Role Purpose
Mobilisation and management of the Chapterhouse Close RDF / Transfer facility, including all
associated transport and CPC obligations, along with the management of the Cheshire West &
Chester (CWaC) contract, including all associated reporting obligations and KPI requirements.

Explore and develop opportunities to optimise the site to greatest commercial benefit; through
additional consents, specialist activities or other alternative site uses.
To ensure that the site and vehicles are operated in an efficient and safe manner with proper
regard to environmental compliance, customer service levels and the CWaC contractual
obligations.
To ensure the efficient and safe handling / treatment of waste material, the adoption of best
practice principles and the control of operational costs within/below budget.
To ensure that the Company pursues best practice with regards its policies and procedures,
development of industrial relations and legislative compliance within an open and empowered
culture.
Key Responsibilities

Mobilisation of Chapterhouse Close facility, along with the recruitment of all staff and
implementation of all site management systems by 1st October 2014.

To implement FCC Environment’s Health and Safety Policy, SHEQ Manual and statutory
regulations and ensure they are communicated effectively.

To facilitate the development of an open culture that is conducive to all colleagues
making maximum contribution to the business within their range of skills and abilities.

Monitor and control operations to ensure the achievement of budgeted revenue,
operating profit and cash targets.

To manage and control all capital and provisions expenditure on the sites in order to
deliver the required EBITDAP less capital and provisions site performance.

To ensure the accuracy of inputted information and submission of contracted reports to
CWaC.

Ensure all contracted KPI’s are adhered to at all times.

Ensure the operation’s drivers comply with EU drivers’ hours regulations (561/2006 &
3821/85) and UK Working Time Directive.

To advise and implement systems in support to the Operational management in the
areas of:
o Vehicle management and maintenance;

o Vehicle efficiency;
o Vehicle Operating Licences.

To ensure that operational activities and maintenance are carried out within budgeted
levels of expenditure whilst achieving minimum downtime of plant vehicles.

To ensure that appropriate systems are established for the repair and maintenance of all
vehicles and equipment / fixed plant in accordance with the company policies and health
& safety legislation. To ensure that the systems are being adhered to by operational
management and their staff and to advise of remedial actions where needed, including
the sourcing of spares, maintenance programming and expenditure consistent with cost
effective and efficient operations in consultation with FCC’s Plant Dept.

To carry out operational cost reporting.

To participate in the preparation of forecasts and budgets.

To ensure the accuracy of inputted information from the Weighbridge for invoicing
purposes.

To ensure that the necessary complement of well-trained and motivated staff is regularly
in attendance working safely to achieve the Site’s objectives.

To select and retain the necessary complement of operatives to achieve the contracted
KPI’s.

To provide training to ensure that the operatives possess the necessary range of skills to
produce the required results.

To ensure that flexible working arrangements are in operation in order to maximise
operational efficiency.

To ensure that all operatives are well and regularly briefed about the Company and Site’s
objectives.

To ensure that disciplinary matters are dealt with firmly and fairly and that grievances are
resolved as close as possible to their point of origin in consultation with FCC’s HR Dept.

To discuss with employees matters affecting efficiency and productivity as and when
required.

To be fully aware of planning consents and waste disposal permits relating to the site
and ensure they are not breached.

To ensure that the site is operated in compliance with all relevant Company and statutory
environmental requirements.

To maintain day-to-day contact with CWaC and their subcontractors.

To recommend any necessary modifications to the Site permit and site management
system (SMS).

To protect the reputation of the Company in the community in which it operates by
adopting demanding standards of tidiness and care. Communicate the company's
philosophy and examples of it in action locally to community representative bodies and
actively participate in local business / public liaison meetings as necessary.

To be aware of customers' needs on site, along with achieving best practice vehicle
times without damage.

To liaise with customers to ensure their needs are met on site.

Support all internal departments to improve site compliance, and to develop future
opportunities.

To ensure the efficient use of the performance management system in order to improve
performance, identify training needs and facilitate succession planning.

To ensure that accurate and up to date personnel records for kept for all colleagues of
the Company, making sure the Company is compliant with Data Protection laws.
Qualifications and Experience (preferred)

Degree educated with a proven track record in environmental management and contract
management roles.

Demonstrable record of working with Local Government / Authorities.

Experience in Transfer Station / RDF management (an advantage).

CPC Qualification.

Applicable CoTC / CCS Qualifications.

Health & Safety Qualifications.

Numerate and IT literate, with the ability to use management information effectively.

Experience of a professional and disciplined approach to management, working
alongside operational teams ensuring performance expectations, service standards and
people development are met.

Demonstrable skills in achieving demanding work requirements and ensuring customer

Other Information
Location – Chapterhouse Close, Ellesmere Port, Cheshire, CH65 4EP, along with regional and
occasional national travel requirements.
Reporting Into / Line Manager – Regional Operations Manager.
Relocation remuneration available, subject to personal circumstances.
