LIBRARY DIRECTOR GUNNISON COUNTY LIBRARY DISTRICT POSITION DESCRIPTION Summary The Library Director of the Gunnison County Library District (referred to herein as the "Director") serves as the administrator of the District Libraries and the Adult Education & Family Literacy Program in accordance with the appropriate Colorado Revised Statutes and as directed by policies set by and under the authority of the Board of Trustees. The Director is responsible for performing professional and administrative duties in planning, developing, implementing and directing public library and literacy services for the Library District. The Director oversees operation of the libraries in Gunnison and Crested Butte, the Adult Education & Family Literacy Program and any other branches or areas developed to serve the district, hires and supervises all employees (including branch librarians, Program & Outreach Coordinator, Business Manager/HR Director, support staff, part-time staff, and contracted or seasonal personnel) either directly or through subordinate supervisors. The Director’s responsibilities fall under several main categories. These include, but are not limited to, District program management, Library and Literacy Program procedural development and implementation, board relations, fiscal management, public advocacy, fundraising and grant applications, public service, administrative duties, personnel management, facilities management and development, and other miscellaneous duties. A. District Program Management 1. Directs and manages the libraries in Gunnison and Crested Butte, and the Adult Education & Family Literacy Program 2. All aspects of these entities are under the direct supervision of the Director. 3. The Director also serves as the Gunnison Library Branch Manage and is responsible for promoting and maintain excellent external and internal customer service at the Gunnison Library. Oversees operations and supervisory functions at the Gunnison Library. 4. Many of the duties in this category are discussed in the following paragraphs B. Library District Procedural Development and Implementation 1. Develops and implements all policies and procedures related to the operation of the District entities not specifically spelled out by the District Board, e.g. collection development, circulation procedures, Internet usage policies, etc. C. Board Relations 1. Maintains an effective and professional working relationship with the Board of Trustees 2. Reports to the Board at regular meetings on Director’s activities, priorities and future 3. 4. 5. 6. 7. 8. 9. plans, and on other issues related to the operation of the District Provides professional advice to the Board via reports on substantive issues of concern and/or importance Formulates and recommends policies and procedures to the Board Assists the Board in developing long-range plans that promote and support the District’s mission, goals and strategic direction Prepares Board meeting agenda in conjunction with Board President Ensures that monthly meeting packets (including Director reports, agendas, and background material for agenda items) are distributed to Board members at least one week prior to Board meetings Promptly follows up and reports back to Board regarding concerns and issues raised by the Board Assists the Board in the development of the District’s annual budget (also see D. Fiscal Management) D. Fiscal Management 1. Works with the Board, prepares and presents an annual budget for Board approval 2. Manages library finances within the Board approved budget 3. Approves all orders and invoices for payment pursuant to District purchasing policies 4. Supervises the maintenance of accurate and current financial records 5. Serves on the Finance Committee, which reports financial position to Board on monthly basis 6. Supervises the disbursement of finances of District in compliance with Colorado law 7. Reports financial status to required agencies (state, government, public) in a timely and proper manner 8. Monitors and reports to the Board on activities of Friends of the Library groups in both Gunnison and Crested Butte 9. Manages all gifts and memorials by acknowledging them, keeping pertinent financial records, and reporting to donors as appropriate 10. Arranges for yearly audit of financial records and reports results to the Board 11. Reports regularly to the Board the status of existing grants and potential grant opportunities E. Public Advocacy 1. Maintains active involvement throughout the District to advocate for and promote positive relationships and partnerships 2. Responds to public concerns in a timely and professional manner 3. Establishes and maintains effective working relationships with local governmental agencies, schools, community organizations and the general public 4. Utilizes local media to inform public and garner support for library programs and services 5. Maintains supportive and cooperative relationships with Friends of the Library groups and with other supporting organizations 6. Makes presentations to local elected officials, civic groups, general public and library staff as needed and as opportunities arise 7. Promotes interest in District programs through publicity, brochures, public contacts, and participates in civic and business groups in the community F. Public Service 1. Operates District programs under a philosophy of service which puts the needs of users first and responds to those needs in a positive, helpful and friendly manner 2. Designs services and programs to be accessible to all, including individuals with various types of disabilities 3. Ensures provision of programming and services that meet the needs of a diverse audience 4. Monitors changing community needs for library and literacy services G. Administrative Duties 1. Assists Board in the formation of policies that affect District operations 2. Implements Board adopted policies with consistency and fairness 3. Directs and supervises current and emerging technology implementation, circulation of library holdings and interlibrary loan activities 4. Serves as the liaison with, and member of the Directors Council, of our library consortium, the Marmot Library Network. 5. Directs and supervises the selection of a collection that meets the needs of a diverse public and that is based on a Board-approved policy 6. Directs and supervises acquisition, processing and cataloguing of library materials 7. Facilitates and strengthens staff by leading regular meetings 8. Leads strategically and builds consensus by clear communication and modeling of professional behavior 9. Supervises maintenance of District Website 10. Maintains liaison with state, local and other public officials 11. Serves as a member of various committees, both state and local 12. Engages in professional development activities as opportunities arise, or as directed by the board H. Personnel Management 1. Recruits, employs, supervises and evaluates District personnel in compliance with standards and policies approved by the Board 2. Arranges for professional development of District personnel 3. Provides all staff members with a copy of District’s Policies and Procedures 4. Determines work procedures, prepares work schedules and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations 5. Ensures that all staff members are regularly evaluated on the basis of an appropriate written job description 6. Enacts and maintains practices that provide clear and frequent communication with staff that includes providing up-to-date information on District activities, individual recognition and motivation, and that maintains a high level of staff morale 7. Operates in a transparent fashion that fosters trust and respect 8. Develops and maintains an open and respectful relationship with staff members 9. Addresses staff concerns in a timely and professional manner I. Facilities Management 1. Assures that District facilities and equipment are maintained properly, and coordinates maintenance and repair activities 2. Supervises the control of, and is responsible for, all materials and supplies used in the maintenance, construction and repair of District facilities 3. Identifies and addresses all facility upkeep issues and needs in a timely fashion 4. Ensures that attractive, safe, clean and comfortable facilities are provided to all patrons and staff 5. Works with Board, architects and planners on facility development as necessary 6. Makes recommendations related to space utilization 7. Stays aware of requirements of the Americans with Disabilities Act (ADA) as they relate to the District facilities and makes deficiencies known to the Board J. Other Miscellaneous Duties 1. Performs other reasonable duties, consistent with the above, as may be directed by the Board
