4.1: Identify Primary Users. Your evaluation will eventually be used to inform the future actions of your steering committee, as well as the future actions of other primary users. Begin by identifying and bringing together your primary users and stakeholders to share in decision-making about the evaluation. Identify the 3 types of user groups for your activities. Use your action plan to identify specific user groups. Type Who is carrying out the strategic action(s)? Who is affected by the strategic action(s)? Examples Management, program staff, partners, funding agencies, and coalition members. Clients, customers, patients, advocacy groups, community members, and elected officials. Community partners, funding agencies, Who will use the coalition members, and the general public or evaluation results? taxpayers. These groups can vary depending on the dimension and the type of activity: Local program administrators, staff, and volunteers Municipal council Local seniors’ association Law enforcement and legislators Transit operators Employers and volunteer coordinators Health care providers Urban planners and developers Local business owners Advocacy groups Use this worksheet by the CDC to guide questions for brainstorming. Depending on the stakeholder, their role may be to: Define the activities that are being evaluated; Focus the design of your evaluation by helping to choose the methods and indicators; Justify the conclusions of the evaluation by providing context; or Ensure use of the evaluation findings in future actions.
