EXECUTIVE WORKD PLAN
3.1. Mapping and analysis of Smart Specialization Strategies
This phase aims at carrying out a preliminary mapping and analysis of
the Smart Specialization strategies promoted by the MED regions. The
work will be done by a transnational working group of experts which
will develop an ad hoc methodology useful to monitor and evaluate
the implementation of the strategies analyzed. The methodology will
be duly described in the “Guidelines on the Smart Specialization
Strategies monitoring system”. SMEs of the target areas will be fully
involved in the evaluation process.
The Observatory transnational group of expert will mainly work using
online tools, the observatory web section on project website, but 3
meetings are also foreseen till the end of the activity to guarantee the
best level of coordination.
3.2. Smart Specialization Observatory setting up
Description of the
phases
This phase aims at capitalizing Iktimed project’ experiences on smart
spec. strategies in line with the work of IPTS – S3 platform and, in
particular, in setting up an online observatory in charge for promoting,
monitoring and evaluating the implementation of the MED regions’
smart specialization strategies. The observatory will have an own
section within the Citek website.
In the scope of the Inclusive growth principle of the EU 2020 strategy,
the observatory working group will be engaged in the promotion, with
the support of the PPs, of 5 focus groups of cooperatives, SMEs and
regional administrations to discuss and draw up an action plan for the
inclusion of the social economy actors in the MED regions’ smart
specialization strategies.

This phase is about promoting, advertising and sharing the work
done by the observatory considering that the data collected and the
analysis implemented could represent useful performance indicators
of the smart specialization strategies implemented by the MED
regions towards the new EU funds programming period.
Thus a communication plan with the related activities a threemonthly bulletins on the observatory’s work and conclusions and a
final monitoring and evaluation observatory’s report on the impact
of the regional smart specialization strategies will be promoted. A
public event will be organized to present the work done.
