PURPOSE OF THE JOB

To assist the Head of Property Strategy & Projects together with the
Senior Development Surveyors ( (Regeneration) & (Planning) in the
effective management development and delivery of the statutory and non
statutory functions across the Council’s entire Property Portfolio, with
specific focus on major housing and town centre regeneration projects
Borough wide. This will involve the acquisition and disposal, letting and
licensing of buildings and land and ensure best value in all property
transactions and capital or rental valuations of land, property or other
property related interests

To contribute to the implementation of the Council’s Corporate Asset
Management Plan through reports and projects

To contribute to the development and implementation of property
regeneration strategies, programmes and projects

To provide property advice, professional support and information to
members of the public, agents, tenants, purchasers, other Council
Departments and Council Members

To deputise for the Senior Development Surveyors (Regeneration) &
(Planning) as and when required on all matters relating to both the housing
and town centre regeneration projects and the assessment of and
provision of planning viability reports on planning applications such to
maximise levels of affordable housing
SPECIFIC SERVICE ACCOUNTABILITIES

To lead in the inspection, valuation, negotiation and agreement of terms
for sale, lease or purchase of sites, houses or business premises,
including through private treaty, formal & informal tender, auction or
compulsory purchase

To make recommendations on the preparation of options appraisals,
feasibility studies, financial appraisals, regeneration initiatives for small to
medium sized projects and where directed, assist in more complex and
large projects, including specific reviews of high profile elements of the
Council's property portfolio

To make recommendations for, and assist in the procurement of building
service contracts (cleaning/security etc), including the supervision of
appointed contractors

To assist the Senior Development Surveyor ( Regeneration) by
undertaking valuations and negotiation of terms for the acquisition of
leasehold interests on Housing Regeneration estates within agreed
timeframes to meet the regeneration programme

To assist the Head of Property Strategy & Projects in the delivery and
implementation of the Council’s property disposal programme, to ensure
that capital receipts are maximised and received on time to help support
the Council’s future capital programme requirements.

To prepare work specifications for the procurement of external consultant
services as required and when required to deliver upon the housing and
town centre regeneration programme and planning viability assessments.

To help manage those contracts for externally appointed consultants.

To assist the Senior Development Surveyor (Planning) in the preparation
of planning viability reports on all planning applications seeking to
maximise the provision of affordable housing and ensuring the timescales
for delivery of these reports as set down in the Service Level Agreement
with Development Management are met.

Technical Experience/ Skills/Knowledge

Ability to demonstrate an understanding of general valuation practice and
surveying techniques across a full range of properties and development
proposals

Ability to deal with Strategic Property & Projects issues effectively and
knowledgeably in the absence of the Senior Development Surveyors
(Regeneration) & (Planning)

Ability to assist with research for property strategies, market and general
matters

Evidence of an ability to learn new skills and develop knowledge

Evidence of organising and prioritising a complex and diverse range of
work

Ability to demonstrate a current awareness, understanding and application
of property and health and safety legislation

Ability to advise the Council and clients on property matters


Qualification

Qualified Chartered Surveyor (RICS)

A broad range of demonstrable and relevant experience in property
development, agency, investment or regeneration and adept in
undertaking a variety of functions and covering all property types. This
should include preparing non complex leases, asset management support,
negotiating, lettings and marketing and capital and rental valuations.
Providing support to the development, preparation and implementation of
property projects and programmes. Evidence of working on own initiative
and being able to write clear and concise reports and correspondence.
Evidence of being able to advise the Council and clients on less complex
property transactions.

Good project management skills

Excellent ICT skills are required with specific and sound knowledge and
use of particular development packages such as Argus developer and also
the GLA toolkit
