AN OVERVIEW
East Coast Railway with its headquarters at Bhubaneswar has become fully functional w.e.f.
01.04.2003 with jurisdiction over three divisions namely, KUR, SBP & WAT. The Railway
covers the states of Orissa, Andhra Pradesh & Chhattisgarh, with 2512.484 Route Kms. (BG
& NG) with 281 Railway Stations. It is famous for its Cultural Heritage like the World
famous Lord Jagannath Temple at Puri, Sun Temple at Konark, Buddhist Monuments near
Bhubaneswar and the important tourist spots like the Sea Beaches at Puri, Chandipur,
Konark, Gopalpur & Visakhapatnam.The major Sea-ports of Paradeep, Gopalpur and
Visakhapatnam falls within the jurisdiction of this Railway. The area also includes the
Wildlife Sanctuaries of Simlipal, Tikarapara and Bhittarkanika where rare species of wildlife
are being preserved. The beaches are also popular for nesting of OLIVE RIDLEY turtles. The
major Sea-ports play an important role for Railways by providing infrastructure of various
minerals & ores being exported outside India. Besides, the coal fields of Talcher and
Jharsuguda, the NALCO at Damanjodi & Angul, Steel Plants at Rourkela & VSKP gives
important and big revenue to the Railway exchequer by transport of their products through
trains.

SCHEME OF “HONORARY VISITING SPECIALISTS”
In terms of Letter No. 2005/H-1/12/34 of the Ministry of Railways, Govt. of India(Railway Board), the
scheme of “Honorary Visiting Specialists” has been adopted overEast Coast Railway. As per the scheme,
the maximum number of such specialists that can be engaged is as follows:
• For Central Hospital, Bhubaneswar (Orissa)
- 10 nos.
• For Divisional Railway Hospital, Visakhapatnam (A.P)
- 04 nos.
• For Divisional Railway Hospital, Khurda Road (Orissa)
- 04 nos.
• For Divisional Railway Hospital, Sambalpur (Orissa)
- 04 nos.
The specialty in which the Honorary Visiting Specialists are to be engaged is to be decided by the Chief
Medical Director, East Coast Railway, Bhubaneswar.
Qualifications and Experience:
• Minimum Post-Graduate Degree from a recognized University.
• Minimum 5-years experience in the professional work related to concerned specialty after obtaining
P.G. Degree.
• The Specialist doctor must have earned reasonable amount of popularity and
confidence in the city/town.
Competent Authority to approve engagement
• For a person being engaged for the 1st time as “Honorary Visiting Specialist”, approval will be given by
Director General (Railway Health Services), Railway Board, New Delhi.
• First extension at the end of 1st year will be given by Director General (Railway Health Services),
Railway Board, New Delhi based on performance.
• Further extension based on performance will be given by General Manager of East Coast Railway,
Bhubaneswar. But, after completion of every 5 years, repeat approval of Director General (Railway
Health Services), Railway Board, New Delhi is essential.
Age Profile
• During 1st engagement, the preferred age is between 40 years to 50 years.
• Upper age limit of continued engagement is 60 years.
• Exceptional cases need to be referred to Railway Board.
Tenure of working
• Each time the offer is given, it is to be given for one-year only.
• After expiry of one-year, extension can be given as mentioned above.
Number of visit/Number of Hours etc.:
Honorary Visiting Specialist can be engaged as per any of the following three patterns:
• Average of 2 hours every day/6 days/Week
• Average of 2 hours every day/4 days/Week
• Average of 2 hours every day/2 days/Week

In addition, they will have to come to hospital whenever called in for emergency on any day, including
Sunday and off day (for 4 days & 2 days/Week) and at any time of the day.
How to decide about who should be engaged for 6 days/4 days/ 2 days per Week:
• Major Clinical Specialists are to be engaged for 6 days/Week irrespective of workload.
• Minor Clinical Specialists are to be engaged for either 6 days/Week or 4 days/Week depending upon
workload.
• For Para Clinical Subjects (Radiology, Pathology etc.), they are to be engaged for 6 days/4 days/2 days
per week depending upon the workload.
Honorarium to be paid:
• For 6 days/Week - Rs.20000/- P.M.
• For 4 days/Week - Rs.14000/- P.M.
• For 2 days/Week - Rs. 7000/- P.M.
Free Railway Passes:
• One set of Complimentary Railway Pass valid all over Indian Railway & Konkan
Railway in AC two tier including Rajdhani Express and in AC Chair Car of Shatabdi Express for
self+Spouse and dependent Children (as per rules applicable for Railway employee) will be made
available as per the entitlement of Selection Grade officers in each calendar year.
• The Complimentary Pass can be availed after 3 months of engagement for the Calendar year. With the
implementation of this scheme, the Honorary Visiting Specialists will be giving consultations &
performing operations and other advice as required. They would be performing operations also in the
Railway Hospitals, and those cases that require referral and the condition of the patient is such that it is
manageable during operation and postoperative period in that Railway Hospital, will not be referred to
Private/Govt. hospitals, for the specialty for which visiting specialists are available in that Railway
Hospital. It isfurther clarified that few high risk patients will still be required to be referred to
highermedical centers.The above scheme is valid upto 30.06.2011. Further extension will be considered
based on the financial implications of the scheme.
Procedure of selection:
The Medical Director and the Chief Medical Superintendents of the abovementioned Central Hospital and
Divisional Railway Hospitals respectively, after proper market survey, will short-list Specialist doctors
having proven abilities as judged by local reputation, publication and attachments. After holding
negotiations with them, the most suitable specialist doctors will be recommended. The above exercise has
been completed for the Central Hospital, Bhubaneswar, Divisional Railway Hospital, Sambalpur and the
Divisional Railway Hospital, Visakhapatnam.
Present day position :
• At Central Hospital, Bhubaneswar, the appointment has been completed with the sanction of Railway
Board. Ten(10) specialist doctors are attending now.

At Divn.Hospital, KUR one HVS is working.

At Divn.Hospital, VSKP one HVS is working.

At Divn. Hospital, SBP four HVS are working.
