REQUEST FOR PROPOSALS
A.
Introduction
The Kennebec Regional Development Authority (KRDA) is requesting proposals
(RFP) from developers interested in providing building solutions for
firms/tenants which have expressed an interest to invest into FirstPark. The
KRDA has been actively seeking foreign direct investment (fdi) from firms beyond
the state and in particular Canadian companies. Many of these are small-tomedium sized enterprises (SME) making their first phased expansion into the US
and or the state. As such these firms are envisioned to be small leaseholds
(1,500-5,000 SF) which the KRDA will bundle for a larger facility buildout.
B.
Background
The Kennebec Regional Development Authority is a quasi-municipal organization
created by the State Legislature to construct, own and operate a regional super
park. It is at this venue that building development is envisioned.
The Kennebec Regional Development Authority lacks the resources to develop
speculative buildings. The Board of Directors of the Kennebec Regional
Development Authority seeks to identify private sector partners who would be
willing to partner with the regional authority on the build-out of FirstPark.
The KRDA’s intent is to share the risk and the reward of the building
development on the Park. Although aggressive speculative office building
development would be preferred – the KRDA understands that alternative
buildout solutions should be explored. The KRDA intends to explore those
options with interested developers. The current value proposition is that the
KRDA is securing the interest of SMEs to establish a presence in the region and
the Park. There may be value in establishing a first mover advantage with the
KRDA.
C.
Project Concept Information
The Authority intends for a private developer or team to develop, own and
operate or arrange for the operation of the following proposed components on
FirstPark:
A Professional Office Building with the following characteristics
Footprint of 15,000 – 60,000 SF

Total building size: 30,000 – 60,000 SF
On either lot two (2), three (3), four (4), five (5) or ten (10) of FirstPark
From one (1) to three (3) stories
Preferred use is professional office space
The Authority will provide the following
Tenants/leases for approx. 50% of building space
All utilities and infrastructure to the site
Pre-permitted lots
D.
Objectives
The KRDA seeks to negotiate with interested developers who share the vision
and the value proposition that KRDA and FirstPark offers. As such the KRDA
seeks proposals from interested developers to determine the potential for a lot
sale and build out of same lot in accordance with the Park’s covenants.
E.
Proposal Submission
Proposals are to be submitted to the Executive Director, Kennebec Regional
Development Authority., no later than 30 June 2016.
Proposals may be
submitted electronically. Any plans or diagrams should be formatted no larger
than 11 inches by 17 inches. The proposal should follow the headings and
format presented in the next section of the FRP. Following the receipt of
qualified proposals, the Authority may schedule presentations and interviews
with qualified developers.
All submissions are due by 5:00pm on 30 June, 2016.

F.
Submission Elements required from Developers and Format of
Proposals
Written proposals should be presented in the following format, utilizing the
headings presented below for the organization of the responses
Developer: Indicate the name, address and telephone number of the proposed
developer(s) of the project. Provide a single name of the contact person who
can speak for all involved.
Overview of Proposal: Present a statement of the proposal, which provides a
clear identification of proposed uses and an overview of how the proposal will
be implemented.
Development Schedule: Indicate the proposed development schedule including
the proposed purchase date and construction start time. Include a time
schedule for completion of each element and a cost estimate of each element.
Previous Experience/Qualifications: Present a listing of previously completed
projects, preferably similar to the project proposed. Provide the name and
location of each project and enough detail about the components of each
project to enable a comparison to this project. This should give the authority an
understanding of the developer’s ability to complete a successful project as
proposed.
Participants in Proposed Project: Each participant in the proposed project
should be identified (including any proposed tenants that the developer might
bring to the project. Identify their role and provide an overview of their previous
experience. The purpose for requesting this information is to give the City an
understanding of the qualifications of the individuals and any organizations that
will be responsible for all elements of the proposed project.
Financing of Project: Developer will be responsible for securing equity and debt
financing required for the design, construction and operation of the private
development facility proposed. Proposals will identify how the project will be
financed. Identify the method, sources of funds and amounts from each source.
Proposals should identify any expectations of the developer for public financing
for the construction of any of the private or joint development components
proposed.
Management Plan:
Prepare a management plan for the project’s
implementation and the operation of the finished project. Identify the method

of management to be employed and, if available, the identity of the individual
and/or firms to be responsible for each element of the management plan.
G.
Evaluation of Proposals
Proposals will be initially reviewed and evaluated by the Kennebec Regional
Development Authority’s Design Review Committee. They will select those
respondents submitting proposals of sufficient quality to merit invitations for
presentations and interviews which will be given to the executive board. The
criteria for the evaluation of the proposals shall be as follows:
1. Operational Capacity: Strength of the developer’s relative ability to finance,
market, manage and package the development proposed.
2. Developer’s previous experience:
a. Success of the developers or individuals in the proposing firm on
other development projects
b. Experience with public sector-private sector partnerships
c. Functional and aesthetic quality of previous projects
d. Level of involvement of developers in previous projects
e. Timeliness in developing previous projects.
f. Greenfield development experience: Extent to which the developer
has developed other corporate office campuses and multi-tenant
office buildings for public or private parties.
g. Current clients: Current tenants that may be expanding and that
could potentially participate or co-locate with KRDA’s current clients
and potential tenants and would be consistent with FirstParks’s
covenants.
3. Concept Analysis:
a. Whether concept represents high quality of function and aesthetics
b. Degree of consistency with the Park covenants
c. The magnitude of the financial investment in the development
d. Economic feasibility of the project
e. The time line for full development
f. The number and quality of employment opportunities matched by
the project
4. Financial Capability of the Developer:
a. Ability to secure equity/financing
b. Current relationships with major lenders
c. Ability to sustain project in adverse economic conditions

d. Organizational capacity: Extent of developer’s property holdings in
the state and beyond and the level of financial and operational
capacity to materialize outcomes and sustain effort.
5. Developer’s Expectations/Preferences/Interests
a. With regards to governmental incentives and participation to include
land acquisition
b. With respect to their participation/relationship with the KRDA (i.e.
Would this project be part of a long term or exclusive arrangement or
as a “one-off” development).
6. Commitment: Degree of interest in participating with the KRDA and the
timing of the potential involvement.
H.
Negotiations
Following the review of proposals received the Authority will invite more defined
proposals from the developer(s) it has selected to develop and operate the
project. Selected developers should be prepared to provide the following
additional information prior to the authority finalizing a development
agreement. With the developer(s) selected.
Concept Plans: A concept plan to outline the general scope of the proposed
project and to convey sufficient information to determine the character of the
work to be performed. Building elevations will be requested that clearly
indicate dimensions, materials to be used and exterior color schemes.
Primary floor plans will be requested showing general room layouts and use,
including entrances and exits. Dimensions may be approximate and the
overall floor area for each room should be indicated. Plans submitted should
include copies not larger than 11 inches by 17 inches.
A preliminary site development plan will also be requested showing the
proposed lot layout, grading scheme, kind, shape, composition and location of
all structures, the number and location of all proposed parking spaces and
driveways, landscaping, the location of signs and lighting; the location of all
necessary buildings; fences, storage areas, trash collection, and any external
mechanical systems.
Project Financing: Evidence of funding commitments will be requested
during the selection process.
Project and Financial References: The Authority may require the names and
contact information for banking and project references for previously

completed projects. Copies of financial statements of the development entity
involved or the principals involved in the proposal if a new entity is formed,
may be requested during the selection process, but need not be submitted
with the proposal.
Purchase Offer: The Authority may request information regarding the
proposed purchase price to be paid to the Authority or the proposed annual
lease to be paid for the property to be developed.

J.
Project Implementations
It is the Authority’s intention to negotiate a development agreement with the
developer’s deemed to provide the best quality development. The development
agreement will include the site description and will set forth the responsibilities
of the developer and the Authority. The Developer will be responsible for the
design and construction of the development and for its operations. The
developer will be responsible for developing building occupancy and other
permits necessary to construct and operate the private development
components proposed.
K.
Authority’s Right to Reject Proposals
The Authority reserves the right to reject any and all proposals received as a
result of this Request for Proposals, or to negotiate in any manner necessary to
serve the best interest of the Authority.
