Why is it so hard to get a phone call
through?
•Answers:
We are on the phone with another
broker/importer/agency/carrier.
We are out doing examinations so
we can release your shipments.
We are in meetings/training/vacation or just
stepped away for a minute.
More answers
We are returning calls.
•Leave a message we will get back with you as soon as
possible.
• Give us time to return the call.
• If it is an EMERGENCY call a Supervisor or the
operator.

TIME LIMITS BEFORE YOU CALL
•For information on an entry

Regulations give us 48 hours to process
your entries, give us at least 24 before
you call.
•Expedited entries, give us a few hours.
•Remember that your entries sometimes do not
arrive in our office for a few hours.
•WE PROCESS MOST ENTRIES THE SAME DAY
THEY ARE SUBMITTED. REJECTIONS OR
PROCESSING FOR EXAMINATION MAY TAKE
THE NEXT DAY.
For information on an entry set to be examined - first
check:
•If the entry is being transferred to a CES:
• Check with the CES station to see if the shipment has
arrived.
•If it has arrived at the CES ask if they have notified
CBP that it is ready for exam. Give us at least a day to
do the exam before you call.
•Reason: We will not be able to examine any
shipment until it has been staged at a CES.

DELETIONS
 Deletions are SUBMITTED on a CBPF3461 and are processed by the Cargo
Branch.
 Call CBP Technician Molina, if you have
questions on the procedures, at (972) 8707486.
 Be sure to submit your request for deletion
in accordance with PIN 08-010.
CANCELLATIONS
Cancellations are filed on a CBPF-7501
and are processed by the Entry Branch.
All CANCELLATION requests are to be
submitted separately from an Entry
Deletion.
BEFORE YOU PUT IN A
DUPLICATE ENTRY
 FIRST CHECK TO SEE IF THE ENTRY CAN BE
:
CORRECTED.
•If the inbond number, master or house bill are wrong
TRY A MANIFEST UPDATE FIRST.
•If you have the wrong value, count, tariff or a tariff is missing:
First: TRY TO UPDATE AND SEND A CORRECTION
REQUEST.
•We can correct most fields with the exception of the:
•Port
•Tariffs on a BTA entry
Continuation
 If an entry is filed at the wrong port a duplicate will have to be
filed. Request the deletion be processed at the port where the
wrong entry was filed.
•Remember an entry WILL NOT BE DELETED UNTIL THE
REPLACEMENT ENTRY IS FULLY PAID.
•IF TWO BROKERS FILE AN ENTRY FOR THE SAME
SHIPMENT IT IS THE RESPONSIBILITY OF THE
IMPORTER TO DESIGNATE THE BROKER
CONTRACTED FOR THE ENTRY. THE SAME RULES
STILL APPLY - THE REPLACEMENT MUST BE FULLY
PAID AND COPIES OF BOTH SUBMITTED.

Rejected Entry Summaries
Time Limit:
 Filers Submission of Rejected Entry Summaries
must be within two (2) working days from the
date of rejection
 The date of rejection is stamped on the front of

on top of the CBP Form 7501
The back of the original CBP Form 7501 must be date
stamped (the date stamp machine is located in the CBP

Quota Entry Summaries (Entry
Type 02)
 The elimination of Absolute Quotas allows for entry Type
02 Quota Entries to be filed on a statement
Correct Filing:
 When the entries are submitted with the statement the
entries must be place in a BLUE FOLDER and attached
to the statement
 Filers that do not follow this guidance will be schedule for
a Broker Compliance Meeting
Single Entry Bonds (CF-301)
 If the CBP Form 7501 reflects a Bond Type
Code 9 in block 7, a single transaction bond
must be filed with entry summary
 The Bond must be submitted to CBP with the
correct port code, amount , importer number, and
entry number
 The Bond must be signed

 Refer to PIN # 08-008 Post Amendment

 This PIN was issued to provide uniform procedures for
entry corrections, entry deletions and entry summary
cancellations
 Filers should review and follow the instructions
 Request for a Duty Refund cannot be made on a
cancellation request.

 Duty Free Certificates are not being submitted in
a timely manner
 If multiple contract numbers are present on the
CBP Form 7501 then a Duty Free Certificate
should be submitted for each contract number

 Entry Summaries are listed on the preliminary
statement BUT NOT FILED WITH THE
STATEMENT
 When one or more Entry Summary is missing
from the Broker/Importer preliminary statement
the entire statement packet is returned to the
filer.

requires an original paper document, the filer is

they have a local permit within that district. If the

 Expired with Quota Program, 12/31/2008
 Is only for Absolute Quota, not tariff–rate or TPLs (tariff
preference levels)

 No Absolute Quota = No Quota Prepocessing
 Goods on Quota Status only upon arrival at port
 LIVE Quota/TPL entries should not be presented prior to
arrival within port limits

When Tariff Rate and TPL Quotas are filed as 3461,
they should NOT be LIVE in ABI
The options are…
QUOTA
The entry can be:
1.
Submitted as a 3461 WITHOUT a BLUE FOLDER, and
2.
Transmitted as a “NON-LIVE” entry for release, and
3.
Then submitted in a BLUE FOLDER with summary at statement.
OR
QUOTA
The entry can:
 Be submitted as a LIVE ENTRY/ENTRY SUMMARY
after the goods have arrived and
 Receive quota status prior to release.
