Follow up and closure of Audit Tracking, Non Conformances, exemption requests and monitoring the effective introduction of new legislation. Main Activities and Responsibilities Page 1 of 6 Strategic Leadership Management of the CUK SMS database and administration support in maintaining and updating the system To work with operational management to assess the safe practices recommended by Flag State, Class and other international bodies and organisations to promote a safety culture, have been taken into account. Coordinate development of new company policies and procedures as required. Liaise with Corporate and CUK SME’s accordingly on development of Corporate HESS MS procedures. On behalf of Corporate, oversee the Health, Environment, Safety and Security (HESS) management system and coordinate actions in support of Non Conformities. To review audit findings, identify trends and act accordingly. Customer Responsibilities (Internal & External Customers) Providing main point of contact for administration of SMS/HESS-MS database Attend audit review group meetings with CUK Management Teams. Providing Audit and Non Conformance reports for senior management and other departments as required Liaise with CUK Management to monitor management action plans and audit item closure. When necessary, undertake ship visits in role as Deputy DPA. Providing instruction/training to new CUK office staff on use of SMS database Process improvement and identifying areas where efficiency can be improved Technical (including systems) and/or Professional Responsibilities Managing the departments databases including Fleet Regulations (SMS), Corporate HESS-MS, Audit Tracking and Non Conformances, shared database Supporting the introduction and set up of the Corporate HESS-MS database in conjunction with the Compliance Manager & DPA Inputting/publishing amendments to the SMS and publishing Instructional Letters as required Fulfil role as Deputy Designated Person Ashore (DPA) iaw the ISM Code. Liaison with IT department for database system issues Tracking audit closure and reporting. Page 2 of 6 Measures of Responsibility Needs a full understanding of the ISM Code Full understanding of a Safety Management System (SMS) as required by the ISM Code. Able to communicate on a professional level with senior management both ashore and afloat. General Responsibilities Adheres to Corporate Policies and Procedures, including Code of Conduct, Audit Procedures and any control related responsibility for financial data entered, stored, or reported via business systems within employee’s control (list not exhaustive). To undertake other work and duties as required by the Compliance Manager & DPA Special Requirements (Equipment Used, External Contacts etc): Liaison with Flag States, Class and other external Audit agencies as required. Other Features of Job (travel, hours of work, working conditions etc): Normal working hours 0900 – 1700 (except in case of emergency) and on call for contact as the Deputy DPA. Location: Southampton Offices Page 3 of 6 Person Specification Job Title : Compliance Manager Executive & Deputy DPA Department : Fleet Marine Education, Qualifications and Training Essential: Relevant qualification from a tertiary institution recognized by the Flag Administration. Qualifications and seagoing experience as a certified ship officer pursuant to STCW 1978. Experience Essential: (ISM Code) Not less than three years practical senior level experience in ship management/operations. Good working knowledge ISM code, mandatory rules and regulations. Good knowledge of SOLAS and relevant ISO standards. Technical or operational aspects of safety management. Appropriate knowledge of shipping and safety management. To have participated in at least one marine related management system audit. Knowledge of SOLAS requirements and ISO 14000 standards. Work Based Competencies Competencies that refer to the specific work related skills required for successful performance in the role. (E.g. technological competence, written ability, numerical ability, relevant legislative or procedural understanding, analytical ability, organisational ability and project management etc).. Essential: IT competent, procedural understanding of ISM and ISO Audits. Excellent analytical skills Self motivated, organised and able to work on own initiative.
