Special Terms and Condition For Cryogenic Refrigerator and Cryogenic Cooling System for Superconducting Power Equipment 1set 1. [Particular Conditions] 1.1 The following particular conditions of contract shall complement, amend the Technical Terms Condition (TTC). Whenever there is a conflict, the provisions herein shall prevail over those in the TTC 2. [Detailed Information for installation and monitoring system] 2.1 The contractor shall submit a Factory Acceptance Test (hereunder “FAT”) report before the delivery of the products. FAT report on refrigerator shall contain cooling capacity data in accordance with the variation of the refrigerator operating temperatures. 2.3 The contractor shall provide the electrical heater to apply the heat load to “Products” which is more than the rated capacity, and proceed Site Acceptance Test (hereunder “SAT”) without delay. 2.4 Installation site: Gochang Power Testing center of KEPCO Research Institute 2.5 Installation dimensions: within 10m(W) × 14m(L) × 7m(H) Figure 1. Schematic View of Cooling Room 2.6 The requirements of monitors in Monitoring system A. Two main monitor in a master station shall be more than 70 inches. (One is for Daejeon office, the other is for Gochang office) B. Two or more monitors in a master station shall be more than 24 inches for observing refrigerator and cooling system conditions separately. Figure 2. Block diagram of Control System 2.7 The HMI program of the monitoring system shall provide the following functions. A. Offering the management function by alarm grouping and access authority in accordance to the user ID B. Offering the SMS sending function when alarm is occurred (compatibility with KEPCO SMS server) C. Offering the function of SMS receiver management D. Offering the function of referring real time alarm and data history E. Offering more than 2 terabyte HDD capacity for saving data F. Offering the function for measuring power consumption (Refrigerator and chiller) G. Offering the function of saving current (3 phases) data H. Offering the function of displaying cooling system data I. Offering the function that exports logging data as an Excel or a CSV file J. More than three users can access in real time (including License) K. Offering the periodical data back-up function L. Offering the Historian Data Viewer function (HMI DB and Historian DB runs separately to minimize the data loss) M. Offering the firewall designated by KEPCO for monitoring system security N. Offering onsite and remote monitoring function including hardware and license related O. The specification of PCs used in the monitoring are as following items or more ○ OS: Windows 7 or Window 10 ○ CPU: Intel 5th generation I7 or more ○ Memory: DDR3 16G ○ Storage: Dual way - SSD (booting) : 128GB - HDD (normal) : 〉 2 TB ○ ODD : DVD-RW 2.9 The contractor shall submit the method and documents that can verify the reliability of thermal sensors installed in the cooling system. 2.10 Connection between HTS power equipment and “Product” is excluded in this contract. 2.11 In case that “Contractor” cannot pass any particular test item of FAT at most 3 times, “Contract” shall be cancelled. And also, incurred cost during “FAT” can be born by “Contractor” regarding as failure imputable to “Contractor”. 3. [Submission of documents] 3.1 The contractor shall submit documents and electric files as follows, and be approved by KEPCO. The deadline for bidders to submit the bid is before delivering the products in principle, however it can be adjusted after a mutual consultation. A. Factory Acceptance Test(FAT) and Test operating procedure manual (including Site Acceptance Test) B. The installation procedure manual C. The defect inspection plan D. The installation drawing of the cryogenic refrigerator and the cooling system 3.2 The contractor shall submit necessary documents in addition to Clause 2.1. 3.3 All the documents shall be written in English or Korean in principle 3.4 All the documents shall describe all the details for easy installation, fabrication, operation and maintenance. 3.5 Although the documents are approved by KEPCO, the contractor shall not be exempted his responsibility on insufficient and erroneous technical documents. The contractor shall take actions as soon as recognizing the problem at the contractor's expenses. 4. [Condition of Delivery] 4.1 The contractor shall cooperate with KEPCO in scheduling the delivery of the equipment so as to coordinate the delivery of the equipment with an installation schedule. All equipment, components and items shall be delivered after assembled completely, and at a time each package shall be sent to the location specified above. 4.2 The packing, shipping, freight insurance, delivery of all equipment, components and items shall be the sole responsibility of the contractor. The contractor shall pack all equipment, components, and items adequately to prevent them from any damage caused by handling, weather and shipment. 4.3The period of the delivery for the cryogenic refrigerator and the cryogenic cooling system shall be sixteen (16) months from the date of purchase order issuance. 4.4 The cryogenic refrigerator and the cryogenic cooling system shall be delivered to the designated site by KEPCO under the terms of DDP (Delivered Duty Paid). The exact site address to be delivered is: - Performance evaluation building for Superconducting power equipment, KEPCO power testing center, San-21, Yongjeong-ri, Sangha-myeon, Gochang-gun, Korea 5. [Training] 5.1 The contractor shall provide the training program for KEPCO employees at the contractor's expenses. 5.2 The contractor shall submit the detailed training plan within 90 days after the contract signing, this plan shall be made for the trainees to obtain expertise on the below mentioned contents. 5.3 KEPCO proposes the below training program. [Spare parts and special tools] 6.1 The contractor shall provide the information about optimal replacement period, spare parts and special tools for KEPCO to decide the amount of the items. 6.2 When KEPCO orders spare parts separately, the contractor shall provide spare parts and special tools by one month before project completion. The contractor shall guarantee that all spare parts should be applied to the same technical standards as existing parts and have the same functions in all respects. 6.3 “Contractor” shall supply “Spares” for five (5) years that is equivalent to one time of warranty period. If any defect arises at “Spares” during operation within the warranty period of five (5) years, the corresponding defected parts shall be replaced by “Contractor” with the contractor's expenses.
