New Activities Rules & changes to 2012 Rule Book for 2013 Art Amend Rule 6 to read: At the National Finals Art Competition under the supervision of the adjudicators competitors will be required to paint, draw, sketch or collage – (a) U8s & U10s his choice of any community games theme. (b) U12, U14 & U16 one only of 4 (four) taken from a list of 10 (ten) community games activities made available to counties by end of October of the previous year. Athletics – track events Add to rule 19: In the U8 track events at the National Finals after the first heats the first 4 competitors will go on to the semi-finals and the runners-up will go on to a second competition. Cross Country New Rule Only "teams" who qualify from the semi-finals can take part in the final. Relay Races Add to list: Relay Race 4 x 200m Mixed U16 (over 14) (panel of 6 – 3 boys & 3 girls) Amend Rule 10 to read: In U10, U13, U15 & U16 mixed relay 2 boys and 2 girls to run. Athletics - field events Ball Throw Amend Rule 11 to read: Ball size: standard 4. Javelin Change of age to: Boys & Girls U14 Amend rule 7 to read: Junior Javelin 500grams is used. Long Puck Change Ball size to: Standard 4 Triple Jump Add the following rules and activity: TRIPLE JUMP Boys & Girls U/16 years. Competition 1. The Triple Jump shall consist of a hop, a step and a jump in that order. 2. The hop shall be made so that an athlete lands first on the same foot as that from which he/she has taken off; in the step he/she shall land on the other foot, from which, subsequently, the jump is performed. It shall not be considered a failure if an athlete, while jumping, touches the ground with the “sleeping” leg. Badminton Change to Read: Badminton Boy & Girls U15 years Panel of 6 Amend Rule 2 to read: There are 2 competitions i.e. 1 for boys & 1 for girls. Amend Rule 3 to read: The full panel of 6 may be used but a team of 4 must field at the commencement of the match otherwise the team is disqualified. Amend Rule 4 to read: The format of the match will be two Singles & one Double. A player may only play in one Singles or the Doubles. Basketball Amend To read: Mixed U11 years (Panel of 10 – 5 Boys & 5 Girls Boys & Girls U13 years (Panel of 10) Amend Rule 4 to read: Ball size 5 to be used. Cycling on Grass New Rule 9 to read: A push start must be from a stationary position. Failure to comply will be deemed a false start. A further false start committed by any member of the start line will incur a disqualification. Debating Add the following rules and activity: 1. At each stage there will be 2 teams. 1 team proposing (agreeing with the motion), and 1 team opposing (arguing against the motion). 2. A boy and a girl member of the team must speak- putting their point of view across. 3. For the National and County Finals a draw will be made for which team propose or oppose the motion. 4. For the National Finals 4/5 subjects will be selected and notified to the national qualifiers. 5. Motions will be selected at National by the Activities Committee, County by the County Committee. 6. Winning team will progress to the Final, runners-up to the playoff. Competition Format 1. The chair for all debates shall be appointed by the Activities Committee. 2. Adjudication of each round shall be by a panel of the least three adjudicators to be appointed by the Activities Committee. 3. Any team or individual not present when called to speak may be eliminated from the competition at the discretion of the Activities Committee or a representative. In event of any dispute, the decision of the Activities Committee or the Activities Committee’ representative shall be binding. The decision of the Activities Committee in all matters and at all stages of the competition shall be final. Conduct of the Meeting 1. All speeches must be via the Chair. 2. The decision of the Chair will be final in all matters pertaining to the operation and the interpretation of these Standing Orders. 3. All members of the two teams represented in the debate, or any guest and/or supporter thereof, shall be deemed to be a member of the house. 4. i) Speeches shall be of five minutes duration in the first round and seven minutes duration in the subsequent rounds. Longer speeches will incur time penalties. ii) The timekeeper shall give a time signal at the end of the first minute, at the end of the fourth minute (first round debates)/sixth minute (all other rounds) and every thirty seconds thereafter. iii) The Chair may advise speakers to conclude if they speak for more than their allotted time. 5. i) The Chair shall call on speakers first for and then against the motion in order that they appear on the order paper. ii) The Chair and the adjudicators may, in exceptional circumstances, dummy speak. 6. Under no circumstances may a debate open with an opposition speech. Points of Information 1. i) Points of Information may be offered between the first and the second bells in each speech, i.e. after the first minute and before the last minute of each speech. ii) Points of Information may only be offered to the speaker at the podium by a member of the opposite side. iii) The Chair will declare out of order points not made in accordance with i) and ii) above. 2. i) A point of information shall consist of brief (15 seconds max), relevant information sought from or offered to the speaker of the floor by another speaker in the debate. ii) A speaker when offering information will stand; raise one hand and clearly state "On a point of Information". iii) The speaker at the podium shall politely either accept or refuse the Point of Information. 3. i) The chair may disallow any Point of Information if he/she considers it to be an abuse of privilege or if the speaker is not being given a chance to proceed with his/her speech. ii) Special arrangement for points of information shall, if necessary, be made by the Chair and announced at the start of the debate. 4. i) A Point of Information may only be offered to the speaker on the floor. It may not be offered to the Chair or any other official. ii) A Point of Order relating to the debates proceedings may be offered by the Chair. End of Competitive Debate 1. When the competitive debate concludes, the Chair shall call upon the adjudicators to retire. On return of the adjudicators, the Chair shall call upon the Chief Adjudicator to deliver the verdict. 2. At the conclusion of the meeting the Chair shall formally close the meeting by announcing “the House now stands adjourned”. 3. Any matter not expressly dealt with in these standing Orders shall be resolved by the decision of the Chair having due regard to the maintenance of proper order, good debate, and the purposes of the competition. Duathlon Add the following rules and activity: Duathlon; - Boys & Girls - Under 15/ Over 12 Format - Run + Cycle + Run Important Information It is each competitors own responsibility to ensure that his/her bike is in good mechanical order and safe to ride. Distances are in Kilometres from the start and are approximate Race numbers Race numbers must be worn on the front and back during the entire race. Bike Helmets are compulsory. If a competitor gets into difficulty, they should use their hand or voice to get the attention of safety personnel. Safety personnel reserve the right to remove any competitors from the event who they believe are putting themselves in undue danger. THE COURSE Run The 1st run is a 1400m loop within the AIT College which will then return the competitors back to the Transition area at the side of the Engineering building. Transition You will be directed into transition from the 1st run, you must put your helmet on before touching your bike, you must obey marshals here and everywhere else on the course, anyone abusing the marshals will be disqualified immediately. You cannot mount your bike until after you cross the mount dismount line at the exit of transition area. On leaving the transition area competitors will be joining the main road; there will be marshals at every junction along with Gardaí. Normal rules of the road apply. The roads are open to traffic so stay on the left only pass when it is safe to do so. Cycle Competitors will exit transition and follow marshals directions. The cycle is an 8km loop from the Transition area out onto public road and back to the Transition area again. Drafting is not allowed in Duathlon. Crossing the white line in the centre of the road with live traffic, will mean immediate disqualification. Cycle no more than 2 abreast. Transition On re-entry to the transition competitors must dismount before the transition area rack their bike properly, fallen bikes, or those obstructing other racking points must be positioned correctly before leaving transition. Competitors must not remove their helmet until they have re racked their bike. You must take care in transition not to disturb anyone else’s equipment; again marshals must be obeyed here at all times. Please respect their instructions. 2nd Run The 2nd run will follow the same route as the 1st one, the same rules apply. We are looking forward to an enjoyable and above all safe race, make sure to follow the rules and act in appropriate fashion. Futsal Amend time in Rule 9 to read: The duration of the game shall be two equal periods of 15 minutes, subject to the following…..etc Gaelic Football Change to Mixed U10. Amend Rule 3 to read: The panel must consist of 20 (15 players & 5 substitutes). A minimum of 5 of either gender must be on the field of play at all times. One-Wall alley to be used. (a). The wall shall be 20 feet wide from the outside edge of one sideline to the outside edge of the other sideline, and 16 feet high, including any top line. (b) The floor shall be 20 feet wide from the outside edges of the sidelines. It shall be 34 feet from the wall to the outside edge of the long line. The sidelines should extend at least 3 feet beyond the long line. There should also be a minimum of at least 6 feet, but ideally 20 feet, of floor beyond each sideline as well as 16 feet beyond the long line to allow for playing space. (c) The short line runs parallel to the wall with the back edge of the line 16 feet from the wall. (d) There shall be service markers, lines of at least 6 inches in length extending inward from the sidelines, parallel to the short and long lines and located midway between them. The imaginary extension of these lines across the court indicates the service line. (e) The serving zone is the floor area inside and including the short, service and sidelines. (f)The receiving zone is the floor area beyond the short line, inside and including the side and long lines. (g)The playing zone is the floor area between the front wall and the outside edges of the side and long lines. (h)The top edge of the wall, if any, is not part of the court. A ball striking the top edge is an out. (i)A ball that’s hits a spectator before hitting the wall shall be considered an out. 6. All matches to follow the same order: Singles, Doubles, Singles. DIMENSIONS 1.1 The field of play shall not be less than 50m x 50m. 1.2 There shall be four bases, each 60cm x 60cm, 15m apart in a square shape, contained within the larger playing area. 1.3 The base area shall be the marking on the ground, not the mats temporarily laid for the match. 1.4 Throwing team, management and spectators shall remain at least 10m from the playing area. 1.5 The lay of the ground is illustrated in diagram 1 field of play below. 2. 2.1 2.2 2.3 2.4 3. 3.1 3.2 EQUIPMENT Ball – brightly coloured tennis ball. Note rule 1.3. TEAMS Teams shall consist of a minimum of 6 and a maximum of 8 players – equally boys and girls. PLAY The Referee will call the captain of each side together before the game commences to toss for the choice of throwing or fielding first. Each Manager must insure at this stage that the Referee has an accurate team list in the correct throwing order (see ‘TEAMS’ section 3.3). This must be done in advance to allow the match to start on time. The throwing team shall remain in the throwing teams’ area when not at play. 4.4 The throwers must not approach the throwing area/home base (t/h) until called by the Referee. 4.5 The game will start when the fielding team are ready and the Referee calls ‘Play ball’. 4.6 Each thrower shall be entitled to take three throws before being required to leave the t/h base. 4.7 The throwers leading foot must be in contact with the t/h base and not in front of it at the time the ball is released. 4.8 The thrower must throw from a standing position in contact with the t/h base observing rule 4.7. 4.9 The ball must be thrown in a forward direction, towards the field of play and to be in play must: 4.9.1 Enter the field of play before touching foul ground OR 4.9.2 Be legally played by a fielder. 4.9.3 That is, a ball thrown sideways and entering foul ground and t/h base will be called a foul ball and on the thrower’s third good ball, the thrower will be declared out. 4.9.4 If the ball is first touched by a fielder and subsequently lands on foul ground, it is not a foul ball unless the fielder is standing on foul ground when the ball was thrown (exception: t/h base minder is the only player legally entitled to stand in foul ground and catch the ball at all times) 4.10 If a thrower throws a ball and it first touches foul ground he/she is not entitled to leave home base. The throw shall count against him/her and if it is the third throw he/she shall be declared out. 4.10.1 A foul ball is a dead ball. 4.10.2 No runners may advance. 4.10.3 The thrower may not run. 4.10.4 No outs can be made. 4.10.5 No runs can be scored 4.10.6 If it is a third good ball and the thrower throws it foul then the thrower is out. 4.11 It is permissible for the fielding team to change the team positions at any time. 4.12 Substitutions may also be made at any time with the Referees permission (subject to ‘TEAMS’ section 3.2) 4.13 When a thrower leaves t/h base each runner on a base may advance to the next and succeeding bases. 4.13.1 If the thrower having thrown the ball leaves the t/h base on a first of second throw and continues on for more than four paces, he/she must continue to first base and may not return to the throwing position. 4.13.2 A the thrower is deemed to have left the t/h base if contact is broken with the base by either foot or any part of the body 4.13.3 If a thrower leaves the t/h base on the first of second throw, he/she may return to t/h base if he has taken less than 5 paces and will be entitled to another throwing chance. 4.13.4 On a third good throw a thrower must leave the t/h base and run to first base 4.13.5 If first base is occupied at the time the occupying runner must advance to second, second to third and so on if there is no free base in between. 4.13.6 One run is scored each time a runner touches home base after occupying all other bases in turn, before being put out. 4.13.7 No runs may be scored while the thrower is still at t/h base. 4.14 A base runner shall be declared out if a member of the fielding team possessing the ball touches the runner with it a hand or any other body part or touches the base to which the runner is advancing, before the runner touches it. 4.14.1 If a base has been tagged (that is a fielder while holding the ball makes contact with a base, only ahead of a runner, and afterwards a runner touches the said base the runner is out. 4.14.2 Tagging a base while a runner is in occupation or after a runner has left it to go to the next base, does not prevent the said runner safely returning to it in that play and the said runner shall not be called out by the Referee. (N.B. for safety reasons the fielder should be couched to tag with their foot rather than bending down to tag the base by hand so as to avoid hand/facial injury from oncoming runner(s). 4.15 A player is still in if in contact with the base when touched by a fielder holding the ball. 4.16 If a base is occupied it may not be tagged (this action is useless and does not restrict the base holder from running to the next base provided it is unoccupied or untagged) 4.17 The ball may not be thrown at a runner. 4.18 All bases become untagged when the next thrower is called by the Referee. 4.19 Base play must be decisive and referees/umpires faced with split decision must allow that the fielder was not fast enough to win the decision, and the runner is declared in. 4.20 Base runners may not deviate off the straight line between bases so as to avoid a fielder who might be waiting with the ball. A ball runner who deviates from the straight line is open to passive obstruction from the fielders. In a dispute the runner is out if the ball is played to the base before and/or the base behind the runner. 4.21 If a fielder is waiting with the ball he/she should try to contact a runner with only the hand or by light touch. In any case the runner may not claim obstruction. 4.22 A runner may not deviate from the straight line but if it is possible to void contact by sliding under or jumping over a fielder, then the runner may do so without penalty. If contact is made in anyway, even accidently, with the fielder holding the ball, the runner is out. 4.23 4.24 4.25 4.26 4.27 4.28 4.29 A fielder may not stand on a base or on lines between bases so as to put a runner off course, unless the fielder has the ball. The runner is entitled to occupy the base to which he/she is running. A fielder must be seen to be holding the ball firmly at the time of the tag on a base or a tag of a runner. If the ball is dropped in the tagging motion, then the fielder has not had possession of the ball. If the ball is played to a fielder and the fielder lets the ball go past, the fielder is responsible for putting the ball back in play. Runners may advance. Interference by spectators, with the ball, will merit a return to the last base touched, by all runners, if the ball was put further out of reach of a fielder, or entitle a runner to the next base, if the ball was put into a more convenient spot for a fielder. Deliberate interference by umpires will be treated in the same way. Accidental interference by umpires and players will be overlooked and play will continue as if nothing had happened. If a runner or thrower deliberately causes the ball to be sent further from the fielder, after a throw, the runner or thrower is out. Players may continue from base to base, until there is no base available and the t/h base has been tagged. If the ball thrown by the thrower is held by the fielder before it reaches the ground, the thrower is out and the base holders may advance. If a fielder is on foul ground the thrower is out and base holders may advance. If a fielder is on foul ground even with only one foot, when the ball was thrown, and does not enter fair territory before making a catch, then the play or catch is illegal, the ball is dead and the thrower is entitled to throw an extra ball. If the ball touches any other fielder or spectator before a fielder catches the ball, then it is not an out. Throwers shall throw in the order in which their names appear on the team list, but after the first innings the first thrower is the one whose name follows the last one to throw in the proceeding innings. It is necessary for a thrower to be called only once. It the thrower ignores a third call to throw by the Referee, then he or she may be called out. All throwers names must appear in full on the throwing order with both first names and surnames written legibly, and distinguishing middle names or other titles be made clear where any two players have the same first and second names. Bases shall be touched in legal order; 1st, 2nd, 3rd and t/h base. Players obliged to return must do so in reverse order to the last base they were legally entitled to occupy. A player will be obliged to return if an umpire or Referee determines that he or she has failed to make contact with a base and in doing so has proceeded to the next base. In this case the umpire at the relevant base will hold both arms extended vertically to indicate that the runner has missed a base, this is not an appeal play. The runner has the right to return to the untouched base but can be put out if contacted by a fielder holding the ball or the untouched base is tagged by a fielder holding the ball. 4.30 4.31 4.32 4.33 4.34 4.35 4.36 Right to a base is acquired by touching it before being put out. A player retains the right to a base until he/she legally touches the next base. If a thrower is out before reaching first base, a first base runner is not forced to leave. The same applies at the other bases. No runner shall score ahead of another proceeding him or her, if the proceeding runner has not been put out. If a runner is in danger of being put out between bases and a following runner passes him/her, and occupies the base, he/she is running to, the first runner is the only one who can be put out in that play. If both runners can return to vacant bases without being put out, they are entitled to those bases. If two base runners occupy the same base, the second runner on the base is the one who must go out or return to the previous base, unless there is or was a free base ahead of the doubly occupied base, except at the first base, where the thrower is always entitled to the base if not already put out. Failure of a runner to touch a base and who is declared out shall not affect the status of succeeding runners who touch each base in the correct order. The innings shall end when three of the throwing team have been put out and no further scores can be made. It will be necessary here for the ball to be sent to the t/h base in order for the base to be tagged and further scores rendered impossible, to end the play. The ball is in play when it is thrown in a forward direction from t/h base. If the thrower throws and does not run, runners on the bases may not run and occupy the next base, unless it is the third good throw, or there is a catch. Runners may not leave the base until the ball is in play. Hybrid Rugby Girls U16 Add the following rules and activity: Object: Object: • The object of the game is to score a try by placing the ball with downward pressure on or behind the opponents try line. A penalty try will be awarded if a try would probably have been scored but for foul play by the defending team. • When a try is scored the game is restarted by a free pass from the centre of the pitch by the non-scoring Team. Teams: • Under 15 Girls Hybrid Rugby is played between teams of equal numbers of players, containing not more than seven players and not less than six players. Each side can have 5 substitutes. Substitute players can be reused at any time Substitutions can only take place when the ball is “Dead “or at half time and always with the referees knowledge. Pitch Size: • The maximum pitch size is 60 meters by 35 meters, plus 5ms in goal area • Reduced pitch sizes are acceptable provided this is agreed with the officiating referee and the coaches. And the smaller pitches do not materially increase risk of injury to players. • Adjacent pitches should be no closer than 5 meters Duration: • 15 minutes each way. Passing: • The ball can only be passed sideways or backwards through the air, not handed to another player. If the ball is handed to another player or knocked forward, then a free pass is awarded to the non-offending side, unless advantage occurs to the nonoffending side. In order to keep the game flowing referees should play advantage wherever possible. Free Pass: • A free pass is used: 1. To start the match at the beginning of each half from the centre of the pitch 2. When there has been foul play 3. Where the ball has been ripped from an opponent 4. Where more than one person joins the contact. • At a free pass, the opposition must be 7 meters back from the mark. They cannot start moving forward until the ball leaves the hand of the passer. At the free pass, the player must start with the ball in both hands and, when instructed by the referee who will call “PLAY”, pass the ball backwards thru the air to a member of her team. For safety reasons, no player may run until the pass is made. The Player taking the free pass must pass the ball when the referee calls “PLAY” The Tackle: • Only the ball carrier can be tackled. The ball carrier can run and dodge potential taggers but cannot fend off using their hands (handoff) or the ball. The ball cannot be pulled out of the carriers hands at any time. • Standard tackle and offside rules apply Prohibited Play: 1. No contact above shoulder level 2. No line outs 3. No kicking 4. (no hand off /fend off (a hand off being the placing of an open hand by the ball carrier against an opponents face or body while a fend off is an out stretched arm by the ball carrier towards an opponent to discourage that person making a tag. 5. No more than the tackler, tackled player plus one from each team in contact. Scrums: The scrum will be made up of three players from each team. (A prop on either side of a hooker) they will be the nearest three players from either side, with the fourth nearest the scrum half. 1. The scrum will be un contested 2. Opponents cannot strike for the ball 3. Opponents bind half a metre apart 4. The referee will talk the players thru the engagement process 5. If the scrum collapses the whistle is blown without delay and the appropriate penalty is awarded or the scrum reset. 6. If a player is persistently involved in collapsing or illegal binding they must be replaced 7. If a player’s lack of technique is a danger then must be replaced. 8. The back line must remain 5 metres behind the scrum 9. If the scrum is awarded inside the 5 metre line, the scrum is taken from the middle of the 5 metre line. 10.
