activities, preferably with PUM model developed by UK Met Office. APSDMS has implemented Delft3d Model for forecast of Storm Surge Inundation and Tidal activity along AP Coast covering entire Bay of Bengal, 20 Km inside the coastline and entire delta areas. At least 20 years of experience in weather forecast during Cyclones APSDMS would like to estimate tidal activity during normal as well as periods of cyclone or Tsunami activity. Map vulnerable areas along AP coast for all possible Cyclone cases as well as Tsunami cases. The models set up for all rivers with finer data sets need to be carried out. APSDMS has prepared a long-term Hazard planning and vulnerability reduction action plan in respect of droughts in association with CRIDA.
