UWA Sports Clubs Ground Hire Discount Incentives to increase UWA Student Engagement

BACKGROUND
Following recent discussions and representations by the Association to the University, the following has been
agreed:
Reduction of 2013 Ground Hire Charges: That Ground Hire Charges for affiliated UWA Sports Clubs that were
increased from zero charge to 50% of the Community Price in 2013 will be reduced to 25% for 2013. This is a
discount of 75%.
That a Phasing In Strategy be implemented as follows:





Ground Hire Charges for 2013 will be discounted 75% (as described above)
Ground Hire Charges for 2014 will be discounted 70%
Ground Hire Charges for 2015 will be discounted 60%
Ground Hire Charges for 2016 will be discounted 50%.
HOw the Ground Hire Discount Incentives WILL WORK to increase UWA Student Engagement
There will be two discount components on ground hire to provide incentives for affiliated UWA Sports Clubs to
increase UWA student engagement. The first discount will be based on Numbers of UWA Student Memberships
in each Club and the second discount on Percentage of UWA Student Memberships in each Club. Both discounts
will be applied together to achieve the best possible outcome.
Rationale for double discount strategy
The discounts have been designed based on extensive experience of working with UWA Sports Clubs and the
challenges faced by volunteers and compliance. A single discount strategy cannot fairly encompass the size and
functional variations of memberships found within our affiliated UWA Sports Clubs. The numbers only method
provides little incentive for smaller clubs to engage more students as they would always easily be outnumbered
by bigger clubs. However, if the Association only applied the percentage method, clubs would be tempted to hide
community membership to increase UWA Student Membership percentage on paper. The double strategy
therefore combines both methods to identify and encourage actual UWA Student Membership & Engagement
within all clubs without broader issues of compliance and membership data management.
2.1 Discount based on Numbers of UWA Student Memberships in UWA Sports Clubs
To maximise UWA student access to clubs, the first discount will be based on actual numbers of UWA Student
Memberships within the club. This discount method advantages larger clubs without affecting their existing
alumni and community membership base (including juniors). It does however create a significant incentive to
increase the actual UWA student numbers within the clubs. The club can remain competitive in the community
competitions with renewed focus on UWA students.
These discounts will be phased in as follows:
1. Up to 50 UWA students: no additional discount
2. 50 UWA students or more: 10% additional discount on the normal discount (will apply in 2014)
3. 100 UWA students or more: 20% additional discount on the normal discount (will apply in 2015)
4. 150 UWA students or more: 30% additional discount on the normal discount (will apply in 2016)
Please Note: Actual UWA Student Numbers, including names and proof of club membership details must be
provided to receive these discounts.
2.2 Discount based on Percentage (%) of UWA Student Memberships in UWA Sports Clubs
The discount based on percentage (%) of UWA Students Memberships in UWA Sports Clubs provides the best
incentive for smaller affiliated UWA Sports Clubs especially for clubs below 50 members. It also rewards midsize
clubs who are very focussed on their UWA Student Membership. This discount also complies with the legislation
around the Student Services and Amenities Fees.
These immediate discounts are:




0 to 50% of Club Membership made up by UWA students: no additional discount
51% to 74% of Club Membership made up by UWA students: 10% additional discount
75% to 99% of Club Membership made up by UWA students: 20% additional discount
100% of Club Membership made up by UWA students: 30% additional discount.
Please Note: Actual UWA Student Numbers, including names and proof of club membership details must be
provided to receive these discounts in conjunction with total membership information, which is a compliance
requirement for affiliation.
Rationale

If all clubs achieved the next number and or % category of these discounts the total UWA Student
Membership of clubs would double.

If clubs with low numbers or percentage of UWA student members chose to do nothing to address their
student engagement they would be paying 50% ground hire by 2016.

Any club that engages a high number or high percentage of UWA Students or both can minimise ground
hire charges between 10% and 30%.

Any UWA Sports Club or Program that has 100% UWA student membership can receive 100% discount.

Capacity use for each club/sport to be matched to UWA resources and capped accordingly.
